Shaw, Community Development Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT None Local State of Emergency - On motion of Councilmember Cunningham, seconded by Councilmember Milson, Resolution No. 4946, a resolution of the City Council of the City of Redlands ratifying a proclamation declaring the existence of a local emergency caused by flood and storm, was approved by AYE votes of all present. General. Plan - Land Use - Community Development Director Shaw reported that on January 5, 1993, the City Council reviewed and took action on 11 specific property owners' requests for modification of the General Plan. Land Use component. At this meeting, Councilmembers continued reviewing the remaining requests, heard comments from George Glenn, Pat Meyer, Bob Roberts, and Tex Moore, and took the following actions: By consensus, the City Council directed staff to review the following requests and include the consistent land use component in the new General Plan using a medium density designation with a policy statement limiting density to no more than eight units per acre as needed: property located at 1127 and 1145 Crafton Avenue•, 4.78 acres on Agate Avenue, west of Crafton Avenue and north of Colton Avenue; and approximately 18.2 acres on the south side of Nice Avenue, between Crafton and Agate Avenues. On motion of Councilmember Foster, seconded by Councilmember Larson, Council approved a general commercial/office land use designation in the proposed new General Plan for 6.97 acres of property located on the west side of California Street, south of the I-10 Freeway, with Councilmembers Cunningham. and Milson voting NO. On motion of Councilmember Cunningham, seconded by Councilmember Larson, Council unanimously approved an office land use designation in the proposed new General Plan for property located at 26869 and 26883 Barton Road. On motion of Councilmember Foster, seconded by Councilmember Larson, Council directed staff to include land use designations in the proposed new General Plan for the Curti property, approximately 328 acres located south of San Timoteo Canyon. Road, east of the County Landfill, consistent with the settlement agreement, with Councilmember Cunningham voting NO. Councilmember Larson moved to allow an office land use designation in the proposed new General Plan for the property located on the northwest corner of Redlands Boulevard and Ford Street; the motion was seconded by Council- member DeMirjyn and failed by the following votes: AYES: Councilmembers DeMirjyn, Larson NOES: Councilmembers Cunningham, Milson ABSTAIN: Councilmember Foster Councilmembers concurred to reconsider this request at a future meeting. Community Development Director Shaw reported a conditional use permit was recently approved for the property located north of Pioneer Avenue,just east of Occidental Drive; therefore, no further action was required. A General Plan amendment and zone change were approved recently for the property located at 220 Nordina Street; therefore, no further action was required. On motion of Councilmember Larson, seconded by Councilmember Foster, Council approved a commercial land use designation in the proposed new General Plan for 6.4 acres of property located on the east side of Wabash Avenue between Naples and Florence Streets. On motion of Councilmember Larson, seconded by Councilmember Foster, Council approved a light industrial land use designation in the proposed new General Plan for approximately 2.36 acres of property located on the southeast corner of Jasper and Naples Streets, with Councilmembers Cunningham and Milson voting NO. On motion of Councilmember Cunningham, seconded by Councilmember Milson, Council approved a rural living land use designation in the proposed new General Plan for approximately 412 acres of property located at the easterly end of Citrus Avenue, north of Fifth Avenue, east of Crafton Avenue, in the Crafton Hills, with Councilmembers Larson and Foster voting NO. On motion of Councilmember Larson, seconded by Councilmember Foster, Council approved a light industrial/commercial land use designation in the proposed new General Plan for 2.8 acres of property located at the northeast corner of Jasper Street and Nice Avenue, with Councilmembers Cunningham and Milson voting NO. On motion of Councilmember Larson, seconded by Councilmember Foster, Council approved a low density residential land use designation in the proposed new General Plan for 8.1 acres of property located on the northwest corner of Colton and Wabash Avenues, with Councilmember Milson voting NO and Councilmember Cunningham abstaining from the vote. On motion of Councilmember Milson, seconded by Councilmember Cunningham, Council approved an agriculture land use designation in the proposed new General Plan for 19.23 acres of property located north of Pioneer Avenue between Occidental Drive and Judson Street, with Councilmember Foster voting NO. Land Uses - Menton Area - Community Development Director Shaw reported that on October 14, 1992, the City Council requested staff return with specific land use information for the Mentone Area. Of particular concern were areas where the land use of the proposed new City General Plan were inconsistent with the County General Plan. The City Council directed staff to include the following land use designations in the new General Plan as follows: Area No. 1. - County General Plan designation AG-AP; Area No. 2 - County General Plan designation RL-1 OAP; Areas No. 3 and 8 - low/medium density residential with. the policy statement limiting density to no more than eight units per acre as needed; (Councilmember Foster left the Council meeting at 7:46 P.M.) Area No. 4 - Residential; Area No. 5 - Commercial; Area Nos. 6, 7 and 9 - Light Industrial; Area No. 10 - rural living; Area No. 11 - Low Density Residential; and Area No. 12 - County General Plan designation CN. The Council meeting recessed at 8:00 P.M. to an adjourned regular meeting to be held on Tuesday, January 19, 1993, at 9:00 A.M. in the Redlands Plaza Conference Room, 2 East Citrus Avenue, Suite 1.5C, Redlands, California.
