PRESENT Swen Larson, Mayor Jim Foster, Mayor Pro Tem William E. Cunningham, Councilmember Gilberto Gil, Councilmember Pat Gilbreath, Councilmember Gary M. Luebbers, City Manager Daniel J. McHugh, City Attorney Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT None 1994-95 Budget- City Manager Luebbers explained the status of the preparation of the proposed 1994-95 budget and the proposed "shopping list" for the funds available through the approval of a four percent utility users' tax. Finance Director Steven M. Chapman presented a budget summary for the General Fund for 1994-95 through 1997-98 which included the four percent utility users' tax. Councilmembers concurred they wanted to review the entire budget, line by line, and to have the study sessions as close together as possible. General Plan - Community Development Director Jeffrey L. Shaw recapped the General Plan study session held on April 5, 1994, and said staff has identified a number of specific properties and issues which need to be reviewed. Mayor Larson indicated he wanted to let the Planning Commission fine tune the document before the City Council holds its public hearing; Councilmember Cunningham indicated he did not want to preempt the Planning Commission. New Councilmembers Gilbreath and Gil will meet with Mr. Shaw to be brought up to speed on past actions. Councilmember Foster felt the City Council needed to give the staff and Planning Commission direction on such issues as the noise contours and the downtown areas now. Bob Roberts, Pat Meyer, Manuel Madrid, and Tex Moore briefly addressed Council. ADJOURNMENT The City Council meeting adjourned at 10:00 A.M.
