1996-97 BUDGET STUDY SESSION
City Council - On motion of Councilmember Larson, seconded by
Councilmember Gilbreath, Council granted tentative approval of the proposed
budget for the City Council with Councilmember Cunningham abstaining from
the vote.
City Manager - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for the City Council with Councilmember Cunningham abstaining from the
vote.
City Attorney - Councilmember Gilbreath moved to grant tentative approval of
the proposed budget for the City Attorney with the covenant that this budget be
revised to include personnel assistance as needed. Motion seconded by
Councilmember Gil and carried unanimously.
Community Development - On motion of Councilmember Gilbreath, seconded
by Councilmember Larson, Council granted tentative approval of the proposed

budget for Community Development with Councilmember Cunningham
abstaining from the vote.
Building and SafetX - On motion of Councilmember Larson, seconded by
Councilmember Banda, Council granted tentative approval of the proposed
budget for the Building and Safety Division with Councilmember Cunningham
abstaining from the vote.
Public Works - Councilmember Gilbreath moved to grant tentative approval of
the proposed budget for the Public Works Department with the following
additions: $65,000.00 for lighting at Community Park and $35,000.00 for repair
of restrooms at Community Park and Texonia Park. Motion seconded by
Councilmember Gil and carried with Councilmember Banda voting NO and
Councilmember Cunningham abstaining from the vote.
The City Council meeting briefly recessed at 10:10 A.M. and reconvened at
1.0:18 A.M.
Personnel - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for the Personnel Division with Councilmember Cunningham abstaining from
the vote.
Worker's Compensation - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for Worker's Compensation with Councilmember Cunningham abstaining from
the vote. Councilmembers concurred to study the possible establishment of an
Employee Incentive Program as relates to Worker's Compensation claims.
Purchasing and Stores - On motion of Councilmember Gil, seconded by
Councilmember Gilbreath, Council granted tentative approval of the proposed
budget for Purchasing and Stores with Councilmember Cunningham abstaining
from the vote.
Data Processing - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for Data Processing with. Councilmember Cunningham abstaining from the
vote. Council directed that this budget be reviewed at mid-year for the
conversion.
City Treasurer - Councilmember Larson moved to grant tentative approval of
the proposed budget for the City Treasurer with the addition of$25,000.00 for a
part-time business license inspector. Motion seconded by Councilmember

Gilbreath and carried with Councilmember Cunningham abstaining from the
vote.
Finance - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for the Finance Department with Councilmember Cunningham abstaining from
the vote.
General Government - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for General Government with Councilmember Cunningham abstaining from the
vote.
Liability Insurance - On motion of Councilmember Gilbreath, seconded by
Councilmember Gil, Council granted tentative approval of the proposed budget
for Liability Insurance with Councilmember Cunningham abstaining from the
vote.
At the close of the meeting, Finance Director Chapman announced that Mary
Ellen Lambert would now be attending the budget study sessions filling in for
Accounting Manager Tina Kundig, who went to the hospital this morning to
have her baby.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
11:17 A.M. to an adjourned regular meeting to be held on May 28, 1996, at
9:00 A.M. in the Council Chambers, Civic Center, 35 Cajon Street, Redlands,
California.
