Safety Employees Association; General Employees Association of Redlands (SBPEA); Redlands Police Officers Association; Redlands Association of Safety Management Employees; Redlands Professional Firefighters Association; and Redlands Association of Fire Management Employees The meeting reconvened at 6:04 P.M. with an invocation by Councilmember Bean followed by the pledge of allegiance to the American flag. CLOSED SESSION REPORT: City Attorney McHugh announced there was no reportable action taken during the closed session. PRESENTATIONS: Redlands Animal Shelter - Volunteers Lynda Ackerman and Cyndy Dunham introduced Bunny, a one and a half year old terrier mix, who is available for adoption at the Redlands Animal Shelter along with 55 other dogs and 22 cats. Ms. Ackerman informed the Council sixty-seven dogs and eighteen cats have been adopted since the last City Council meeting. Crossing Guard of the Year - Lt Chris Catren, of the Police Department, presented a Certificate of Recognition to Josefina Mondragon naming her as Outstanding School Crossing Guard of the Year 2011. April 5,2011 Page 2 Donate Life Month - .Mayor Aguilar introduced Spencer Saks, of Boy Scout Troop 423, who has chosen for his Eagle Scout project to increase organ donor awareness. As part of the effort, Mayor Aguilar issued a proclamation designating April as Donate Life Month. PUBLIC COMMENTS: Bike Classic Criticism - Dennis Bell expressed concerns the Redlands Bicycle Classic is too much of a burden on the City. He cited a diversion of police department manpower and waived fees as examples of how the event drains city resources without an associated direct revenue gain into the treasury. Public Records Request - Steve Rogers articulated his frustration with his request for a list of addresses of all parties in receipt of the recent Proposition. 218 mailing for water and wastewater rate increases. His request had been. denied due to privacy considerations. Consultants - Don Wallace read from a list of questions he has pertaining to the use of a consultant to hire a new police chief and made a plea that the effort be kept in house. Mentone Concerns - Gabe La Rosa, of the Mentone Area Community Association, expressed dissatisfaction with pipe leak repair efforts in.Mentone. Access to Information - David Baer asked for information on the compensation. of all city employees. He was informed the information is available on the City of Redlands website for senior and mid-level managers. Claim Against the City- Teresa Paulson requested reconsideration of a claim she had made against the City of Redlands for damage to her tire caused by a jagged broken curb. BOARDS AND COMMISSIONS REPORTS: Cultural Arts Commission - David Lawrence presented an overview of the Commission's responsibilities and goals. After a series of slides depicting activities supported by the Cultural Arts Commission, Commissioner Lawrence highlighted the Art Show to be presented on State Street near Ed Hales Park Saturday, April 16, 2011. The show will exhibit and judge artwork created by City of Redlands youth. CONSENT CALENDAR: Minutes - On motion of Mayor Pro Tem Foster, seconded by Councilmember Harrison, the City Council unanimously approved the minutes of the regular meeting of March 1.5, 2011. April 5,2011 Page 3 Conservancy Leadership - On motion of Mayor Pro Tem Foster, seconded by Councilmember Bean, the City Council unanimously approved a proclamation commending Bob Clark, Founding President of the Redlands Conservancy, for seventeen years of service to the community. Science and Technology Emphasis - On motion of Mayor Pro Tem Foster, seconded by Councilmember Bean, the City Council unanimously approved a proclamation declaring the week of April 4 though 8, 2011 as Connect a Million Minds Week. Fee Waiver- On motion of Mayor Pro Tem Foster, seconded by Councilmember Bean, the City Council unanimously approved a request from the Childhood Cancer Foundation for a waiver of fees associated with the Annual Easter Egg Hunt at Sylvan Park to be held on April 1.6, 2011. Crafton Park Agreement - On motion of Mayor Pro Tem Foster, seconded by Councilmember Bean, the City Council unanimously approved an agreement between the City of Redlands and Los Gouchos Soccer Club for the use of Crafton Park soccer fields. Surrounding Jurisdiction's Project - On motion of Councilmember Harrison, seconded by Mayor Pro Tem Foster, the City Council unanimously agreed to receive and file a report from the City of Yucaipa on the Robinson Ranch Project. Yucaipa sent a Notice of Completion on a Draft Environmental Impact Report for the Project which proposes 4,1.59 multiple and single family attached and detached dwelling units distributed through 385 acres, 109 acres of general commercial uses, 28 acres of business park uses, 1.1.9 acres of improved open space and 49 acres of natural open space. PUBLIC HEARING: Ordinance No. 2748 - Water Rates and Ordinance No. 2749 - Wastewater Rates - Mayor Aguilar opened the hearing and called upon Rosemary Hoeming who provided a summary of events leading to proposed increases in water and wastewater rates. Twenty-one people submitted speaker sign-up sheets to address the proposed rate increases. Two were in support of the idea. The remaining nineteen cited the history of rate increases, impacts on family budgets and local business, suggestions for other sources of revenue, appeals for reduced spending and opinions expressed during petition canvassing, to voice their opposition. Written protests received by the City Clerk's Office totaled 1,81.1, short of the 11,443 necessary to constitute a majority protest. Subsequent to closing the hearing, discussion focused on concerns raised by public comments. A motion from Councilmember Harrison, seconded by Councilmember Bean, proposed decreasing the incremental rate increases for the Water Program and was defeated with Mayor Aguilar, Mayor Pro Tem Foster and Councilmember April 5,2011 Page 4 Gardener voting No. On motion of Mayor Pro Tern Foster, seconded by Councilmember Gardener, the City Council voted to introduce Ordinance No. 2748 increasing Water Program rates 5.5% in May 2011, 6% in January 2012, and 6% in January 2013. Councilmembers Bean and Harrison voted No on the motion. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardener, the City Council voted to introduce Ordinance No. 2749 increasing Wastewater Program rates 5% in May 2011, 5% in January 2012, and 6% in January 2013. Councilmember Bean voted No on the motion. NEW BUSINESS: Beal Park Monument - On motion of Councilmember Bean, seconded by Mayor Pro Tern Foster, the City Council unanimously approved the conditional acceptance of a contribution from the North Redlands Visioning Committee for the installation of a sign/monument in Israel Beal Park to identify the park's namesake and describe his significance. Delegate Designation - On motions of Mayor Pro Tern Foster, seconded by Councilmember Bean, the City Council unanimously approved designating Councilmember Harrison as primary delegate and Mayor Aguilar as alternate to the Southern California Association of Governments Regional Conference and General Assembly. Grant Acceptance - On motion of Councilmember Harrison, seconded by Mayor Pro Tern Foster, the City Council unanimously approved acceptance of a $150,000 grant from the San Bernardino County Neighborhood Initiative Program, appropriation of the funds into the Neighborhood Initiative Fund and authorization of the City Manager and the Development Services Director to execute a contract with the County to fund capital improvements at the Redlands Community Center. Improvements include modernization of the kitchen, replacement of hardwood floors in the multipurpose room and the creation of additional classroom and storage space at the Center. Support for Legislation - On motion of Mayor Aguilar, seconded by Councilmember Gardener, the City Council unanimously approved authorization for the Mayor to sign a letter to U.S. Congressman Joe Baca supporting his proposed amendments to the Endangered Species Act. The amendments would provide a rationale for removing species from the endangered list if protection efforts prove ineffective. As a public comment, Bill Cunningham expressed concern the proposed changes would further threaten some species into extinction. Pavement Resurfacing - On motion of Councilmember Bean, seconded by Mayor Pro Tem Foster, the City Council unanimously determined that approval of the agreement and construction of the 2100 Resurfacing Program, Phase 2, is categorically exempt from further environmental review in accordance with the April 5,2011 Page 5 California Environmental Quality Act (CEQA), approved the Phase 2 plans, specifications, awarded a contract for the work to Sylvia Construction, Inc., and appropriated$403,391. CUP Extension - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardener, the City Council determined that approval of an extension for Conditional Use Permit (CUP) No. 158 is categorically exempt from further environmental review in accordance with the CEQA and approved a one year extension requested by Redlands Community Hospital for an expansion of an existing satellite parking lot located on the southwest corner of Terracina Boulevard and Fern Avenue in the R-S, Suburban Residential District. Councilmember Bean recused himself from discussion and voting on this item due to his business relations with Redlands Community Hospital. COUNCILMEMBER ACTIVITIES: Healthy Redlands - Mayor Aguilar announced he was pleased to receive recognition for the City in the form of a proclamation from the San Bernardino County Board of Supervisors recognizing the beneficial efforts of the Healthy Redlands Program. SANBAG - Councilmember Harrison advised the Council of the San Bernardino Association of Governments (SANBAG) is expected to approve the alternate strategy for the Redlands Rail Project Water Conservation - Councilmember Bean reported from the San Bernardino Valley Municipal Water District that all water agencies will be required by the state to reduce per capita water consumption by 10%by 2015 and 20%by 2020. He handed out buttons to introduce people to a Home Depot sponsored program to encourage the use of drought resistant plants. ADJOURNMENT: There being no further business, the City of Redlands City Council meeting adjourned at 10:00 P.M. The Council will meet at their next regular meeting on April 19, 2011.
