REVIEW AND APPROVAL OF PROPOSED 1994-95 BUDGET
Solid Waste Fund Group - Municipal Utilities Director Gary G. Phelps reviewed
the revised figures for the Solid Waste Fund Group based on actions of the City
Council at their June 7, 1994, adjourned regular meeting. It was noted the
Equipment Replacement Reserves ($500,000.00) and Landfill Reserves
($200,000.00) were inadvertently left off the summary pages and are now
included. On motion of Councilmember Gilbreath, seconded by
Councilmember Foster, Council unanimously approved the Solid Waste Fund
Group revised budget excluding the Equipment Replacement and Landfill
Reserves with the understanding the $700,000.00 would be transferred to
Unreserved Cash Balance, and a reserve process will be established by the City
Council after the Solid Waste Manager is in place and revenues have been
reviewed.
Water Fund Group - Mr. Phelps reviewed the revised figures for the Water Fund
Group reflecting the actions of the City Council at their adjourned regular
meeting on June 7, 1994. In response to Councilmember Gilbreath's questions,
Mr. Phelps explained the Operating Reserve. On motion of Councilmember
Gilbreath, seconded by Councilmember Foster, Council unanimously approved
the revised budget for the Water Fund Group.
General Fund - Finance Director Steven M. Chapman briefly reviewed the
revised figures for the General Fund reflecting the actions of the City Council
during their budget reviews. Detailed pages will be provided before final

adoption of the 1994-95 budget. In response to Councilmember Foster's desire
to maintain the brick work in downtown, Public Works Director Mutter said he
would prioritize the repair work necessary. Councilmember Foster moved to
approve the General Fund proposed budget as modified. Motion seconded by
Councilmember Gilbreath and carried with Councilmember Cunningham voting
NO.
Low-Moderate Income Housing - Following discussion, Councilmember Foster
moved to hire a full-time employee in charge of low-moderate income housing.
Motion seconded by Councilmember Gil and carried unanimously.
Redevelopment Agency Fund Group - Councilmember Larson moved to
approve the Redevelopment Agency Fund Group proposed budget. Motion
seconded by Councilmember Foster and carried with Councilmember
Cunningham voting NO.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
10:26 A.M. to an adjourned regular meeting to be held June 21,1994, at
9:00 A.M. in the Council Chambers, 212 Brookside Avenue, Redlands,
California.
