16, 1996.

JOINT MEETING- CITY COUNCIL AND BOARD OF EDUCATION
Mayor Larson opened the meeting and welcomed members of the Board of
Education, the Superintendent and staff from the Redlands Unified School
District.
Joint meetings - Mayor Larson said he would like to see joint meetings with the
Redlands Unified School District scheduled on a regular basis and suggested
twice a year.
Economic Development - Mayor Pro Tem Gilbreath reported she is serving as
the City's liaison with the Chamber of Commerce and Redlands Downtown
Business Association. They are all working towards a viable downtown.
Joint Use of Facilities - Councilmember Cunningham urged the School District
to initiate a dialog with the Cities of Loma Linda, Highland, and San

Bernardino and the County of San Bernardino to utilize all school campuses for
recreational purposes in order to address the needs of all students regardless of
their residency.
Annexation - East Valley High. School - Councilmember Gil has been meeting
with School Board Member Mike Ramos and urged the City to study
annexation of the East Valley High School property and other contiguous
property in that area.
Building a Generation Subcommittee - As part of the Healthy Cities Program,
Mayor Larson asked Captain Bueermann to explain the need for the Building a
Generation Subcommittee. Captain Bueermann explained that a community
needs to create and maintain an environment in which its youth can grow to be
contributing members. Prevention is always less expensive and more effective
than treatment and we need to address the social dynamics.
East Valley High School - The Redlands Unified School District presented an
overview of the construction and off-site improvements for the new East Valley
High School scheduled to be open for classes in September of 1997. School
District staff focused on the intersection of Colton and Wabash Avenues and
asked the City to participate in the funding of the improvements. The School
District has budgeted $50,000.00 for this intersection and the County of San
Bernardino will be contributing $90,000.00 from their transportation funds; they
are short approximately $160,000.00 to complete the project.
City/Schools Subcommittee - Councilmember Gil moved to form a
subcommittee consisting of elected officials and staff from the City of Redlands
and the Redlands Unified School District to address the annexation process and
off-site improvements and to explore all financial ramifications. Motion
seconded by Mayor Larson and carried unanimously. Councilmember Gil and
Mayor Larson indicated they would be willing to serve on this sub-committee.
A similar motion was unanimously approved by the members of the Board of
Education.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
8:40 A.M. The next regular meeting will be held on April 16, 1996, at
3:00 P.M.
