PRESENT Charles G. DeMirjyn, Mayor Swen Larson, Mayor Pro Tem Dee Ann Milson, Councilmember Jim Foster, Councilmember Jeffrey L. Shaw, Community Development Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT William E. Cunningham, Councilmember General Plan - East Valley Corridor Area - Community Development Director Shaw reported the City Council has, in evaluating the Land Use Element of the General Plan, indicated concern with the effect of employment concentration in the East Valley Corridor on traffic. As a result of the direction from the City Council at the study session on November 18, 1992, staff has identified five alternative scenarios which Mr. Shaw reviewed at this time. Councilmember Foster felt the traffic model was not accurate as it reflects projects that will not be completed in the next 20 years. Urging the City Council to leave the East Valley Corridor plan "as is" were: Louis Fletcher, Pat Meyer, Bryant MacDonald, Lorne Geib, Rufus Barkley, and Jane Un-MacDonald. Tex Moore addressed the possibility of additional runways at Norton Air Force Base and the effect that would have on development in this area. Councilmember Foster's motion to accept the East Valley Corridor plan as is, intact, with no changes, was seconded by Councilmember Larson, failed with Councilmembers DeMirjyn and Milson voting NO. Indicating he was willing to compromise, Councilmember Foster moved to amend Guiding Policy No. 4.62b: East Valley Corridor, to provide sufficient roadway and intersection capacities to maintain a minimum Level of Service (LOS) C. Motion seconded by Councilmember Larson and carried with Councilmember DeMirjyn voting NO. Councilmember Foster then moved to approve the East Valley Corridor plan as amended; motion seconded by Councilmember Larson. Mrs. Milson indicated she wanted to speak to the neighbors regarding this matter before she voted and the motion failed with Councilmembers DeMirjyn and Milson voting NO. The meeting adjourned at 7:29 P.M. to an adjourned regular meeting to be held on May 4, 1993, at 9:00 A.M. in the Redlands Plaza Conference Room, 2 East Citrus Avenue, Suite 15C, Redlands, California.
