HomeMy WebLinkAbout111792AM_CCv0002.pdf MINUTES of an adjourned regular meeting of the City Council of the City of Redlands held in the City Hall Plaza, 15 East Citrus Avenue, Suite 15C, at 9:00 A.M. on November 17, 1992. PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Mayor Pro Tem. William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald M. Mutter, Assistant City Manager Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT None Wastewater Rates - Gary Phelps, Deputy Public Works Director - Utilities, introduced Gail Lynch, John Carollo Engineers, and Jerry Thiebault, Executive Officer from the Regional Water Quality Control Board. Mr. Lynch reviewed the denitrification compliance requirements, its costs and proposed schedule. He also addressed other regulatory and treatment issues including tertiary treatment, toxics, total dissolved solids, and reclaimed water. Mr. Thiebault responded to Councilmembers` questions in relation to the Regional Water Quality Control Board matters. Nonn McPhail reviewed Wastewater financing issues covering refinancing the 1987 Certificates of Participation and financing the denitrification project. He briefly addressed water financing issues which will be further addressed at the study session scheduled for the morning of December 1, 1992. Council briefly recessed at 9:25 A.M. and reconvened at 9:37 A.M. Utility Billing- Finance Director Steve Chapman presented information for implementation of monthly billing/payment for municipal utilities. Further information will be presented at the December 1, 1992, morning study session on this matter. Council recessed at 10:50 A.M. and reconvened at 11:00 A.M. to hold a grievance hearing. Call Back And Standby Grievance Hearing - In accordance with the City Employee Rules and Regulations, a hearing was scheduled for this time and place to hear a grievance regarding implementation of the call back time and standby duty contained in the Memorandum of Understanding between the City of Redlands and the San Bernardino Public Employees Association, Inc. representing the General Employees of the City of Redlands. Following presentations from Assistant City Manger Mutter and SBPEA representative Jim Meith, Council unanimously concurred, on motion of Councilmember Foster, seconded by Councilmember Larson, with the employee's union interpretation that "Article Il, Term of Memorandum of Understanding, Except as expressly stated otherwise herein, the City and Association agree that the provisions of this Memorandum of Understanding shall become effective on July 1, 1991, and shall expire on June 30, 1992" applies to Articles 15 and 16 relating to "Call Back" and "Standby."
