PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Mayor Pro Tem. William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Pamela Fitzsimmons, The Sun ABSENT None General Plan - Health and Safety Element - Community Development Director Shaw reviewed the Health and Safety Element policies which will protect residents' health and protect the community from both natural and human- induced disasters. This element considers air quality,water quality, fire hazards, drainage and flooding, seismicity, geology, soils, wind hazards, electromagnetic fields, airport/aviation safety, and emergency management. Councilmembers concurred that high pressure lines should be incorporated in this element. Speaking from the audience were Pat Meyer and Bob Roberts. The meeting briefly recessed at 9:55 A.M. and reconvened at 10:05 A.M. Parks Commission- Parks Commissioner Ellen Weisser reviewed the proposed Parks Commission Philosophy, Duties and Goals Statement with Councilmembers. Councilmember Foster expressed concerns about the formation of committees under the Parks Commission and appointment of members thereof without Council approval. Staff was directed to provide a detailed report listing the existing committees, membership, duties and responsibilities, funds available, meeting dates, and other pertinent information. Existing areas of desirable plants were discussed at length with Councilmember Cunningham expressing concern about the loss of important and mature plants and trees. Councilmember Foster felt the Planning Commission was capable of providing sufficient protection for existing plantings and moved to direct staff to not include the Parks Commission in the loop of the planning process as an. Adjourned Regular Meeting February 2, 1993 Page 1 advocate for existing trees and landscaping. Motion seconded by Councilmember Larson and failed with Councilmembers Cunningham, Milson, and DeMirjyn opposing the motion. A revised Statement will be prepared for future review by the City Council. Appreciation was expressed to the members of the Parks Commission for their outstanding work and dedication. Measure O - Members of the Open Space Committee Kay Mason and Robert Schuler reviewed the history of the Open Space Committee, its accomplishments and current status. Councilmembers concurred to support continuance of the process as established and commended the members of the Open Space Committee. Adjournment - The City Council meeting adjourned at 1.1:20 A.M.
