a special meeting of the Planning Commission of the City of Redlands held in
the Council Chambers, Civic Center, 35 Cajon Street, at 1:00 P.M. on
September 9, 2003.

The meeting was opened with the pledge of allegiance led by Mayor Haws.
STUDY SESSION
Open Space - This joint meeting of the City Council and the Planning
Commission was scheduled to hear presentations regarding open space.
Members of the Parks Commission and Trails Committee were invited and
several members were in the audience.
Wearing his Nature Conservancy tie, Councilmember George introduced Pete
Dangermond, the Dangermond Group. Mr. Dangermond reviewed the park and
open space plan established several years ago in Redlands which featured the
"Emerald Necklace" concept of planning for selective open and park space that
was not necessarily a green belt and would be connected with a trails system
surrounding Redlands. He reviewed several exciting projects in the area such as
San Timoteo and Live Oak Canyons as well as projects throughout the state.
Pat Meyer, Urban Environs, was not able to attend this meeting;
Councilmember George shared his thoughts from the developers' point of view.
Councilmember George provided handouts for those present: a pamphlet
entitled Conservation Options, a landowner's guide, made available through the

Redlands Conservancy, and Sonoma County's open space plan. Speaking from
the audience were: Jim TenBrink, George Lessard, Tim Krantz from Crafton
Hills Open Space Conservancy, and Bob Roberts. Councilmember George
announced a workshop session for staff will be held on September 30, 2003, in
the City Council Chambers from 2:00 P.M. to 5:00 P.M. and that evening in the
Redlands School Board Meeting Room located at Lugonia Avenue and Orange
Street from 6:30 P.M. to 8:30 P.M. The public is invited to both meetings.

None forthcoming.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
2:01 P.M. The next regular meeting will be held on September 16, 2003.
The special meeting of the Planning Commission adjourned at 2:01 P.M. Its
next regular meeting was held on this date and called to order at 2:10 P.M.
