Mutter, Public Works Director Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT None SOLID WASTE ISSUES/OBJECTIVES WORKSHOP In the second of a series of Solid Waste issues and objectives workshops scheduled, Municipal Utilities Director Phelps and Solid Waste Manager Shatynski addressed short term (one to five years) , intermediate (five to 15 years) , and long term (20 plus years) solid waste disposal issues facing the City, identified feasible and desirable options, and provided guidance to the City Council regarding future actions in this area. Preparation for this workshop included a series of meetings with the County Solid Waste Management Department and other local jurisdictions with similar issues and concerns . Staff and limited outside support assistance (both technical and non-technical) examined and analyzed the options available to the City of Redlands . This examination included consideration of regulatory issues, economic factors, fiscal constraints, and regional and local conditions . California Street Landfill - Staff conducted a cursory review of CDM' s recommended lateral expansion Adjourned Regular Meeting May 2, 1995 Page 1 plan (an additional 40 acres - 38 year capacity) for the California Street Landfill assisted by a landfill specialist, Bryan A. Stirrat (BAS) . Although the costing by CDM would be applicable for expansion under current regulatory requirements, two options were identified better suited for the City' s needs . The first option consisted of maximization of the current vertical expansion which would provide landfill capacity up to the year 2000 . The second option consisted of a lateral expansion which would provide capacity for an additional 15 years from the year 2000 . Both of these options were analyzed on a conceptual basis, and costing was approximated for purposes of comparison to other short and intermediate term options . Councilmembers concurred we should continue to pursue the permit revision to maximize the California Street Landfill vertical expansion, but desired to see the costs involved in a lateral expansion. San Timoteo Canyon Landfill Expansion - Staff met several times with the County of San Bernardino Waste Management staff to develop and explore the major points regarding expansion of this facility. Benefits, risks and impacts to the City were discussed, as well as potential points which could form the basis of future discussions with the County. Although the County' s approach is to discuss this expansion in conjunction with a committee of the City' s waste stream to the County system, staff strongly recommends careful examination of all considerations . Jerry Newcomb, Deputy Director of the San Bernardino County Solid Waste Department, was present at this meeting. Councilmember Foster indicated he desired to strive to give the County an answer in the next three months whether we will work with them on, at least, the expansion. Solid Waste Manager Shatynski felt staff could provide the framework in that time period and also other alternatives available but that preparation of the final documents would take at least a year, possibly 18 months . Councilmember Cunningham expressed concerns about the traffic in San Timoteo Canyon and the major cost involved. Long-Term Landfill Options - Solid Waste Manager Shatynski reviewed a listing of short and long term solid waste disposal options available . The consideration of long-term options will be narrowed Adjourned Regular Meeting May 2, 1995 Page 2 for the City Council through a detailed Request for Proposal which can be prepared and solicited during the next few months . The next study session is scheduled for May 16, 1995, at 9 : 00 A.M. and will cover material recovery facilities .
