The meeting was opened with an invocation by
Councilmember Cunningham followed by the pledge of
allegiance .
PRESENTATIONS
Forestry Grant - On behalf of the California
Department of Forestry and Fire Protection, Paul
Bensen presented a Urban Forestry Grant in the amount
of $20 , 000 . 00 . These funds are to be used for tree
planting in the Smiley Historic District .
Service Pins - Assisted by the department heads,
Mayor Larson presented five year service pins to:
Charles Apodaca, Gary Bierma, Floyd Bolton, Ed
Broughton, Steve Chapman, Christie Hammond, Debra
Healy, Glenn Hoyle, Linda Little, Nicholas Lozano,
Larry McDonald, John Morales, Marjie Pettus, Lorna
Romoli, Shawn Ryan, Michael Smith, Jeffrey Spurlock,
and Wayne Whisenant . Ten year service pins were
presented to: David Anady, Denise Ausherman, Susan
Bruns, Harlan Camomile, Peter Colunga, Olga Diamond,
Ramon Estrada, Glenn Holding, David Kessler, Brad
Kloepfer, Ellen Kolschowsky, Mary Luna, Richard
Lynsky, Jim Mead, Evelyn Pyatt, Dan Rodriguez,
Richard Rylett, Howard Shurte, and Charles Varvel .
Fifteen year service pins were presented to: James
Bueermann, Steve Dickey, Tom Fitzmaurice, Lorraine
Haislip, Brent Harp, Richard Hulbert, Rick Long,
Jimmy Miller, Phillip Pierce, Henry Reyes, Ernesto
Rivera, Ronald Rivero, and Daniel Shefchik. Twenty
year service pins were presented to: Robert Bishoff,

Randy Diaz, Pat Foist, Clete Hyman, David McLees,
Donald Pike, Ralph Serrano, Glenn Shrive, Al Webster,
Chris Woodin, and Charles Workman. Twenty-five year
service pins were presented to: Mike Briggs, Daniel
Madrid, Lew Nelson, and Barbara Vandervliet .
CONSENT CALENDAR
Minutes - Minutes of the regular meeting of January
3 , 1995, were approved as submitted.
Bills and Salaries - Bills and salaries were ordered
paid as approved by the Finance Committee .
Planning Commission Actions - On motion of
Councilmember Foster, seconded by Councilmember Gil,
the report of the Planning Commission meeting held on
January 10, 1995, was unanimously acknowledged as
received.
Rental Agreement - Community Center - Noting some
typographical corrections needed, Councilmember
Gilbreath moved to approve a rental agreement, with
the noted changes, between the City of Redlands and
the San Bernardino County Department of Public Health
for the use of two classrooms in the Community Center
for the County' s WIC classes, and authorized the
Mayor and City Clerk to sign said agreement on behalf
of the City. Motion seconded by Councilmember
Cunningham and carried unanimously.
Agreement Amendment - Senior Nutrition Program - On
motion of Councilmember Foster, seconded by
Councilmember Gil, Council unanimously approved
Amendment No. 1 to the Letter of Agreement between
the City of Redlands and the San Bernardino County
Community Services Department for use of the
Community Center kitchen and multipurpose room to
operate a senior nutrition program.
PUBLIC HEARINGS
Sale of Redevelopment Agency-Owned Property - A joint
public hearing with the Redevelopment Agency of the
City of Redlands was continued to this time and place
to consider the sale of real property known as the
Civic Center Plaza located at 35 Cajon Street to the
City of Redlands . Mayor Larson declared the meeting
open as a public hearing. Councilmember Gilbreath
moved to continue said public hearing to February 7,

1995, at 7 : 00 P.M. Motion seconded by Councilmember
Foster and carried unanimously.
Ordinance No. 2269 - Specific Plan No. 45 (Revised)
Amendment - Public hearing was advertised for this
time and place to consider Ordinance No. 2269, an
ordinance of the City of Redlands adopting Amendment
No. 1 to Specific Plan No. 45 (Revised) and amending
Section 8, Signage, of Ordinance No. 2185 , to allow
pre-existing uniform sign programs to remain in
effect, modify the criteria for letter size, and
modify the criteria for illumination of signage for
property generally located in an area bounded by
Pearl Street on the north, Church Street on the east,
Redlands Boulevard/Oriental Avenue on the south, and
Texas Street on the west . Community Development
Director Shaw reviewed the proposed amendment and
responded to Councilmembers , questions . Mayor Larson
declared the meeting open as a public hearing for any
questions or comments . None being forthcoming, the
public hearing was declared closed. Ordinance No.
2269 was read by title only by City Clerk Poyzer, and
on motion of Councilmember Foster, seconded by
Councilmember Gilbreath, further reading of the
ordinance text was unanimously waived. Ordinance No.
2269 was introduced with unanimous Council approval
and laid over under the rules with second reading
scheduled for February 7, 1995, on motion of
Councilmember Foster, seconded by Councilmember
Gilbreath.
COMMUNICATIONS
Appointments - Historic and Scenic Preservation
Commission - Mayor Larson moved to nominate Ruth M.
Cook to fill an unexpired term on the Historic and
Scenic Preservation Commission which will expire
January 18 , 1997 . Motion seconded by Councilmember
Cunningham and carried unanimously. Councilmember
Gilbreath moved to nominate Cynthia Hoghaug and Helen
Ludwig to the Historic and Scenic Preservation
Commission for second four-year terms to expire
January 18, 1999 . Motion seconded by Councilmember
Cunningham and carried unanimously.
Appointments - Redlands 2000 Committee - John Mirau,
a Redlands 2000 Steering Committee member, presented
a map prepared by Public Works Director Ronald C.
Mutter which showed where the citizens lived who had
applied to serve on the reactivated Redlands 2000
Committee . He reported three late applications were

received which were not included in the list prepared
by the original members of the Steering Committee .
Noting there was no applications received from
Councilmanic District No. 1, Councilmember Gil said
he would contact some residents and present their
names at the February 7, 1995 , Council meeting for
consideration. On motion of Councilmember Gilbreath,
seconded by Councilmember Larson, the following
people were unanimously appointed to the Redlands
2000 Committee as recommended by the original members
of the Steering Committee : Mike Atencio, Teddy
Banta, Mary Barris, Ann Bethel, Char Burgess, Ron
Burgess, Amy Casil, Dick Corneille, William Crawford,
John Creatura, Betty Crosby, David Diver, Joan
Dotson, John Dudding, Leonard Goymerac, Art Gregory,
Jr. , Christie Hammond, ion Harrison, Shirley Harry,
Tom Herron, Eleazer Hunt, Ken Jeske, Val LaSalle,
Howard Lohnes, John Mirau, Larry Moore, Tex Moore,
Ross Myers, Gary Negin, Robert Pearce, Harold Pike,
M.D. , Karen Reynolds, Rob Roberts, Carol Robinson,
Rian Ross, Carol Schaffer-Litt, Bob Schulze, Jesse
Siglow, Stephen Stockton, Dustin Strauch, Ann
Surdzial, Roger Thompson, Bob Turley, and Andrea
Urbas . Councilmembers concurred to consider
additional appointments at the next City Council
meeting.
City Council Assignments - Mayor Larson reviewed the
City Councilmembers ' assignments to serve on various
committees and boards . Councilmember Foster assured
the Mayor his time in Sacramento would be limited and
would not interfere with his duties in Redlands .
League of California Cities Dues - The League of
California Cities, Inland Empire Division, provided
information in a recent memorandum to justify a
proposed two and one-half percent dues increase .
Although Councilmembers Cunningham and Foster
indicated they were not happy with the increase, the
City Council did not take any action on this matter
at this meeting.
Robertson' s Ready Mix - In a letter dated January 11,
1995, Highland' s City Manager Sam Racadio reported
his City Council voted unanimously on January 10,
1995, not to approve our request to become the CEQA
Lead Agency for processing of the future Robertson' s
Ready Mix development agreement and mining and
reclamation plans . Highland indicated they would
like to have representatives from both City Council ' s
meet to try to resolve this matter and other Santa

Ana Wash related items . Following discussion,
Councilmember Larson moved to withdraw from the
M.O.U. and appoint Councilmember Cunningham and Mayor
Larson to meet with Highland' s Mayor John Timer and
Councilmember Jody Scott . Motion seconded by
Councilmember Cunningham and carried unanimously.
Packing and Marketing Agreement - The packing and
marketing agreement between Redlands Heights Citrus
and the City of Redlands was unanimously continued to
February 7, 1995, on motion of Councilmember Larson,
seconded by Councilmember Gilbreath.
NEW BUSINESS
Resolution No. 5136 - Local Emergency - Public Works
Director Ronald C. Mutter reported that during the
course of the day on January 10, 1995 , it became
increasingly apparent that heavy rainfall could
attribute to local flooding and potential damage to
the City of Redlands . The Emergency Operations
Center was officially opened at 3 : 00 P.M. to provide
a coordinated response from all public safety sectors
of City government . The County of San Bernardino was
officially declared a disaster area during that time
period. EOC responded to hundreds of calls for
sandbags, road closures, downed trees, mud slides,
fires, danger and damage to private homes, and
emergency police responses, at a conservative
estimate of cost of $105, 000 . 00 . The Mayor signed a
proclamation declaring the existence of a local
emergency. Under State law, this proclamation must
be ratified by the City Council within seven days in
order to become eligible for Federal funds .
Resolution No. 5136 , a resolution of the City Council
of the City of Redlands ratifying a proclamation
declaring the existence of a local emergency, was
unanimously adopted on motion of Councilmember
Cunningham, seconded by Councilmember Gilbreath.
CLOSED SESSION
The City Council meeting recessed at 4 : 00 P.M. to
continue the Redevelopment Agency meeting and
reconvened at 4 : 01 P.M. to a closed session to
discuss the following matters :

ADJOURNMENT
The City Council meeting adjourned, following the
closed session, to an adjourned regular meeting to be
held on February 7, 1995, at 9 : 00 A.M. in the Council
Chambers, Civic Center, 35 Cajon Street, Suite 2 ,
Redlands, California.
