PRESENT Charles G. DeMirjyn, Mayor Swen Larson, Mayor Pro Tem William E. Cunningham, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Paula McGrew,Principal Planner Dan Rodriguez, Community Services Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT Dee Ann Milson, Councilmember General Plan - Open Space and Conservation Element -Principal Planner McGrew reported the Open Space and Conservation Element identifies four main categories of open space: (1) open space for outdoor recreation which includes parks, trails, linear parks, and recreation activity areas; (2) open space for preservation and conservation of natural resources which includes preservation of natural areas, wildlife mitigation, scenery and points of interest; (3) open space for the managed production of resources which includes aggregate production and agricultural areas; and (4) open space for public health and safety such as flood plains, watersheds, earthquake fault zones and unstable soil areas. Staff met with representatives from the Parks Commission and Open Space Committee this past month to review Section 7.10 pertaining to Parks and Recreational Open Space. Many changes have occurred over the past year and staff has worked with the Commission and Committee to revise and update information particularly as it pertains to Table 7.10-A: existing and proposed parks, and Table 7.10-B: proposed parks: sites and facilities. Community Services Director Rodriguez and Parks Commissioner Kay Mason responded to questions from Councilmembers. On behalf of the League of Women Voters, Pamela Ford indicated their support of the concept of this element in the General Plan. Preservation of Natural Resources - Ms. McGrew informed Councilmembers that Section 7.20, Preservation of Natural Resources, identifies policies to preserve biotic resources, water resources, and energy resources. Some of the implementing policies include: (1) working with Crafton Hills Conservancy to preserve, enhance and maintain the Crafton Hills as an ecosystem; (2) coordinating open space and habitat preservation in San Timoteo and Live Oak Canyons with Riverside County; Adjourned regular meeting March 10, 1993 Page 1 and (3) enhance and restore the Zanja and tributary drainages as riparian corridors where feasible, to provide habitat as well a recreational and aesthetic value. Councilmember Foster indicated he desired Section 7.21h, biological assessment requirement, be further researched to be more definitive of our area. He also stated that any documents referred to in the General Plan must be available such as indicated in Section 7.21n, Riverside County's Multiple Species Habitat Conservation Plan. Speaking from the audience, Bob Roberts expressed concerns about using materials that have not gone through the public hearing process. Managed Production of Resources - Agriculture - The Managed Production of Resources includes agricultural lands and lands containing construction aggregates. Section 7.41 has been amended to include a listing of currently owned City groves. One of the policy issues for preserving agricultural uses pertains to dairy operations in the planning area. Bob Roberts and Carole Wesson addressed this issue indicating the General Plan Committee's recommendation needed to be included in Policy 7.41 f. Construction Aggregates - Policies pertaining to construction aggregates include reducing and/or minimizing environmental impacts as well as preparation and implementation of rehabilitation plans. Councilmember Foster indicated this policy may need to be re-written to comply with agreements entered into with C. L. Pharris Sand and Gravel Company. Recess and Adjournment - There being no further business, the meeting recessed at 7:10 P.M. to a closed session to discuss personnel. No report was expected following the closed session at which time the City Council meeting adjourned to an adjourned regular meeting to be held on March 16, 1993, at 9:00 A.M. in the Redlands Plaza Conference Room, 2 East Citrus Avenue, Suite 15C, Redlands, California.
