June 1, 1993, at 9:00 A.M.

Low Incoming Housing - Community Development Director Shaw reminded
members of the City Council, the Southern California Housing Development
Corporation has proposed to develop a first time home buyer project for 35 units
within an 85 unit townhouse development to be located on the south side of
Orange Avenue, easterly of Alabama Street. They have requested deferment of
the City's fees indicating they could be recouped in the future from the
Redevelopment Agency's housing set-aside fund. Staff has evaluated the
availability of these funds, met with County representatives regarding possible
HOME funding, and discussed these issues with the applicant. Mr. Shaw
reviewed a proposed schedule of events, timeline and the anticipated use of the
Redevelopment set-aside funds and HOME funds. Also present were Dwayne
Burgess, County of San Bernardino, and Jeff Burum and Andy Wright, Southern.
California Housing Development Corporation, who answered Councilmembers'
questions. Following discussion, Councilmember Foster moved to approve this
request in concept and directed staff to prepare the necessary agreements with
the City and Redevelopment Agency for use of set-aside funds and formally
request HOME funding from the County. Motion seconded by Councilmember
Larson and carried with Councilmembers Cunningham and Milson voting NO.
Adjournment - There being no further business, the City Council meeting
adjourned at 9:29 A.M. Next regular meeting, June 1, 1993 at 3:00 P.M.
