in the Redlands Plaza Conference Room, 2 East Citrus Avenue, Suite 1.5C, on
August 3, 1993, at 9:00 A.M.

Water Stock and "B" Contracts - Utilities Manager Mike Huffstutler presented
information regarding water stock ownership, the current status of shares and
percentage of City ownership, and their assessments and value. He explained
"B" Contracts which cover Mill Creek water rights for crop irrigation water in
the Mission area. Council discussed the use of non-potable water in areas such
as parks, Hillside Cemetery, Redlands Country Club, and other open spaces.
Mr. Huffstutler reminded Councilmembers his department has proposals on file
but have not been able to obtain the funds for the projects. Councilmember
Foster desired to see the proposals and costs involved in use of non-potable
water, indicating a financing plan could be addressed later. Councilmembers
concurred to revisit this subject.
Airport :Master Plan - Deputy Public Works Director, Engineering, Pete
Laaninen presented the final draft of the Redlands Municipal Airport Master
Plan, and said the final report will be prepared, following the comment period,
for the City Council's action. Ray Boucher of Coffman Associates, consultant
for the project, presented an overall review of the Plan. Chairman of the Airport
Advisory Board Ted Thompson indicated they were supportive of this plan.
Councilmember Foster moved to approve, in principle, the draft Redlands
Municipal Airport Master Plan. Report and to authorize preparation of the Final
Airport Master Plan Report following the prescribed review and comment
period. Motion seconded by Councilmember Larson and carried unanimously.
