held in the Council Chambers, Civic Center, 35 Cajon Street, at 9:00 A.M. on
June 12, 2003.

STAFF John Davidson, City Manager; Michael Reynolds, City Treasurer; Tina Kundig,
Finance Director; and Tom Steele, Financial Analyst.
PRESENTATION
Tree Management Program - Representing West Coast Arborists, Victor
Gonzalez and Patrick Mahoney made a PowerPoint presentation on the services
they provide as tree care professional. Councilmember Harrison reported a
much more detailed presentation was made to the Street Tree Committee, and
they were very supportive of their services. Public Works Director Mutter
reported part of the proposed re-organization in his department includes outside
tree service with the amount to be determined by the City Council.
STUDY SESSION
2003-04 Proposed Budget - Proposed budgets were reviewed by the City
Council as follows: City Clerk, Finance Department, Risk Management,
Equipment Maintenance, and Municipal Utilities Department.
Following these presentations, the City Council briefly recessed at 10:40 A.M.
and reconvened at 1.0:50 A.M. at which time all department heads were present.
Community Development Director Shaw, Public Works Director Mutter, City
Manager Davidson, and Police Chief Bueermann reviewed their proposed
department re-organizations. Police Chief Bueermann also addressed the need
for police vehicle replacement. Councilmembers discussed these proposals at
length and, by consensus, directed staff to make the necessary changes in the
proposed budget. The revised proposed budget will be presented to the City
Council at the June 17, 2003, meeting for their review and final approval.
