PRESENT Swen Larson, Mayor William E. Cunningham, Councilmember Gilberto Gil, Councilmember Pat Gilbreath, Councilmember Gary Luebbers, City Manager Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT Jim Foster, Mayor Pro Tem Utility Users' Tax - Mayor Larson opened the meeting and led the audience in the pledge of allegiance. This meeting was scheduled to hold a public forum to present information regarding a proposed five percent (5%) utility users' tax. With the use of an overhead projector, City Manager Luebbers, assisted by Finance Director Steven M. Chapman, reviewed materials including charts showing State Government "take aways" amounting to $3,923,000, cost saving measures already implemented, potential impacts if the tax is not approved, the possible uses of funds generated from the tax, and examples of the annual costs to households. The tax would be levied on electricity, gas, telephone, and cable television; the ordinance would contain a five-year limit clause, an exemption clause for low-income families, and a $50,000 cap for large utility users. He then answered questions from the following people in attendance: Steve Denton, Michele Brancroft, Sherman Fitzgerald on behalf of the Joslyn Senior Center Advisory Board, George Webber, Bob Carruthers, Jerry Wyzinski from Captive Plastics, Inc., Al Smith, Gene Kern, and Lyle Arnold. Councilmembers Larson, Gilbreath, and Gil indicated they would support an ordinance establishing a utility users'tax; Councilmember Cunningham voiced his opposition.
