PRESENT Swen Larson, Mayor Jim Foster, Mayor Pro Tem William E. Cunningham, Councilmember Gilberto Gil, Councilmember Pat Gilbreath, Councilmember Gary M. Luebbers, City Manager Steven M. Chapman, Finance Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT None STUDY SESSION - PROPOSED 1994-95 BUDGET Child Care Service - Management Assistant Marjie Pettus explained to the City Council she had talked with Teri Shira with the Redlands Unified School District regarding the City's child care program. Ms. Shira assured us there would be a smooth transition to another provider for child care services. She also suggested the proposed child care facility to be constructed at Kingsbury School be relocated onto City property if the City was not going to continue providing the child care service. A representative from the YMCA was present at this meeting and indicated they were capable of taking over the child care responsibilities. Councilmember Gilbreath moved to discontinue child care services and directed staff to proceed with a smooth transition. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham abstaining from the vote. Liability Insurance - Following discussion Councilmember Gilbreath moved to approve the proposed budget for General Government/Liability Insurance as presented with a $1 million reserve; motion seconded by Councilmember Gil and failed with Councilmembers Cunningham, Foster and Larson voting NO. Following further discussion, Councilmember Foster moved to approve the proposed budget with a $500,000.00 reserve and directed the remaining $500,000.00 be put in unrestricted reserves; motion seconded by Councilmember Cunningham and carried unanimously. Adjourned Regular Meeting May 18, 1994 Page 1 Certificates of Participation - Councilmember Larson moved to approve the proposed budget for General Government/Certificates of Participation; motion seconded by Councilmember Foster and carried unanimously. General Obligation Bonds - Councilmember Foster moved to approve the proposed budget for General Government/General Obligation Bonds (Measure "O"); motion seconded by Councilmember Gilbreath and carried unanimously. Parking Authority - Councilmember Foster moved to approve the proposed budget for General Government/Various (Parking Authority); motion seconded by Councilmember Gilbreath and carried unanimously. Library - Councilmember Gilbreath moved to approve the proposed budget for Library/Administration, Lincoln Shrine, and Public Library Foundation; motion seconded by Councilmember Larson and carried unanimously. The City Council meeting briefly recessed at 9:58 A.M. and reconvened at 10:05 A.M. Community Development - Councilmember Foster moved to approve the proposed budget for Community Development/Planning; motion seconded by Councilmember Gil and carried unanimously. Councilmember Foster moved to approve the proposed budget for Community Development/Building and Safety; motion seconded by Councilmember Gil and carried unanimously. Councilmember Foster moved to approve the proposed budget for Community Development/Community Development Block Grant; motion seconded by Councilmember Gilbreath and carried unanimously. Police - Councilmember Gil moved to approve the proposed budget for the Police Department; motion seconded by Councilmember Gilbreath and carried unanimously. Councilmembers commended Chief Nelson for the reduction in overtime. Adjournment - There being no further business, the City Council meeting adjourned at 10:39 A.M. to an adjourned regular meeting to be held on May 25, 1994, at 9:00 A.M. in the Council Chambers, 212 Brookside Avenue, Redlands, California.
