Orci, Development Services Director; Debbie Scott- Leistra, Human Resources Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any item on the agenda for the closed session. PUBLIC COMMENT: None forthcoming. CLOSED SESSION: The meeting recessed at 5:02 P.M. to a closed session to discuss the following: 1. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Richard Kreisler Employee Organizations: Redlands Association of Department Directors; Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; General Employees Association of Redlands (SBPEA); Redlands Civilian Safety Employees Association (SBPEA); Redlands Police Officers Association; Redlands Professional Firefighters Association; Redlands Association of Safety Management Employees; and Redlands Association of Fire Management Employees 2. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Mayor Aguilar and Councilmember Bean Unrepresented Employees: City Manager and City Attorney November 1,2011 Page 1 3. Conference with real property negotiator—Government Code §54956.8 Property: APNs 0169-011-38 and-39 Agency negotiators: N. Enrique Martinez, Oscar Orci Negotiating party: John Hunter, Redlands Joint Venture Under negotiation: Terms and price for City purchase of property. The meeting reconvened at 6:20 P.M. with an invocation by Councilmember Gardner followed by the pledge of allegiance to the American flag. CLOSED SESSION REPORT: City Attorney McHugh announced no reportable actions were taken during the closed session. PRESENTATIONS: Redlands Animal Shelter — Animal Control Volunteers Linda Ackerman and Cyndy Dunham introduced Luke, a one and a half year old, male Chihuahua mix, who is available for adoption at the Redlands Animal Shelter along with sixty-one other dogs and seventy-eight cats. Ms. Ackerman informed the Council thirty-nine dogs and twenty cats have been adopted since the last City Council meeting. 9-11 Observance—Mayor Aguilar introduced Joanie Finwall from State Senator Bob Dutton's office who read a Certificate of Recognition from the Senator. The Mayor then recognized the efforts of Curtiss Allen, Linda Apmadoc, Reverend Mike Ballinger, George Barich, Charlene Betty, Alan DeZon, Chief Frazier, Kevin Gustafson, Kasey Haws, Rabbi Douglas Kohn, Lois Lauer, Beverly Noerr, Rose Palmer, Mario Saucedo, Ricky Smith, Scott Underwood, Reverend John Walsh and Neal Waner, all members of the committee which organized the City of Redlands' 10th Anniversary Observance of this dastardly event in our history. As the committee co-chairman, Kasey Haws thanked the many contributors to the success of the ceremony. Good Samaritans — Police Chief Mark Garcia read a description of an aircraft accident which occurred on September 19, 2011 near the Redlands Airport and highlighted the rescue efforts of John Kopta, Wolfgang Loew, Tim Johnson, and Joe Savage, good Samaritans who arrived first at the scene and probably saved the life of the pilot. Certificates of Recognition from Senator Dutton, Mayor Aguilar, Fire Chief Frazier and Chief Garcia expressed the appreciation of the community for the efforts of these gentlemen. Boulevard Median Cleanup — Tabetha Johnson, City of Redlands Volunteer Coordinator, described the efforts surrounding a volunteer clean up day at the median on Redlands Boulevard from Fern Avenue to Ford Street, the Fire Demonstration Garden at Ford Park and The Terrace on October 22, 2011. She November 1,2011 Page 2 then introduced George Barich, Sam Irwin, Mike Jarrous, Kerry Kennison, Bud Kensok, Chris Martin, Pat Meyer, Rose and Brian Palmer, Erin Sanborn, Mario Saucedo, and Archie Washington, planners of the Redlands Service Club Council event. PUBLIC COMMENTS: Cultural Diversity — Ed Gomez thanked Mayor Aguilar for attending a Dia de los Muertos event at the Olive Street Market on October 30, 2011. He encouraged more events such as this to highlight the heritage and cultural diversity of the Redlands community. Use of Negotiators — Steve Rogers questioned the cost effectiveness of using a contract negotiator when dealing with employee bargaining units. Clean Air Fair — Chris Mardis, of County Supervisor Josie Gonzales' office, announced a free lunch for seniors at a South Coast Air Quality Management "Clean Air Fair" Wednesday, November 16, 2011 at the National Orange Show in San Bernardino. CITY COMMISSION, BOARD AND COMMITTEE REPORTS: Human Relations Commission — Chairman Don Singer began with a review of the role of the Human Relations Commission and introduced those Commissioners present. He discussed events sponsored by the Commission to combat hate crimes and promote cultural diversity. Dr. Singer concluded with requests for filling a vacancy on the Commission and consideration for changing the Commission's meeting schedule back to every month. CONSENT CALENDAR: Minutes — Subject to a change to reflect Councilmember Harrison as voting delegate to the National League of Cities Congress of Cities rather than Councilmember Gardner, and on motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the minutes of the regular meeting of October 18, 2011. Ordinance No. 2758 —Directional Signs - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the adoption of Ordinance No. 2758 amending Chapter 12.55 of the Redlands Municipal Code relating to directional signs. The new ordinance broadens the types of uses which apply for directional signs to include certain nonprofit organizations which are defined as those in good standing under the law, and which have established education or cultural facilities that enhance tourism in the City of Redlands. November 1,2011 Page 3 Resolution No. 7092 — Traffic Re lug - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7092 installing stop signs at Country Club Drive on Country Club Lane and Verde Vista Drive. Resolution No. 7093 — Traffic Re lug - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7093 installing a stop sign at 6th Street on Vine Street. Resolution No. 7094 — Traffic Re lug - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7094 installing an advisory speed reduction sign on Golden West Drive. CRA Extension - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved a one year extension of time for Commission Review and Approval (CRA)No. 858, a 102- room, four story Holiday Inn Express Hotel with a combined floor area of 59,116 square feet on 1.67 acres, located on the south side of Lugonia Avenue approximately 700 feet east of Nevada Street. CiWyorks Agreements - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Amendment 1 to a Cityworks Software License Agreement and Amendment 1 to Cityworks Update and Support Agreement between the City of Redlands and Azteca Systems, Inc. The amendments provide for development of an automated interface between data accumulated from the Citysourced program and the Redlands Work Oder System (Cityworks). Fee Waiver - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved a fee waiver request from the Childhood Cancer Foundation of Southern California for fees associated with the annual Lighting the Way 10k, 5k and lk Run held on November 6, 2011. Theatre Festival Agreement - On motion of Councilmember Bean, seconded by Mayor Pro Tem Foster, the City Council approved a Rental and Use Agreement between the City of Redlands and the Redlands Theatre Festival for the use of Sewall Theatre for five years with an option for five additional years. Stating opposition to granting fee waivers for a five year period, Councilmember Gardner voted No on the motion. Cal Fire MOU - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved a Memorandum of Understanding (MOU) between the City of Redlands and November 1,2011 Page 4 California Department of Forestry and Fire Protection (Cal Fire) to use Cal Fire crews for annual maintenance in the City's park system. POD Trailer MOU - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved an MOU between the City of Redlands and the San Bernardino County Department of Public Health for use of mobile Points of Dispensing (POD) trailers and a site/facility. COMMUNICATIONS: Sports Park Regulations — Mayor Aguilar introduced an issue involving the use of the City of Redlands Sports Park facilities by dogs. As a public comment, Steve Rogers criticized the lack of availability of the Park to every member of the community, saying the facilities are inaccessible when they are not being used by soccer enthusiasts. Kyle Larick, Regional Commissioner for the City of Redlands American Youth Soccer Organization (AYSO), said there are a lot of non-soccer activities going on at the Park. He said dogs and soccer don't mix and asked that people be prohibited from bringing their animals to the Park during soccer games. After discussion, staff was tasked to provide the history of the financing of building the Park and to continue to process a change to the Redlands Municipal Code to address this issue. NEW BUSINESS: REDAP — Oscar Orci, Development Services Director, introduced the Redlands Economic Development Action Plan (REDAP). As a public comment, Steve Rogers said a General Plan update should be done in lieu of the REDAP and said this document does not help small business. Eric Shamp submitted a letter for the record and read from it to point out the lack of funding associated with the Plan and warned about increasing taxes to support it. Consensus of the Council expressed the belief the REDAP is a vision document for use by the City Council to survey some of the things to be done in pursuit of economic development. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council voted to approve. Councilmember Harrison recused himself from discussion and voting on this item due to his employment relationship with Esri. Resolution No. 7089 — RDA Successor - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7089 electing to serve as a successor agency to the Redlands Redevelopment Agency (RDA). As a public comment, Steve Rogers said we should accept the demise of the RDA. COPS Grant — On motion of Councilmember Gardner, seconded by Mayor Pro Tem Foster, the City Council unanimously approved acceptance of a November 1,2011 Page 5 Community Oriented Policing Services (COPS) Hiring Program Grant Award in the amount of $1,711,616 for the purpose of hiring four police officers. The grant will fund the four officers for a period of 36 months and require the City of Redlands to fund the four positions for a minimum of 12 months after the grant funding ends. The motion included an additional appropriation to the Police Department in the amount of the Grant. As a public comment, Arlen Einertson, cautioned against accepting a grant which would obligate the City for funds in the out years. City Attorney ployment Agreement—This item was tabled by Mayor Aguilar for discussion at a later date. Ci . COUNCILMEMBER ACTIVITIES: Fireman's Ball — Mayor Pro Tem Foster highlighted the success of the Fireman's Ball and the fundraising efforts for the new ladder truck Median Cleanup — Both the Mayor and the Mayor Pro Tem were out there pulling palm sprouts. Historic Preservation—Mayor Pro Tem Foster represented the City of Redlands in hosting the Sate Historic Preservation Commission quarterly meeting. ADJOURNMENT: There being no further business to address, this meeting was adjourned at 8:01 P.M. The Council will meet at their next regular meeting on November 15, 2011. November 1,2011 Page 6
