11, 1994, at 7:00 P.M.

NEW BUSINESS
Cable TV Ad Hoc Committee - On motion of Councilmember Larson, seconded
by Councilmember Gilbreath, a Cable TV ad hoc committee was established
and appointed Mayor Larson and Councilmember Gilbreath to serve on the
committee; motion carried unanimously. At a future meeting, Councilmembers
will nominate citizens to also serve on this committee; three will be selected.
Councilmember Cunningham stated he would like a School District
representative to also on the committee; City Manager Luebbers will contact the
School District Office.
UNFINISHED BUSINESS
Ordinance No. 2256 - General Plan Amendment No. 54 - Public hearing was
continued to this time and place to consider General Plan Amendment No. 54
and its associated Environmental Impact Report, findings and statement of
overriding considerations regarding environmental impacts and mitigation
monitoring plan. Mayor Larson declared the meeting open as a public hearing.
Speaking from the audience on various issues were: R. A. (Tex) Moore, Bob
Roberts, Beverly Cunningham, Loren Geib, Carole Beswick, Jon Harrison,
Michael Atencio and John Wycoff. Changes to the following sections were
made by Council:

City Design -North Redlands - Following Planning Director Shaw's explanation
about footnotes and noting that the 3.1Op reference should actually be 3.1Oq,
Councilmember Foster moved to strike the cross references (footnotes) in the
second and third paragraphs, motion seconded by Councilmember Gilbreath.
Councilmember Cunningham and members of the audience urged leaving the
cross references because they assist in connecting sections to other parts of the
document. Motion failed with Councilmembers Larson, Cunningham, Gilbreath
and Gil voting NO. It was agreed that reference to 3.1Oq would be corrected.
On motion of Councilmember Gilbreath, seconded by Councilmember Foster,
the first sentence on Page 2 was changed to read: "Develop more imageable
residential neighborhood street patterns. Require a street design for all
unsubdivided land within each superblock bounded by arterial streets prior to
subdivision approval. (See Policy 3.100 .)" On motion of Councilmember
Larson, seconded by Councilmember Foster, the second paragraph on Page 2
was unanimously deleted: "p=eso os the se—Ale, of neighborhoods south of

City Design - Crafton - On motion of Councilmember Foster, seconded by
Councilmember Foster, the following sentence was deleted "Consistent with the

—above,e,2,600 feet elevation." Mayor Larson and Councilmember Cunningham
voted NO.
City Design - South Redlands - On motion of Councilmember Foster, seconded
by Councilmember Gil, the last sentence on Page 2 was deleted: "The

Councilmembers Cunningham and Gilbreath voted NO.
City Design - San Timoteo/Live Oak Cance - On motion to Councilmember
Foster, seconded by Councilmember Gilbreath, council agreed to change the
first sentence in the second paragraph as follows: "The General Plan Diagram
preserves existing citrus and other agriculture, and leaves San Timoteo Canyon
Road on its present alignment connecting to California Street." On motion of
Councilmember Foster, seconded by Councilmember Gilbreath, Council agreed
to change the fifth sentence in the second paragraph as follows: "Because San
Timoteo Canyon Road is a region-serving highway that will carry up to 33,000
daily vehicles, it should have a minimum right of way of 140 feet to allow earth

four-lane road." By consensus of the Council, the first sentence of the last

City Design - Northwest Redlands - Councilmember Cunningham stated he felt
the plan was deficient without inclusion of the design guidelines adopted for the
East Valley Corridor so he could not support the first sentence of this section.
Guidiniz Policies: City Design - By consensus 3.10k was changed to read as
follows: "Maintain adequate setbacks along major and minor residential arterial
streets."
Implementing Policies: City Design - By consensus, 3.1Op was changed to read
as follows: "In North Redlands require residential subdivisions be consistent
with a circulation concept plan for subdivision of all land within bounding
arterial streets. The entire Council agreed to delete the second 'sentence in

By consensus, four Councilmembers agreed to delete policy 3.10v as follows:

Cunningham objected.
Historic and Scenic Preservation - Former Councilmember Carole Beswick
addressed Council from the audience reviewing the history of the Historic and
Scenic Preservation Element, how some aspects that were anticipated would be
obstacles did not materialize and that this element has resulted in
commendations for Redlands from all over the Country. She urged approving
this section of the General Plan which would save allot of reviewing time by
the Council as well as preserving a document that is very workable.
Councilmember Cunningham moved to adopt Section 3.20, Historic and Scenic
Preservation, motion seconded by Councilmember Gilbreath. Following
discussion, the motion failed. By consensus this item will be revisited at the
next General Plan study session.

There being no further business, the City Council meeting adjourned at
