PRESENT Swen Larson, Mayor Jim Foster, Mayor Pro Tem William E. Cunningham, Councilmember Gilberto Gil, Councilmember Pat Gilbreath, Councilmember Gary M. Luebbers, City Manager Lorrie Poyzer, City Clerk Steven M. Chapman, Finance Director Tina Kundig, Accounting Manager John Andrews, Redlands Daily Facts ABSENT None 1995-96 BUDGET WORKSHOP Public Works - Vehicle Services - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for the Vehicles Services (Fund 07) was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Police - Support Services - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for the Police - Support Services was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Animal Control - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for Animal Control was granted interim approval as presented ith Councilmember Cunningham abstaining from the vote. Councilmember Gil requested staff to study the possibility of expanding the animal shelter and providing contract services to other neighboring cities such as we already do for the City of Highland. DARE - On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the proposed budget for the DARE program was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Adjourned Regular Meeting June14, 1995 Page 1 Parking Control - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for Parking Control was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Police Communications - On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the proposed budget for Police-Communications was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Police - Investigative Services - On motion of Councilmember Gilbreath, seconded by Councilmember Foster, the proposed budget for Police- Investigative Services was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Crime Analysis Grant - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for the Crime Analysis Grant was unanimously granted interim approval as presented. Police - Traffic Support - On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the proposed budget for Police-Traffic Support was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Police - Patrol Services - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for the Police-Patrol Services was granted interim approval as presented with Councilmember Cunningham abstaining from the vote. Police Department - On motion of Councilmember Foster, seconded by Councilmember Gil, the proposed budget for the Police Department was unanimously granted interim approval as presented. The City Council meeting briefly recessed at 10:05 A.M. and reconvened at 10:11 A.M. Estimation of Fund Balance Available - Finance Director Chapman presented an estimation of fund balance available at June 30, 1995, reflecting the advance repayment of the Solid Waste loan, the additional appropriation approved on June 6, 1995, for the fiscal impact/other analysis reports regarding the Redlands Growth Management Act of 1995 initiative petition, and adjustment to year-end Adjourned Regular Meeting June14, 1995 Page 2 revenue estimates. He also provided a revised Schedule 1, 1995-96 Proposed Budget Summary for the General Fund. Utility Users' Tax - On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the following appropriations from the 1995-96 Utility Users' Tax revenues were approved with Councilmember Foster abstaining from the vote: Police Equipment Replacement Five (5)replacement and two (2)new vehicles $65,000.00 Annual lease payment (3 year lease) Outfitting two new vehicles with emergency equipment 5,675.00 Outfitting two new vehicles with communications equipment 5,000.00 Expanded hours for Police Substations 5,000.00 Animal Control equipment addition Animal Control vehicle 11,200.00 Annual lease payment (3 year lease) Outfitting new vehicle with emergency equipment 1,475.00 Outfitting new vehicle with communications equipment 2,500.00 On motion of Councilmember Gilbreath, seconded by Councilmember Gil, the following appropriation from the 1995-96 Utility Users' Tax revenues was unanimously approved: Five (5) 800 MHz replacement radios for Paramedic Unit $18,000.00 On motion of Councilmember Gil, seconded by Councilmember Foster, the following appropriation from the 1995-96 Utility Users' Tax revenues was unanimously approved: Refurbish Community Park restrooms $20,000.00 Refurbish Texonia Park restrooms 15,000.00 On motion of Councilmember Gilbreath, seconded by Councilmember Foster, the following appropriations from the 1995-96 Utility Users' Tax revenues unanimously were approved: Sandbagging machine acquisition $2,000.00 Increased book acquisitions -A. K. Smiley Public Library 5,000.00 Following a presentation by Fire Chief Mel Enslow and Fire Captain Mitch McKee, on motion of Councilmember Gil, seconded by Councilmember Cunningham, a three-year plan for the implementation of a Disaster Preparedness Program and the following appropriation from the 1995-96 Utility Users' Tax revenues was approved with Councilmember Foster abstaining from the vote: Adjourned Regular Meeting June14, 1995 Page 3 Disaster Preparedness Program $141,749.00 On motion of Councilmember Gil, seconded by Councilmember Foster, the following appropriations from the 1995-96 Utility Users' Tax revenues were unanimously approved: Street resurfacing program(City-wide) $320,000.00 Street light replacement program 15,000.00 On motion of Councilmember Gilbreath, seconded by Councilmember Cunningham, the following appropriation from the 1995-96 Utility Users' Tax revenues was approved with Councilmembers Foster and Gil voting NO: Community Field lighting replacement $65,000.00 On motion of Councilmember Foster, seconded by Councilmember Gil, the following appropriation from the 1995-96 Utility Users' Tax revenues was approved with Councilmember Cunningham voting NO: Downtown brick replacement program $50,000.00 Councilmember Cunningham left the Council Chambers at 10:50 A.M. On motion of Councilmember Foster, seconded by Councilmember Gil, the following appropriation from the 1995-96 Utility Users' Tax revenues was approved with Councilmember Gilbreath voting NO (Councilmember Cunningham was not present): Sports Complex $75,000.00 ADJOURNMENT There being no further business, the City Council meeting adjourned at 10:58 A.M. to an adjourned regular meeting to be held on June 20, 1995, at 9:00 A.M. in the Council Chambers, Civic Center, 35 Cajon Street, Redlands, California.
