6:30 P.M.

General Plan Land Use Categories - Community Development Director Shaw presented an
overview of land use categories including Rural Living, Very Low Density
Residential, Low Density Residential, Medium Density Residential, Office Land
Use, Neighborhood Commercial, Remote Commercial, Industrial, Commercial,
Public/Institutional, and Open Space. Speaking from the audience were Bob
Roberts, Tex Moore, Bert Marcum, Lorne Geib, and Len Dart. Mr. Shaw
concluded this presentation noting the Draft Land Use Element has not
incorporated all the changes as recommended by the General Plan Committee or
the Planning Commission.
Property Owner Requests - Mr. Shaw reported staff has received numerous
requests for modification of the General Plan Land Use component over the past
three years. When the changes could easily be incorporated into the plan, there
were and are reflected on the map. The General Plan Committee approved the
Lane Use Map and, for the most part, did not evaluate or take action on small
land use changes (i.e.,parcel by parcel). The Planning Commission was given a
list of specific requests from property owners and has considered and made
recommendations to the City Council for those properties. There are a few
requests that have been brought in since the Planning Commission study
sessions and for these requests there are no recommendations from the
Commission. Appendix B-2 to the packet of materials provided for this meeting
summarized the property location, existing General Plan, proposed General
Plan, request by property owner, and recommendation by the Commission. The
City Council's request that the land uses proposed for the Mentone area be
identified, specifically for any conflicts between the current County General
Plan and proposed City Land Use Map, was also included. Councilmembers
directed Mr. Shaw to prepare an easy-to-read map identifying these parcels.
Future Study Sessions - Councilmembers present at this meeting concurred they
did not wish to hold any further General Plan study sessions until after the
holidays. A schedule for future meetings will be discussed at the next regular
City Council meeting to be held on December 15, 1992..
The meeting adjourned at 7:59 P.M. to an adjourned regular meeting to be held
on December 8, 1992,. at 9:00 A.M. in the City Hall. Plaza, 2 East Citrus
