HomeMy WebLinkAbout022801cc_CCv0001.pdf MINUTES of an adjourned regular meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, at 7:00 P.M. on February 28, 2001. PRESENT Pat Gilbreath, Mayor Gary George, Mayor Pro Tem Susan Peppler, Councilmember Karl N. "Kasey" Haws, Councilmember John Davidson, City Manager Lorrie Poyzer, City Clerk Ronald C. Mutter,Public Works Director Mary Petite, CDBG Administrator ABSENT John L. Freedman, Councilmember Moment of Silence - Mayor Gilbreath called the meeting open and asked those in attendance to observe a moment of silence in memory of Jack B. Cummings. Mayor Emeritus Cummings died Sunday, February 25, 2001. He bad served on the City Council from April 1964 through March 1976. :During that period of time, he served three terms as Mayor from April 1970 to March 1976. PUBLIC HEARING CDBG Funds - A public hearing was advertised for this time and place to establish prioritization and funding distribution of the Community Development Block Grant (CDBG) proposals for the 2001-2002 funding cycle. This is the 27th year of implementing the CDBG program. This year the City received 37 proposals totaling $1,358,719.00. This year, the City's HUD allocation is $422,400.00. The 15 percent funding limit for public service activities continues to apply. Accordingly, the maximum CDBG funding total that the City of Redlands may allocate to the public service category is $63,360.00. Mayor Gilbreath declared the meeting open as a public hearing. Representatives from the following organizations addressed the City Council: Blessed Hope Foundation, Inc., Boys and Girls Club of:Redlands, Inc., City of Redlands, Community Development Department, City of Redlands, Recreation Division, Police Department, Public Works Department, City of Redlands, Elder Citizen Protection Services, Inc./Shopping 4 Seniors, Family Service Association, Home of Neighborly Service, Inc. of San Bernardino, Inland Temporary Homes, Inc., Legal Aid Society of San Bernardino, Inc., Partnerships With Industry, Redlands Community Music Assn., Inc., San Bernardino County Museum, San Bernardino Sexual Assault Services, Inc., Somos Hermanas Unidas, United Way of the East Valley, and Y Alliance. Letters were received from The Salvation Army - Redlands Corps and February 28,2001 Page 1 Steelworkers Oldtimers Foundation. A gentleman who had not submitted an application was referred to staff for information for next year's allocation procedure. There being no further comments, the public hearing was closed. Following discussion, on motion of Councilmember Haws, seconded by Councilmember Peppler, the City Council unanimously voted to allocate funding for the 2001-2002 Community Development Block Grant year as follows: $31.6,800.00 Construction/Acquisition Projects 63,360.00 Public Service Projects 42,240.00 Administrative Costs $422,400.00 Total The individual project allocations were approved as follows: Construction/Acquisition Projects Amount City of Redlands - Public Works Department - Street Improvements $210,000.00 City of Redlands - Public Works Department - Pedestrian Ramps 23,300.00 San Bernardino County Museum 20,500.00 Y Alliance 63,000.00 Total Construction/Acquisition Projects $316,800.00 Public Service Projects City of Redlands - Community Development Dept. $ 6,000.00 City of Redlands - Police Department- Recreation Effects 9,860.00 City of Redlands - Police Department- Mobile Recreation 10,000.00 Elder Citizen Protection Services, Inc./Shopping 4 Seniors 1,500.00 Family Service Association - Case Management 10,000.00 Inland Temporary Homes, Inc. 2,000.00 Redlands Community Music Assn., Inc. 5,500.00 San Bernardino Sexual Assault Services, Inc. 4,000.00 Somos Hermanas Unidas 4,500.00 United Way of the East Valley 10,000.00 Total Public Service Projects $63,360.00 Administrative Costs City of Redlands - Public Works Department - CDBG Administration $ 429240.00 Total Allocation $4229400.00 February 28,2001 Page 2 Funds - Tennis Benefit - Mayor Pro Tem George announced he and Councilmember Haws are going to sponsor a tennis benefit and take on the Redlands High School and Redlands East Valley High School doubles team. The event will take place in May and held at the University of Redlands. They hope to make at least $2,500.00 to be divided evenly among Home of Neighborly Service, Inc. of San Bernardino, Inland Temporary Homes, Legal Aid Society of San Bernardino, Inc., Partnerships with Industry, and Somos Hermanas Unidas. PUBLIC COMMENTS Kentucky Fried Chicken- Speaking on behalf of the homeowners and residents living in the 700 block of East Clark Street, Kevin Harvey asked the City Council for assistance with the development of the new Kentucky Fried Chicken restaurant on the southeast corner of Redlands Boulevard and Clark Street. A letter dated February 26, 2001, outlined their concerns relating to lighting, noise, and visual impact. City Manager Davidson indicated staff was meeting with KFC officials Thursday, March 1, 2001, and these issues will be addressed before the City will issue a certificate of occupancy.
