PRESENT Swen Larson, Mayor Jim Foster, Mayor Pro Tem William E. Cunningham, Councilmember Gilberto Gil, Councilmember Pat Gilbreath, Councilmember Gary M. Luebbers, City Manager Daniel J. McHugh, City Attorney Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT None City-Owned Housing - Due to a possible conflict of interest, Mayor Pro Tem Foster left the Council Chambers and was not present for this discussion. Housing Coordinator Nestor Nazario reviewed his staff report which presented advantages and disadvantages of several alternatives regarding City-owned housing. The alternatives included rehabilitation with Redevelopment Agency set-aside funds, sale of properties "as is" to a non-profit organization with CC&R protection, and a proposal by the San Bernardino County Housing Authority to develop three fourplex structures exclusively for senior citizens. The following citizens spoke: Fred Thornes presented arguments against the County Housing Authority's proposal; on behalf of the Redlands Community Music Association and the Redlands Bowl, Irene Vitt urged the City Council to refurbish the structure at 168 South Eureka Street for Redlands Bowl use; Gary Heroneme who felt the rehabilitation estimates were high; Jesse Siglow thought development plans should be in place before the properties were razed; Ruth Cook pointed out the properties are in the Smiley Park Historic District and will be listed in the National Historical District on December 30, 1994; on behalf of the County Housing Authority Claudio Padres assured Councilmembers their proposed new structures would be of the Victorian-era in appearance and could include restrooms and storage for the Redlands Bowl; and Marcia Gebara who urged the Council to maintain the integrity of the neighborhood. Following discussion, Councilmember Cunningham moved to firmly go on record as follows: That these houses will be maintained as structures with their integrity, from an aesthetic point of view, intact. Motion seconded by Councilmember Adjourned regular meeting December 20, 1994 Page 1 Gilbreath and carried by AYE votes of all present. Councilmember Cunningham then moved to return this matter to the Housing Coordinator, directed that the Housing Commission be brought into the loop for their recommendations, that the City entertain proposals from groups in the community (i.e. Redlands Community Music Association), and that 168 South Eureka Street remain in City ownership. Motion seconded by Councilmember Gilbreath and carried by AYE votes of all present. Mayor Pro Tem Foster returned to the Council Chambers. the City Council recessed at 9:40 A.M. to a special Redevelopment Agency meeting and reconvened at 9:55 A.M. Radar Enforcement Workshop - Police Chief Lewis W. Nelson reported that 39 streets within the City qualify for Speed Zoning Surveys; 23 of those surveys have expired and six more will expire within the next six months. Of those 23 expired surveys, five are pending approval of the City Council. He then review a report prepared by Captain Clete Hyman, Redlands Police Department, entitled The How and Why of Engineering and Traffic Surveys. He urged the City Council take a careful look at this matter noting the Police Department needs to have speed surveys approved or they cannot enforce speed limits nor write citations. Resolution No. 5067 - Speed Limits - Councilmember Foster moved to reconsider Resolution No. 5067, a resolution of the City Council of the City of Redlands establishing speed limits on Crescent Avenue between Ramona Drive and Serpentine Drive. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO as he still felt the speed limits were too high. Councilmember Foster moved to adopt Resolution No. 5067. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO. Resolution No. 5068 - Speed Limits - Councilmember Foster moved to reconsider Resolution No. 5068, a resolution of the City Council of the City of Redlands establishing speed limits on Fern Avenue between Redlands Boulevard and Terracina Boulevard. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO as he still felt the speed limits were too high. Councilmember Foster moved to adopt Resolution No. 5068. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO. Adjourned regular meeting December 20, 1994 Page 2 Resolution No. 5113 - Speed Limits - Councilmember Foster moved to adopt Resolution No. 5113, a resolution of the City Council of the City of Redlands establishing speed limits on Cypress Avenue between Terracina Boulevard and Citrus Avenue. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO as he still felt the speed limits were too high. Resolution No. 5114 - Speed Limits - Councilmember Foster moved to adopt Resolution No. 5114, a resolution of the City Council of the City of Redlands establishing speed limits on Palm Avenue between Serpentine Drive and Ford Street. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO as he still felt the speed limits were too high. Resolution No. 5115 - Speed Limits - Councilmember Foster moved to adopt Resolution No. 5115, a resolution of the City Council of the City of Redlands establishing speed limits on Fifth Avenue between Ford Street and Wabash Avenue. Motion seconded by Councilmember Gil and carried with Councilmember Cunningham voting NO as he still felt the speed limits were too high. ADJOURNMENT There being no further business, the City Council meeting adjourned at 11:00 A.M. The next regular meeting will be held on December 20, 1994, at 3:00 P.M.
