PRESENT: Pete Aguilar, Mayor Paul Foster, Mayor Pro Tern, Jon Harrison, Councilmember Jerry Bean, Councilmember Bob Gardner, Councilmember ABSENT: None STAFF: N. Orci, Development Services Director; Deborah Scott- Leistra, Human Resources Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any item to be discussed in closed session. PUBLIC COMMENT: None forthcoming CLOSED SESSION: The meeting recessed at 5:00 P.M. to a closed session to discuss the following: 1. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Mayor Aguilar and Mayor Pro Tem,Foster Employee Organizations: Redlands Association of Department Directors; Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; Redlands Civilian Safety Employees Association; General Employees Association of Redlands (SBPEA); Redlands Police Officers Association; Redlands Association of Safety Management Employees; Redlands Professional Firefighters Association; and Redlands Association of Fire Management Employees The meeting reconvened at 6:06 P.M. with an invocation by Mayor Pro Tem, Foster followed by the pledge of allegiance to the American flag. April 19,2011 Page 1 CLOSED SESSION REPORT: City Attorney McHugh announced there was no reportable action taken during the closed session. PRESENTATIONS: Redlands Animal Shelter - Volunteers Lynda Ackerman and Cyndy Dunham introduced three, nine week old terrier mix puppies, who were available for adoption at the Redlands Animal Shelter. Two of the puppies were adopted before they left the room. Thirty-four other dogs and thirty cats are available at the shelter. Ms. Ackerman informed the Council twenty-four dogs and nine cats have been adopted since the last City Council meeting. Volunteer Appreciation Month - Tabetha Johnson, City of Redlands Volunteer Coordinator, presented a summary of the many contributions made by the volunteer culture for which Redlands is unique. Using the examples of two volunteers, Nadine Flowers and Matt Bradbury, she went on to highlight the names of some of the City's many volunteers and attributed some of the many organizations providing the substantial assistance to making Redlands a great place to live. A round of applause culminated the presentation to express heartfelt appreciation from the community. Bicycle Classic - Dan Rendler expressed appreciation for City of Redlands support for the Bike Classic and highlighted the many accomplishments and contributions made during this year's event. He presented a print of the race theme painting to the Mayor as a token of thanks. PUBLIC COMMENTS: Commission Authority - Susana Beck asked the City Council to provide more oversight of Boards and Commissions. Specifically, she requested that any project that affects the safety of Redlands citizens be analyzed and voted upon at the Council level rather than approved by a Commission. Environmental Initiative - Todd Warden, of the South Coast Air Quality Management District, brought a battery-powered lawnmower to introduce the 2011 Electric Lawn Mower Exchange Program. He handed out DVDs on environmental initiatives and summarized the Program whereby individuals can trade in their gas-powered lawn mowers and obtain battery-powered ones for a fee less than the retail price of a new mower. This tradeoff lessens carbon emissions and improves air quality. Police Chief Replacement - Don Wallace read from a letter he received from the City of Redlands Human Resources Department in response to questions he raised at a previous City Council meeting. The City has hired a consultant to April 19,2011 Page 2 recruit candidates for a replacement Chief of Police at a contract cost of$15,000 because the time, expertise and manpower does not exist in house to perform the task in the most efficient, effective manner. Management Suggestion - Leonard Goldman recommended application of the Naval Institutional Funding concept to the City of Redlands budget derivation process. Reform Redlands Now - Vicki. Hargrave invited the Councilmembers to attend the next meeting of a political action group which is scheduled for 7:00 P.M., Monday, April 25, 2011,. at the Edwards Mansion. Conflict of Interest - Steve Rogers read from a letter he had written to the San. Bernardino County Board of Supervisors concerning a conflict of interest involving one individual occupying positions in several city and county agencies. BOARDS AND COMMISSIONS REPORTS: Municipal Utilities/Public Works Commission - Steve Stockton presented an. overview of the Commission's functions, responsibilities and recommendations. He pointed out the qualifications of the Commissioners and discussed areas currently reviewed by the Commission. Highlighting what he considers to be organizational inconsistencies within the City of Redlands, Mr. Stockton suggested a review of areas of responsibility among Staff departments with a goal in mind of reorganization for a smoother operation. CONSENT CALENDAR: Minutes - On motion of Mayor Pro Tem Foster, seconded by Councilmember Harrison, the City Council unanimously approved the minutes of the regular meeting of April 5, 2011. Militgy Appreciation - On motion of Mayor Pro Tem Foster, seconded by Councilmember Harrison, the City Council unanimously approved a proclamation recognizing May 1 through June 1.4, 2011 as National Military Appreciation Month. Blue Ribbon Week - On motion of Mayor Pro Tem Foster, seconded by Councilmember Harrison, the City Council unanimously approved a proclamation declaring the week of May 8 though 14, 2011 as Blue Ribbon Week, a time to demonstrate support for every police agency now serving the City of Redlands and the County of San Bernardino. April 19,2011 Page 3 Historic and Scenic Preservation Commission Appointments - At the request of Mayor Aguilar, this item was withdrawn from the agenda for consideration at a later date. Settlement Agreement - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the release of details associated with a settlement agreement between the City of Redlands and Jacqueline Lynch. Under the terms of the settlement, the City of Redlands will pay Ms. Lynch $7,500 for the Mutual Release from all liability for an accident which occurred on or about November 13, 2009 which resulted in a civil action. pending in the San Bernardino County Superior Court. Settlement Agreement - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the release of details associated with a settlement agreement between the City of Redlands and Susan Leonard. Under the terms of the settlement, the City of Redlands will pay $12,500, along with other defendant parties who will pay $1.7,500, to Ms. Leonard for the Mutual Release from all liability for an accident which occurred on or about November 11, 2008 and resulted in personal injuries arising out of a fall when she hit a pothole while riding her bicycle. Resolution No. 7036 - Records Destruction - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7036 authorizing destruction of certain public records by the Finance Department. Resolution No. 7034 - Traffic Regulations - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7034 establishing a "No Parking Zone" and a Class U Bike Lane on the north and south sides of San Bernardino Avenue from Mountain View Avenue to California Street. Resolution No. 7035 - Traffic Regulations - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7035 establishing a "No Parking Zone" in front of Centennial Park on the east side of University Street north of Citrus Avenue and on the north side of Citrus Avenue east of University Street. COMMUNICATIONS: Development Services Budget Priorities - Oscar Orci, Development Services Director, provided an overview of the divisions and related functions within his department. He discussed the fluctuating support for a redevelopment agency over a period of years and the consequent impacts on funding, staffing and workload within the department. He concluded by defining a listing of Primary April 19,2011 Page 4 Core Services as those required by local, state or federal law and those services that provide revenue to pay for such service. Municipal Utilities and Engineering Budget Priorities - Rosemary Hoerning, Municipal Utilities and Engineering Director, began with the manpower and organization of the Department. She went into detail as to the various functions and areas of responsibility of each division, highlighting efforts to reduce costs by reducing consulting contracts and performing the work in house. Services were identified as driven by laws, agency requirements, policy directives, and requests by the public. NEW BUSINESS: Ordinance No. 2748 - Water Rates - Rosemary Hoerning provided the history of this ordinance to raise water rates. As a public comment, Jerry Tomlinson summarized her family's experience in the Redlands area and suggested the Council would have more support for their efforts if they sought ways to better inform the public. On motion of Mayor Pro Tem Foster, seconded by Mayor Aguilar, the City Council voted to adopt Ordinance No. 2748 increasing Water Program rates 5.5% in May 2011, 6% in January 2012, and 6% in January 2013. Councilmember Bean voted No on the motion. Ordinance No. 2749 - Wastewater Rates - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council voted to adopt Ordinance No. 2749 increasing Wastewater Program rates 5% in May 2011,. 5% in January 2012, and 6% in January 2013. Councilmember Bean voted No on the motion. 2011. Resurfacing Program, Phase 2 - At the request of Staff, this item was withdrawn from the agenda. PUBLIC HEARING: One-Year Action Plan - Leanne Drieberg, of Inland Temporary Homes, Cheryl Heesen, of Family Services Association, and Abigail Rodriguez, of the Gang Reduction Intervention Team, each made presentations to advocate support for their respective programs. Staff requested this item be continued until the final CDBG allocation is announced, so Council will be able to make final funding decisions that are based upon an actual figure instead of an estimate. On motion of Councilmember Harrison, seconded by Councilmember Gardner, the City Council unanimously agreed to continue the Public Hearing on this item until. the May 3, 2011 City Council meeting. April 19,2011 Page 5 LAND USE: Sign Conditional Use Permit (CUP) No. 1.4 - At the request of the applicant, this item was withdrawn from the agenda for consideration at a later date. COUNCILMEMBER ACTIVITIES: Coffee With the Council - Mayor Aguilar remarked at the success of the last meeting between Redlands residents and himself and Councilmember Gardner at the Family Restaurant. Planning Commission Tasking- Mayor Pro Tem Foster said the idea of utilizing Planning Commission time and expertise to advise the City Council on issues was well received at the last meeting of that body. Relay for Life - Mayor Pro Tem Foster mentioned he was honored and sore from his opportunity to represent the Council at the Relay for Life event. Census Results - Councilmember Bean asked for a report from Staff on the impact of recent census results which showed a decrease in the population of the City of Redlands from an estimated 71,646 in 2009 to 68,747 in 2010. ADJOURNMENT: There being no further business, the City of Redlands City Council meeting adjourned at 8:26 P.M. The Council will meet at their next regular meeting on May 3, 2011.. April 19,2011 Page 6
