The meeting was opened with an invocation by Mayor Pro Tem Larson followed
by the pledge of allegiance.
COMMUNICATIONS
San Bernardino International Airport Authority_ - Mayor Pro Tem Larson
reported an application from the homeless agency has been filed for use of
facilities at the Airport. A decision on this application is expected in about two
weeks from Washington, D.C. The next Airport Authority meeting will be held
on November 17, 1993.
Redlands Airport Awareness Day - The Experimental Aircraft Association,
Chapter 845, is planning their annual Redlands Airport Awareness Day on
November 20, 1993,. at the Redlands Airport, and are expecting 5,000 people to
visit the airport that day. They requested the City share sponsorship of the event
and pay for ten portable toilets at an estimated cost of$360.00. Following brief
discussion, Councilmember Larson moved to approve this request. Motion
seconded by Councilmember Foster and failed with. Councilmembers
Cunningham and DeMirjyn voting NO.
Request Waiver of Rental Fees - Showmobile - The 1993 Health Faire will be
held on November 13, 1993, in the Redlands Community Hospital parking lot.
Dellita Kobold, Redlands Medical Group, requested the City Council waive the
$280.00 rental fee for use of the Community Services Showmobile at this event
and assured Council they would pay for all out-of-pocket expenses. With this
understanding, Council approved this request for waiver of the Showmobile

rental fee by AYE votes of all present on motion of Councilmember Larson,
seconded by Councilmember Foster.
JOINT MEETING- CITY COUNCIL AND REDEVELOPMENT AGENCY
The items scheduled for the joint meeting of the City Council and the
Redevelopment Agency of the City of Redlands were withdrawn from the
agenda.
CONSENT CALENDAR
Minutes - Minutes of the meeting October 19, 1993, were approved as
submitted.
Bills and Salaries - Bills and salaries were ordered paid as approved by the
Finance Committee.
Planning Commission. Actions - On motion of Councilmember Larson,
seconded by Councilmember Foster, the report of the Planning Commission
meeting held on October 26, 1993, was acknowledged as received by AYE
votes of all present.
Employee Vacancies - On motion of Councilmember Larson, seconded by
Councilmember Foster, Council authorized the following positions be filled:
Account Clerk II(City Treasurer's Office) and Utilities Office Manager by AYE
votes of all present.
Resolution No. 5028 - Street (Alley) Vacation No. 107 - Following brief
discussion, Councilmember Foster moved to approve Resolution No. 5028, a
resolution of the City Council of the City of Redlands declaring its intention to
vacate portions of an alley located approximately 400 feet north of Central
Avenue between Kay and Craig Courts, and setting the public hearing for this
alley vacation for November 16, 1993, at 7:00 P.M. Motion seconded by
Councilmember Larson and carried with Councilmember Cunningham voting
NO.
Resolution No. 5031 - Labor Relations - On motion of Councilmember Larson,
seconded by Councilmember Foster, Council approved Resolution No. 5031, a
resolution of the City Council of the City of Redlands amending the Employer-
Employee Relations Resolution of the City of Redlands to decrease the time
frame for union decertification from six months to 60 days, by AYE votes of all
present.

PUBLIC COMMENTS
EIR - Forest Home Christian Conference Center - On behalf of the
Environmentally Informed Residents (Forest Falls Community Group), John
Gardner addressed the City Council regarding City of Redlands' water rights in
the Mill. Creek Canyon. Mr. Gardner reminded Councilmembers the City has
always been vehement in defending their water rights in the past and expressed
concern that the City was conspicuous by their lack of response in the County's
file for the draft Environmental Impact Report for the proposed master plan for
the Forest Home Christian Conference Center located within the community of
Forest Falls. Mr. Gardner was assured by the City Council and staff that a letter
had been sent to the County of San Bernardino; a copy of the City's letter was
provided to Mr. Gardner.
Recess - The City Council meeting recessed at 3:22 P.M. to a Redevelopment
Agency meeting and reconvened at 3:23 P.M. to a closed session for the purpose
of discussing pending litigation. In accordance with State law, the City Attorney
prepared a confidential memo to the City Council providing justification for the
closed session. No report was expected following the closed session. Next
regular meeting, November 1.6, 1993.
