PRESENT Swen Larson, Mayor Pat Gilbreath, Mayor Pro Tem William E. Cunningham, Councilmember Geni A. S. Banda, Councilmember Gary M. Luebbers, City Manager Lorrie Poyzer, City Clerk Joshua Lowe, Redlands Daily Facts Alisa Slaughter, San Bernardino County Sun Valeria Godines, Press Enterprise ABSENT Gilberto Gil, Councilmember Metrolink Workshop - Mayor Larson arranged to hold a meeting in the Redlands City Council Chambers to plead with SANBAG and SCAG to reinstate the Metrolink service to Redlands. Ty Schuiling, SANBAG, presented a background review of Metrolink. U. S. Congressman George Brown provided an overview of Federal funding. Jack Dangermond, President and CEO of Environmental Systems Research Institute (SSRI); Dr. James Appleton, President of the University of Redlands; Mayor Floyd Petersen, City of Loma Linda; and James Rohrer, Manager of Real Estate, Facilities & Contracts for San Bernardino International Airport and Inland Valley Development Agency, urged SANBAG and SCAG personnel to reconsider their decision not to extend Metrolink service to :Redlands. City Manager Luebbers reviewed pre-planning done by the City for the advent of Metrolink service. The City Council meeting briefly recessed at 11:55 A.M. and reconvened at 1.2:00 noon. NEW BUSINESS Resolution No. 5406 - Adult-Oriented Performer Permit Fees - Police Chief Nelson recommended the City Council adopt a resolution establishing a $120.00 permit fee for the processing of adult-oriented business performer permits in accordance with Section 8.76.090 of the Redlands Municipal Code. Establishment of this fee would preclude the City from subsidizing the issuance of these permits. Councilmember Gilbreath moved to adopt Resolution No. 5406, a resolution of the City Council of the City of Redlands establishing a Adjourned Regular Meeting August 13, 1997 Page 1 fee in the amount of $120.00 for the processing of adult-oriented business performer permits. Motion seconded by Councilmember Cunningham and carried by AYE votes of all present. UNFINISHED BUSINESS Resolution No. 5408 - San Timoteo Canyon Flood Control Project - Due to a possible conflict of interest, Councilmember Cunningham left the Council Chambers. At the August 5, 1997, Council meeting, members of the San Timoteo Canyon Greenway Conservancy urged the City Council to support their proposed water shed management approach for the flood control project. Resolution No. 5408, a resolution of the City Council of the City of Redlands supporting a soft bottom channel for San Timoteo Canyon Creek, and a draft letter addressed to County Supervisor Dennis Hansberger were presented for the City Council's review. Susan Taylor stated the plan proposed by the Greenway Conservancy had not been reviewed by the public; she also felt it was bad to endorse one group and one hydrologist over another and suggested amending the resolution and letter. Ann Taylor informed Councilmembers she and her daughter had been in contact with the Secretary of the Army Corps of Engineers and that Dreamworks has been contacted to prepare another design of the channel. Alvino Siva, Cahuilla Nation, expressed concerns about Indian burial sites. Councilmember Gilbreath moved to adopt Resolution No. 5408 and authorize the Mayor to sign a letter directed to Supervisor Hansberger to reiterate the City Council's desire to have a soft-bottom channel with language included to incorporate other organizations who are involved in the flood control project and to take away the dictatorial aspect and not show any sign of endorsement of any one plan. Motion seconded by Councilmember Larson and carried by with Councilmember Cunningham abstaining and Councilmember Gil absent. ADJOURNMENT There being no further business, the City Council meeting adjourned at 12:25 P.M. The next regular meeting will be held on September 2, 1997.
