28, 1997.

Mayor Larson announced he had represented the City of Redlands on Saturday,
April 26, 1997, in Beaumont at the funeral for kidnapped and murdered 10-year
old Anthony Martinez. Beaumont Mayor Jan Leja expressed appreciation to
Mayor Larson for Redlands' assistance, especially the Police Department, in the
1.6 day search for the young boy.
LATE BREAKING ITEM - CLOSED SESSION
Councilmember Gilbreath moved to add the following closed session items to
the agenda which arose subsequent to the agenda being posted:
- Conference with labor negotiator- Government Code Section 54957.6
Agency negotiator: Gary Luebbers
Employee organizations: Redlands Association of Mid-Management
Employees; Redlands Professional Fire Fighters
Association; Redlands Management Employees,
City Attorney, City Clerk, and City Treasurer
Motion seconded by Councilmember Gil, and carried unanimously.
The meeting recessed to the closed session at 9:05 A.M. and reconvened at 9:20
A.M.
Employee Salaries - Councilmember Gilbreath moved to authorize changes to
salaries and benefits for the Redlands Association of Mid-Management
Adjourned Regular Meeting

Employees, Redlands Professional Firefighters Association, the management
employees of the City of Redlands including City Clerk and City Treasurer, and
approve the second amendment to the employment agreement with Daniel J.
McHugh, City Attorney. Motion seconded by Councilmember Gil and carried
with Councilmembers Cunningham and Banda voting NO.
STUDY SESSION- 1997-98 PROPOSED BUDGET
A summary of the proposed 1997-98 budget for the General Fund revised as of
April 24, 1997, was presented as well as summaries of the current year plus
three year summary including the two year use of reserves, the provision for
salary adjustments, and enhancements (i.e. 2 percent Utility Users' Tax, 3
percent Entertainment Tax, and increase in Paramedic Tax to eliminate the
$350,000 General Fund subsidy); each summary showing adjusted ending fund
balances. Following discussion, Councilmember Larson moved to approve the
proposed budget with the changes approved during the budget study sessions.
Motion seconded by Councilmember Gilbreath and carried with
Councilmembers Cunningham and Banda voting NO.
Finance Director Chapman reported the final budget will be available in late
June for the City Council's final action; in the meantime, fine tuning will be
done and the 12-month expenditures will be more accurate.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
9:56 A.M. The next regular meeting will be held on May 6, 1997, at 3:00 P.M.
