PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Mayor Pro Tem. William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Gary Luebbers,Assistant City Manager Jeffrey L. Shaw, Community Development Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT None Solid Waste Management Plan - Deputy Public Works Director Gary Phelps briefly updated the Solid Waste Master Plan noting we needed to complete policy decisions regarding long-term plans for the landfill and recycling goals to comply with Assembly Bill 939 mandates. Representatives from Camp, Dress and McKee were present and reviewed in detail the Solid Waste Management Plan. In response to questions, Deputy Public Works Director Phelps outlined the landfill expansion schedule. Councilmember Foster stated he felt the landfill was a burden on the City and wanted to discuss its closure; he also felt the County of San Bernardino should share the cost of such a closure in light of their former interest in the landfill. Councilmember DeMirjyn indicated he could support closure of the landfill if the Council would consider building a golf course on the land. Councilmembers Milson and Larson indicated they need additional information before making a decision to close the landfill. Councilmember Cunningham left the meeting at 9:41 A.M. Councilmember DeMirjyn had extended an invitation to representatives from the Arnold Palmer Golf Partners to address Council about the possibility of developing a golf course on this property. Mr. Smiley and Bill Peters spoke and indicated an interest in this proposal. Claude Johnson, member of the Solid Waste Task Force, urged Council to address expansion of the yard waste collection, and meeting recycling mandates. Council directed staff to provide Adjourned regular meeting April 13, 1993 Page 1 further information regarding the possibility of closing the landfill and its effect on the rate structure. By AYE votes of all present, on motion of Councilmember Foster, seconded by Councilmember Milson, Council directed staff to continue processing the landfill expansion permit. By AYE votes of all present, on motion of Councilmember Foster, seconded by Councilmember Larson, Council also directed staff and the City Attorney to explore requiring the County of San Bernardino to participate with the City of Redlands in closure costs. Recess - The City Council meeting briefly recessed at 10:15 A.M. and reconvened at 10:20 A.M. General Plan - East Valley Corridor Specific Plan Land Use - Noting :Mr. Cunningham was not present at this time and that several members o the audience has requested this matter be discussed during an evening session, Councilmember Foster moved to continue this matter to April 21, 1993, at 6:30 P.M. in the Council Chambers. Motion seconded by Councilmember Milson and carried by AYE votes of all present. Adjournment - The City Council meeting adjourned at 10:23 A.M. to an adjourned regular meeting to be held on April 14, 1993, at 6:30 P.M. in the Council Chambers, 212 Brookside Avenue, Redlands, California.
