PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Mayor Pro Tem. William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Bill Rogers, The Sun ABSENT None Project Processing - City Manager Wheaton reported the draft of the General Plan contains an Economic Development Element. A leading policy is to promote a climate conducive to economic growth and investment opportunities without sacrificing environmental standards. An implementing policy is to assist in the expansion and retention of existing businesses and industries. With that as the background, the Director of Community Development was asked to consider means by which the process of plan approval could be revised to be quicker and less expensive but no less thorough. The following alternatives were suggested: establish a level of building activity which could be reviewed and approved by a subcommittee of the Planning Commission; establish a professional review committee made up of staff members for review of projects of a certain size; or provide that projects of a certain magnitude be reviewed only in the context of the Code. Councilmember Foster moved to amend the Code to provide for the third alternative presented. Motion seconded by Councilmember Larson and carried with Councilmembers Cunningham and Milson voting NO. Councilmember Larson moved to utilize this procedure for projects of 500 square feet or less floor area, not to exceed 50 percent of the existing floor area, single floor, with the provision a second floor addition to be reviewed by the Planning Commission. Motion seconded by Councilmember Foster and carried with Councilmembers Cunningham and Milson voting NO. General Plan - Medium Density Residential - At the adjourned regular meeting of the City Council held on.April 20, 1993, Community Development Adjourned regular meeting May 4, 1993 Page 1 Director Shaw reported that since the completion of the General Plan Committee Land Use Map recommendations, staff has been concerned as to whether there are adequate sites designated Medium Density Residential to meet low income housing requirements. A review of land use acreage and anticipated units based on the latest recommendations of the City Council regarding land use was completed, and based on this analysis, staff believed there was a shortage of Medium Density Residential sites. Alternatives for Council's consideration were presented at that meeting to resolve this deficiency. Following discussion and comments from members of the audience including Louis Fletcher, Loren Geib, and Pat Meyer, Councilmember Larson moved to revise the assumptions and anticipate that the assumed average density for multiple family residential will be higher than 12 units per acre. Motion seconded by Councilmember Cunningham and carried unanimously. Recess -The meeting recessed at 9:41 A.M. and reconvened at 10:00 A.M. California Street/Interstate 10 Interchange - Public Works Director Mutter reported the California Street/1-10 Interchange Modification Advance Planning Study Report was prepared by Dokken Engineering. The primary purpose of this study was to provide the City with a conceptual design for long-range improvements to the California Street Interchange necessary to satisfy the City's growth plan. The study report was intended to provide the City sufficient information on which to base decisions and selection of a specific project alternative based on the assumption funding will be obtained from another source, such as Measure I funds. Acceptance of the study report does not embody specific project approvals, but will be used as the guideline for development of more detailed studies and specific plan adoptions in the future. Representatives from Dokken Engineering reviewed their report noting the preferred project was titled Alternative 4. Following discussion, Councilmember Larson moved to grant conceptual approval to Alternative 4. This motion, seconded by Councilmember DeMirjyn, failed with Councilmembers Cunningham, Milson and Foster voting NO indicating they desired additional time to review the report. Council concurred to calendar this matter again on their next agenda(May 18, 1993). Adjournment - The City Council meeting adjourned at 11:00 A.M. Next regular meetiing, May 4, 1993,. at 3:00 P.M.
