CONDOLENCES
Mayor Larson called the adjourned regular meeting of
the City Council to order and extended condolences to
Councilmember Gil and his family for the death of his
sister-in-law Guadalupe Avalos Gil over the weekend
and to Police Detective Brent Harp and his family for
the death of his brother Chris Harp.
SOLID WASTE ISSUES/OBJECTIVES WORKSHOP
This workshop addressed short term AB 939 diversion
goals, short and longer term fiscal considerations,
development of a materials recovery facility (MRF)
and ancillary facilities, and long term recycling
programs for the City. Solid Waste Manager Valorie
Shatynski explained that preparation for this
workshop session included research and analysis of
current recycling operations and projected needs for
the City, budgetary considerations, meetings with
local jurisdictions and solid waste operators
regarding regional considerations for materials
recovery, and planning regarding optimum choices for
development of a MRF and related facilities (i . e . ,

compost, transfer, household hazardous waste
collection, etc . ) . This examination included
consideration of regulatory issues, economic factors,
fiscal constraints, customer service considerations,
and regional and local conditions which influence the
solid waste industry.
AB 939 - Staff has examined the City' s needs
regarding AB 939 short term (1995) requirements of
the 25 percent diversion, as well as the City' s
ability to quickly expand or implement relatively
low-cost, effective programs to meet these needs .
Staff recommends immediate expansion of the curbside
greenwaste collection program and formalization of
the trial commercial cardboard collection program.
Both programs address the largest portion of the
City' s waste streams and are relatively easy and cost
effective for the City to implement immediately.
Councilmember Cunningham moved to implement the short
term programs : Greenwaste and commercial cardboard
recycling as presented. Motion seconded by
Councilmember Larson and carried unanimously.
Fiscal Considerations - Councilmember Cunningham
moved to include fiscal effects of the solid waste
programs in the proposed 1995-96 budget for
greenwaste collection, commercial cardboard
recycling, and landfill (vertical life and 15 year
horizontal expansion) as presented at the previous
workshop session. Motion seconded by Councilmember
Larson and carried unanimously.
MRF and Long Term Recycling Programs - Staff has
constructed a plan for development of a material
recovery facility (MRF) considering the proposals
received as a result of the City' s solicitation last
fall, potential participants and administrative
structures, policy issues, and potential ancillary
facilities (i .e . , compost, transfer, household
hazardous waste collection) , James A. Hammond urged
the City Council to include Pyrowaste ' s proposal in
their review. In response to Councilmember Foster' s
question, Mr. Hammond indicated Pyrowaste does not
have a facility operating at this time. Dean
Ruffridge, Waste Management of Inland Valley,
explained why his company was not able to submit a
proposal last fall due to a communications breakdown
with staff . He indicated his firm has submitted a
fully responsive proposal two weeks ago and asked the

City Council to include his firm as part of the
review now and in the future . Staff recommended the
City Council select an independent experienced solid
waste engineer to prepare a formal proposal format
and review the submittals . It was also recommended
the City require non refundable review deposits and
an estimated schedule was presented. Councilmember
Foster was opposed to this proposal to hire an
outside firm. Ms . Shatynski and John Davis,
consultant, presented information regarding a
material recovery facility including public or
private ownership, financing, site location, design,
mixed waste versus commingled facility, and economic
goals .
During this discussion, the meeting briefly recessed
at 10 : 00 A.M. and reconvened at 10 : 12 A.M.
Councilmember Cunningham moved to direct staff to
continue investigation of all options for a material
recovery facility and long term recycling programs
with the understanding there would be no consultants
involved, that the 30-60-90 day schedule presented
would not be utilized, and that no monetary deposits
would be required. Motion seconded by Councilmember
Gilbreath and carried unanimously.
ADJOURNMENT
There being no further business, the City Council
meeting adjourned at 10 : 55 A.M. The next regular
meeting will be held on May 16, 1995, at 3 : 00 P.M.
