PRESENT Swen Larson, Mayor Pat Gilbreath, Mayor Pro Tem William E. Cunningham, Councilmember (arrived at 7:17 P.M.) Gilberto Gil, Councilmember Geni A. S. Banda, Councilmember Gary M. Luebbers, City Manager Lorrie Poyzer, City Clerk Marjie Pettus, Administrative Services Director Paula Rae Espinoza, CDBG Administrator Ronald C. Mutter, Public Works Director Alisa Slaughter, San Bernardino County Sun ABSENT None PUBLIC HEARING CDBG Funds - Public hearing was advertised for this time and place to establish prioritization and funding distribution of the Community Development Block Grant(CDBG)proposals for the 1997-98 funding cycle. In a staff report prepared for this meeting, Paula Rae Espinoza, CDBG Administrator, wrote the City will soon begin its 23rd year of implementing its very successful CDBG program. This year the City received 34 proposals requesting CDBG funds totaling $925,113.00. This year the City's allocation is $418,800.00. In the past, CDBG funds have assisted many organizations based in Redlands with funds necessary to implement programs that serve the City's low income families or individuals. CDBG funds have also assisted City departments with. construction projects. An overview of the project proposals submitted was provided. The staff recommendations for the 1997-98 funding cycling were made based upon how the proposal impacts the City, number of low and moderate income people served, and the organization's track record. The funds will become available July 1, 1997. Mayor Larson declared the meeting open as a public hearing. Representatives from the following organizations addressed their requests for funding: Boys and Girls Club of Redlands ($31,800.00); California Handicapped Skiers ($1,000.00); Camp Fire Boys and Girls - San Andreas Council - Kids Klub Adjourned regular meeting February 13, 1997 Page 1 ($5,000.00); Children's Fund, Inc. ($5,000.00); Center for Dispute Resolution - SuperiorlMunicipal Court ($595.00); Department of Aging and Adult Services ($3,250.00); Eritrean Community of San Bernardino ($40,000.00); Family Service Association of Redlands ($20,100.00 for public service); Family Service Association of Redlands ($60,000.00 for construction); Greater San Bernardino Area Special Olympics ($385.00 for funding); Greater San Bernardino Area Special Olympics ($770.00 for administrative costs); Inland Temporary Homes ($10,000.00 for public service): Inland Temporary Homes ($1,500.00 for construction the applicant was referred to the Public Works Department for a donation of grounded asphalt which could be used for their driveway,); Legal Aid Society of San Bernardino, Inc. ($20,000.00); People's Choice, Inc. ($2,250.00); City of Redlands Administrative Services Department ($41,188.00); City of Redlands Administrative Services Department, Recreation Division ($250,026.00 for construction); City of Redlands Administrative Services Department, Recreation Division ($24,000.00 for public service); Redlands, City of - Public Works Department ($200,000.00); Redlands Community Music Association, Inc. ($5,500.00); Redlands Day Nursery - Brockton Site ($49,000.00); Salvation Army of Redlands ($28,604.00); San Bernardino County Sexual Assault Services, Inc. ($20,000.00); Volunteer Center of the Inland Empire, Inc. ($5,368.00); YWCA of Redlands ($27,000.00); Active Self Help, Inc. ($1.7,353.00); and the United Way of East Valley for their Information Referral Service whose proposal for $20,000.00 was filed late. Ms. Espinoza noted the proposal from the United Way of East Valley has not yet been reviewed by the County. Proposals were also submitted by the following organizations but no one spoke on behalf of the request at this meeting: Family Service Agency of San Bernardino ($1,500.00); Frazee Senior Homeless Emergency Shelter ($4,000.00); Libreria del Pueblo, Inc. ($5,000.00); Rolling Start, Inc. ($600.00); Salvation Army of San Bernardino ($30,000.00); San Bernardino Child Advocacy Program, Inc. ($5,000.00); San Bernardino County Medical Center ($1,000.00); and Self Education Law Enforcement Family, Inc. ($1,000.00). The public hearing was declared closed at 8:1.0 P.M. Councilmembers reviewed each proposal and took action as follows: On motion of Councilmember Gilbreath, seconded by Councilmember Banda, the City Council unanimously allocated $10,00.00 for the Boys and Girls Club of Redlands. On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the City Council unanimously allocated $4,000.00 for the Camp Fire Boys and Girls - San Andreas Council. On motion of Councilmember Larson, seconded by Councilmember Gil, the City Council unanimously allocated $1,000.00 for the Children's Fund, Inc. On motion of Councilmember Gil, seconded by Councilmember Banda, the City Council unanimously allocated Adjourned regular meeting February 13, 1997 Page 2 $1,500.00 for the Department of Aging and Adult Services. On motion of Councilmember Gil, seconded by Councilmember Larson, the City Council allocated $3,500.00 for the Eritrean Community Organization in San Bernardino with Councilmember Gilbreath voting NO as she felt it was a duplication of services. On motion of Councilmember Larson, seconded by Councilmember Gil, the City Council unanimously allocated $5,000.00 for the Family Service Association of Redlands. On motion of Councilmember Gil, seconded by Councilmember Banda, the City Council unanimously allocated $4,000.00 for the Frazee Community Center. On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the City Council unanimously allocated $770.00 and $385.00 for the Greater San Bernardino Area Special Olympics. On motion of Councilmember Cunningham, seconded by Councilmember Gil, the City Council allocated $5,000.00 for the Legal Aid Society of San Bernardino, Inc. with Councilmember Gilbreath voting NO as she felt this was a duplication of services. On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the City Council unanimously allocated $41,188.00 for the City of Redlands Administrative Services Department (administrative costs). On motion of Councilmember Gil, seconded by Councilmember Cunningham, the City Council unanimously allocated $150,000.00 for the City of Redlands Recreation Division (Community Center renovation project). On motion of Councilmember Gilbreath, seconded by Councilmember Gil, the City Council unanimously allocated $12,000.00 for the City of Redlands Recreation Division (after school recreation activities). On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the City Council unanimously allocated $115,000.00 for the City of Redlands Public Works Department (storm drain project). On motion of Councilmember Gilbreath, seconded by Councilmember Banda, the City Council unanimously allocated $5,500.00 for the Redlands Community Music Association, Inc. On motion of Councilmember Gilbreath, seconded by Councilmember Gil, the City Council unanimously allocated $16,000.00 for The Salvation Army of Redlands. On motion of Councilmember Larson, seconded by Councilmember Cunningham, the City Council unanimously allocated $6,000.00 for the San Bernardino County Sexual Assault Services, Inc. On motion of Councilmember Gilbreath, seconded by Councilmember Cunningham, the City Council unanimously allocated $5,000.00 for the Volunteer Center of the Inland Empire. On motion of Councilmember Gilbreath, seconded by Councilmember Banda, the City Council unanimously allocated$12,000.00 for the YWCA of Redlands, Inc. On motion of Councilmember Gil, seconded by Councilmember Gilbreath, the City Council unanimously allocated $20,000.00 for the United Way of the East Valley contingent upon approval of the proposal by the County. Information Systems Coordinators Toni Charboneau and David Hawkins completed the tally of the approved allocations and presented it through the Adjourned regular meeting February 13, 1997 Page 3 computer overhead projection. Conference with labor negotiator: Redlands Professional Fire Fighters and City Manager Luebbers 3. Conference with labor negotiator: Redlands Police Officers Association and City Manager Luebbers (This item, which arose subsequent to the agenda being posted, was unanimously added to the agenda on motion of Councilmember Gilbreath, seconded by Councilmember Larson.) ADJOURNMENT There being no further business, the City Council meeting adjourned. The next regular meeting will be held on February 18, 1997.
