ABSENT None
The meeting was opened with a moment of silence in
memory of W. C. (Bill) Schindler who died on December
29, 1995 . Mr. Schindler was our Planning Director
and retired in 1986 after serving the City for over
26 years . Mayor Pro Tem Gilbreath delivered an
invocation which was followed by the pledge of
allegiance .
PRESENTATIONS
Employee Service Pins - Assisted by the department
heads, Mayor Larson presented five year service pins
to: David Graves and Keith Newlin, Fire Department;
Manuel Torres, Equipment Maintenance; Kenneth Pang
and Robert Schultz, Water Division; and Geoff
Greeley, Joann Hogue, Darren Means, John Moore,
Michael Rinehart and Steven Smith, Police Department .
Ten year service pins were presented to: Gary Phelps,
Municipal Utilities Director; Homer Jimenez, Solid
Waste Division; and Jeff Bangle and Felix Contreras,
Water Division. A 15 year service pin was presented
to David Stogsdill, Solid Waste Division; a 20 year

service pin was presented to Manuel Gaitan, Planning
Department; and a 25 year pin was presented to Thomas
Bergman, Fire Department .

Mayor Larson presented a plaque with the City seal to
the Employees of the Quarter as follows :
Joe Huff, Equipment Maintenance Division - Mr. Huff
was nominated by two of his fellow employees . As

Senior Welder in the Municipal Utilities Department,
Equipment Maintenance Division, he has received
nothing but good response from the other divisions .
He takes a lot of self-pride in every job he takes on
and also puts extra effort on each job to make sure
it is completed on time as well as the best quality.
He is an outstanding employee, goal oriented, has
excellent work habits, and his methods and procedures
are an example for others to learn from. Mr. Huff
has converted a vehicle for the Solid Waste Division
which has saved time and money while picking up solid
waste in confined locations . The City of Redlands is
very lucky to have such a talented and conscientious
employee .
Michael Dorsey Police Department - Officer Dorsey has
been a patrol officer for the Police Department for
approximately two years . He began his career as an
Explore in 1986 . Prior to becoming a police officer,
he was a Parking Control Officer and a volunteer
Reserve Police Officer. since becoming a patrol
officer, he has displayed an amazing level of
productivity and professionalism. Officer Dorsey was
responsible for arresting 18 percent of all the
arrests made by the 40 officer patrol force this year
and has qualified for his sixth Grand Theft Auto
Award from the California Highway Patrol . Officer
Dorsey' s proactive actions have placed him in the way
of danger many times . He is regularly the initiating
officer involved in both foot and vehicle pursuits .
He has the ability to constantly seek out criminal
activity without attracting citizen' s complaints and
displays professional behavior while on-duty which
exemplify the mission of the Redlands Police
Department .
Janet Miller, Solid Waste Division - Janet Miller has
demonstrated extraordinary dedication and devotion to
her new job as Special Collections Co-ordinator for
the Solid Waste Division within the Municipal
Utilities Department . She spends significant
personal time to continue building her knowledge of
solid waste operations, including collections
procedures and equipment and recycling programs . She
is diligent, works independently and efficiently, and
possesses common sense above all else . She is an
employee who always does more than expected and has
significantly reduced the burden on her supervisor
and the collections supervisors by anticipating needs
and potential problems which she can effectively
solve before they even become issues . She has a

wonderful ability to understand concerns from the
field level to the City Council level and always
keeps the goals of the Division as a priority. Janet
is an exemplary employee and an extremely valuable
asset to the City of Redlands .
CONSENT CALENDAR
Minutes - The minutes of the regular meeting of
December 19, 1995, were unanimously approved as
submitted on motion of Councilmember Cunningham,
seconded by Councilmember Gil .
Bills and Salaries - Bills and salaries were ordered
paid as approved by the Finance Committee .
Funds - Police Citizen Volunteer Patrol - On motion
of Councilmember Cunningham, seconded by
Councilmember Gil, the City Council unanimously
authorized the use of $29, 870 . 00 in drug asset
seizure funds for the purchase of two Ford Escorts
for the Police Department ' s Citizen Volunteer Patrol
program.
Settlement Agreement - Tara Projects, Inc . -
Following brief discussion, on motion of
Councilmember Cunningham, seconded by Councilmember
Gilbreath, the City Council unanimously approved a
Settlement Agreement and General Release between the
City of Redlands and Tara Projects, Inc . for a refund
of outstanding bonds for the final phase of Tract No.
12798, located on Independence Avenue between
Dearborn Street and Wabash Avenue .
Refund - Montessori School/Jack Dangermond -
Following brief discussion, on motion of
Councilmember Gilbreath, seconded by Councilmember
Cunningham, the City Council unanimously authorized
the a refund of Storm Drain Development Impact fees
to Jack Dangermond in the amount of $18 , 421 . 83 for
improvements constructed as required for Conditional
Use Permits No. 550 and No. 616, Montessori School .
Contract - Adaptive Reuse - 168 South Eureka Street -
Following discussion, on motion of Councilmember
Gilbreath, seconded by Councilmember Cunningham, the
City Council unanimously authorized entering into a
contract with Cole and Frick Architects in the amount
of $34 , 265 . 00 for the development of plans and
specifications for the adaptive reuse of 168 South

Eureka Street, with the understanding the City will
not proceed any further until matching funds become
available from the Redlands Conservancy.
Resolution No. 5234 - Traffic - On motion of
Councilmember Cunningham, seconded by Councilmember
Gil, the City Council unanimously adopted Resolution
No. 5234 , a resolution of the City Council of the
City of Redlands establishing the following traffic
regulations pursuant to Title 10 of the Redlands
Municipal Code : erection of a stop sign on westbound
Valley View Lane at La Solana Drive; and further
authorized the installation of pedestrian symbol
signs on La Solana Drive between Palo Alto Drive and
Calle Solejar.
Resolution No. 5235 - Traffic - On motion of
Councilmember Cunningham, seconded by Councilmember
Gil, the City Council unanimously adopted Resolution
No. 5235, a resolution of the City Council of the
City of Redlands establishing the following traffic
regulations pursuant to Title 10 of the Redlands
Municipal Code : removal of existing 12 minute parking
restriction and placement of appropriate signs or
markings giving notice that a two (2) hour parking
time limit is imposed for one parking space on 5th
Street, adjacent to 35 East Citrus Avenue .
Resolution No. 5236 - Traffic - Public Works Director
Mutter reported the Traffic and Parking Commission at
its meeting on November 30 , 1995 , voted 3-1 to
recommended to the City Council that a 10-foot wide
crosswalk be installed on New York Street at the SSRI
(Environmental Systems Resources Institute) facility
and that 200 feet of red curb be provided on both
side of New York Street, north and south of the
proposed crosswalk. Mr. Mutter recommended that the
request for a crosswalk be denied because staff feels
that a painted crosswalk will actually cause an
extremely unsafe condition for pedestrians .
Councilmembers discussed other options such as a
pedestrian crossing signal which could be installed
by ESRI if it becomes needed. Councilmember
Gilbreath moved to adopt Resolution No. 5236 , a
resolution of the City Council of the City of
Redlands establishing the following traffic
regulations pursuant to Title 10 of the Redlands
Municipal Code : no parking to be permitted on both
sides of New York Street for a distance of 400 feet
fronting the SSRI facility located at 380 New York
Street; and further, to deny the request for the

pedestrian crosswalk. Motion seconded by Council-
member Larson and carried unanimously.
COMMUNICATIONS
Citrus Plaza Regional Mall - David Wheeler, Majestic
Realty Company Vice President and Senior Partner; Pat
Meyer, Urban Environs; and Brook Morris, Majestic
Realty Company Director of Retail Development
presented plans and a model for the proposed Citrus
Plaza Regional Mall project to be located on property
bounded by San Bernardino Avenue, Route 30, Lugonia
Avenue, and Alabama Street . Mr. Meyer reported the
Environmental Impact Report is expected to be
certified by the County on January 9, 1996, and they
are scheduled to attend a City Council study session
on January 16 , 1996, to discuss their development
agreement and request for water and sewer service,
with action expected at the February 6 , 1996 , City
Council meeting.
NEW BUSINESS
City Council Liaisons - Councilmember Larson moved to
re-institute the City Council liaisons to the City' s
commissions and boards . Motion seconded by
Councilmember Gilbreath and carried unanimously.
Councilmember Larson then moved to rotate the
assignments on a three-months basis . Motion seconded
by Councilmember Gilbreath and carried unanimously.
On motion of Councilmember Gil, seconded by
Councilmember Cunningham, the following assignments
were unanimously approved:

Human Relations Commission Activities - Councilmember
Cunningham moved to authorize the Human Relations
Commission to sponsor, participate in, and coordinate
Random Acts of Kindness Week, a Community chorus,
Come Together Day, and produce a video on human
relations with the understanding there will be no
fiscal impact . Motion seconded by Councilmember Gil
and carried unanimously.
PUBLIC COMMENTS
King Street Development - Mr. John Jacobs, a resident
on King Street which is located outside the City' s
corporate boundaries, asked the City Council for
assistance and support regarding a proposal by the
Redlands Unified School District to develop King
Street as a major thoroughfare . Residents in this
area want to preserve their agricultural preserve
from the intrusion of traffic from the new high
school and are suggesting a "gated, dead-end"
construction.
CLOSED SESSION
Late Breaking Item - Councilmember Gilbreath moved to
add the following closed session item to the agenda
which arose subsequent to the agenda being posted:
"Conference with legal counsel : Existing litigation
(Government Code Section 54956 . 9) - Maksimuk v. City
of Redlands . " Motion seconded by Councilmember Gil
and carried unanimously.
The City Council meeting recessed at 4 : 20 P.M. to a
Redevelopment Agency meeting and reconvened at 4 :21
P.M. to hold a closed session as noted in the
previous paragraph. No report was expected following
the closed session.
ADJOURNMENT
The City Council meeting adjourned to an adjourned
regular meeting to be held on January 16 , 1996, at
9 : 00 A.M. in the Council Chambers, Civic Center, 35
Cajon Street, Redlands, California.
