Mutter,Public Works Director John Andrews, Redlands Daily Facts Alisa Slaughter, San Bernardino County Sun ABSENT None Utility Tax Proposals - Mayor Larson expressed appreciation to members of the Utility Tax Advisory Committee for their attendance at a special meeting of the City Council held on November 25, 1996, and again for their attendance at this meeting. He reviewed the unanimous recommendation of that committee to submit a utility tax measure to the voters on March 4, 1997, with the following provisions: 1. four percent (4%); 2. $30,000.00 "cap" for Redlands Community Hospital, the University of Redlands, and the Redlands Unified School District; 3. Retain the exemption for Southern California Gas Company and Southern California Edison Company in exchange for their collection service; 4. increase the low income requirement to $12,000.00 for individuals and $15,000.00 for families; 5. a four-year sunset; and 6. a specific tax. Adjourned Regular Meeting November 26, 1996 Page 1 Members of the Utility Tax Advisory Committee spoke as follows: Ray Alexander who was in support of the Mayor's comments; Leonard Goymerac who was comfortable with the provisions recommended; Tex Moore who wanted the exempted business specifically named in the ordinance; Marvin Duncan who thought they should emphasize what we will not get if this tax does not pass; Jim Holmes, President of the Redlands Community Hospital stated he understood the need and supported the proposed tax; Tim Murone who rendered his support noting they should tell the public what they are or are not going to get based on this tax. Councilmember Banda felt the City Council should pursue the entertainment tax and lower the utility tax. Councilmember Cunningham indicated he would not support a four percent utility tax and did not want to exempt the utility companies until they take on some of the collection responsibility; he would support a two percent utility tax and an entertainment tax. Councilmember Gilbreath did not feel we could gamble our future on an entertainment tax. Councilmember Gil expressed his disappointment with Councilmembers Cunningham and Banda; he felt the four percent utility tax was necessary and that the committee which represented a cross-section of folks had made this recommendation unanimously. City Manager Luebbers reviewed a list of fundings proposed by staff. Councilmember Larson moved to place the utility tax on the March 4, 1997, ballot with the provisions recommended by the Utility Tax Advisory Committee, with the funding allocation to be fine-tuned, and directed staff to prepare the necessary documentation for the December 3, 1996, Council meeting. Motion seconded by Councilmember Gilbreath and carried with Councilmembers Cunningham and Banda voting NO. ADJOURNMENT There being no further business, the City Council meeting adjourned at 9:34 A.M.
