PRESENT William E. Cunningham, Mayor Geni A. S. Banda, Mayor Pro Tem Pat Gilbreath, Councilmember Gary George, Councilmember Gary M. Luebbers, City Manager Lorrie Poyzer, City Clerk Mel Enslow, Fire Chief Ronald C. Mutter, Public Works Director Gary G. Phelps, Municipal Utilities Director Michael Huffstutler, Water Resources &Utility Operations Chief Valorie Shatynski, Solid Waste Manager ABSENT John L. Freedman, Councilmember Fire Station No. 1 - City Manager Luebbers reported he has recently received another offer to purchase Fire Station No. 1's site. This offer, from the same party, is double what was offered earlier, and he suggested the City might want to consider continuing the rehabilitation project for a short time so that staff can study the offer further. If we receive enough from the sale of the property, we could build a new fire station. Public Works Director Mutter reported the design plans for the rehabilitation are proceeding on schedule and reviewed the estimated costs. Architect Leon Armantrout reviewed the status of the door enlargement construction work and architectural and engineering work. Deputy Fire Chief John Habant reported Dan Crow is in Washington, D.C. and has talked with Congressman Jerry Lewis about funds that may be available for the rehabilitation project; more information will be available next week. Councilmembers concurred to proceed with the plans for the rehabilitation but at this time not proceed with the construction or purchase of the doors until City Manager Luebbers has more information. Sale of Ladder Truck- Fire Chief Enslow reported the new ladder truck is in the shop again today. This is considered normal; working the bugs out of the system while the truck is under warranty. He recommended keeping the old ladder truck on line until the new ladder truck's warranty has run out. Councilmembers concurred with this recommendation. Water System Master Plan - A representative from CH2M-Hill reviewed the Water System Master Plan which was adopted in July, 1998. Adjourned Regular Meeting March 16, 1999 Page 1 Wastewater Collection System Master Plan - A representative from Camp Dresser & McKee, Inc. reviewed the Wastewater Collection System Master Plan adopted in July, 1998. Nitrogen Removal - A representative from Carollo Engineers reviewed nitrogen. issues. Solid Waste System Master Plan - Solid Waste Manager Shatynski informed Councilmembers of the benefits of preparing a Solid Waste System Master Plan. Councilmember George moved to authorize staff to proceed with the preparation of a Solid Waste System Master Plan and bring back a recommendation for a qualified firm to prepare said plan. Motion seconded by Councilmember Gilbreath and carried by AYE votes of all present. Solid Waste System Activities - Solid Waste Manager Shatynski review the status of major solid waste objectives for the remainder of this fiscal year and planned activities for the coming fiscal year. Agreement - Landfill Expansion - Councilmember George moved to authorize the Municipal Utilities Department to enter into an engineering services agreement with Vector Engineering, Inc. for the California Street Landfill horizontal expansion planning. Motion seconded by Councilmember Gilbreath and carried by AYE votes of all present. Agreement - Collection System Modification - Councilmember Gilbreath moved to authorize the Municipal Utilities Department to enter into an agreement with Janechek & Associates to provided landfill gas system engineering services for the California Street Landfill. Motion seconded by Councilmember George and carried by AYE votes of all present. Solid Waste Manager Shatynski reviewed the status of San Bernardino County solid waste facilities. ADJOURNMENT There being no further business, the City Council meeting adjourned at 11:00 A.M. The next regular meeting of the City Council will be held on. March 16, 1999, at 3:00 P.M.
