Conference with labor negotiator—Government Code §54957.6 Agency negotiators: Richard Kreisler Employee Organizations: Redlands Police Officers Association Under negotiation: Redlands Association of Safety Management Employees June 3,2014 Page 1 The meeting reconvened at 6:00 P.M. with an invocation by Councilmember Harrison followed by the pledge of allegiance to the American flag. CLOSED SESSION REPORT: City Attorney McHugh announced no reportable action was taken by the City Council during closed session. PRESENTATIONS: Redlands Animal Shelter — Animal Control Officer Bill Miller, introduced "Mickey", a nine month old male poodle, who is available for adoption along with thirty-eight other dogs and ninety cats at the Redlands Animal Shelter. Officer Miller informed the Council twenty-seven dogs, forty-seven cats, and two chickens have been adopted since the last City Council meeting. PUBLIC COMMENT: Airport Familiarization — Lloyd Roberts, of the Experimental Aircraft Association, invited the City Council and staff to come to the Redlands Municipal Airport and offered orientation tours and airplane rides to provide greater insight to decision makers who manage the operations and utilization of the Airport. Deemed Approved Ordinance—Mario Saucedo, of the Common Vision Coalition, expressed his support and appreciation for staff efforts to adopt an ordinance to positively impact the crime and disorder issues associated with on-site and off-site alcohol beverage sales establishments throughout the City of Redlands. In the opinion of his organization, proposed changes to the draft ordinance are unwarranted. Veterans' Outreach — Gregory Lincoln presented a draft resolution for consideration by the City Council which would designate Redlands as a Veteran Business-Friendly Community. To add emphasis to his request, Mr. Lincoln introduced Daniel Gonzales, a lifetime resident of Redlands and a veteran of World War II, who recalled his experiences from Normandy to the Battle of the Bulge. At the completion of his remarks, Mr. Gonzales received a standing ovation in appreciation from all those present. CONSENT CALENDAR: Minutes - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the minutes of the regular meeting of May 20, 2014 as submitted. Resolution No. 7398 — Municipal Election — On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7398 calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, November 4, 2014 for the election of three members of the City Council. June 3,2014 Page 2 Code Review - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved directing staff to review the Conflict of Interest Code of the City of Redlands. Tract Map Approval — Representing the applicant, Pat Meyer assured the City Council and concerned residents that Melia Homes, Inc. would restore a natural stone wall located a long a portion of Center Street. As a public comment, Susan Rice highlighted the aesthetic importance of restoring the Center Street wall to its original, historically significant character. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Final Tract Map No. 16742 for a fifteen unit planned residential development on approximately 9.86 acres located at the northwest corner of Center Street and Ridge Street. Consulting Agreement Amendment — On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Amendment No. 1 to an agreement between the City of Redlands and the Consultant for environmental consulting services associated with the development of a proposed 1.015 million square foot warehouse/distribution center on approximately 50.66 acres located north of Interstate 10, along the south side of Lugonia Avenue and the east side of Bryn Mawr Avenue. The amendment accommodates additional costs in the amount of$3,600.00 incurred after a legal evaluation resulted in the need to provide additional information. Resolution No. 7407 — Grant Application— On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7407 authorizing the City's submission of a grant application to the US Department of Agriculture Farmers' Market Promotion Program grant for an amount not to exceed $100,000.00. Resolution No. 7400 — Land Use Designation — On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7400 relating to the City's future use of property generally located at Park Avenue and Division Street and identified as APN 0170- 191-39. At the request of the State Department of Finance, the designated disposition of the property is changed from "Future Development" to "Governmental Use". Settlement Details - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the release of details of a settlement agreement between the City of Redlands and the Southern California Gas Company. Under the terms of the agreement, the City of Redlands pays Southern California Gas Company $21,319.71 for the release of all claims resulting from an accident, casualty or event which occurred on January 23, 2014 at or near Fern Avenue and Alvarado Street. June 3,2014 Page 3 Use of Force Traininiz - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved an agreement between the City of Redlands and the San Bernardino County Sheriff's Department to provide Trimester Use of Force Training 2014-2017 to the Redlands Fire Department. Fee Waiver - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved a request from the Redlands 4th of July, Inc. for a waiver of all fees related to the annual Redlands 4th of July Celebration. Resolution No. 7406 — Destruction of Records - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7400 approving a request from the Quality of Life Department to destroy Code Enforcement Case files dated from 1995 to 2009 regarding complaints and citations. Bid Rejection —As a public comment, Andrew Hoder pointed out that, according to the staff report, two of the four bids submitted had been disqualified and asked why all four bids were rejected. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the rejection of all bids received for the Replacement of Air Conditioning Units at Various City Buildings, Project No. 47016 and authorized staff to solicit new bids. Staff was directed to provide details in answer to Mr. Hoder's question. Grant Application — On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the submission of a grant application to the US Department of Homeland Security, Federal Emergency Management Agency for the 2014 Pre-Disaster Mitigation Grants Program. Grant Application — On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved the submission of a grant application to the US Department of Homeland Security, Federal Emergency Management Agency for the 2014 Flood Mitigation Assistance Grants Program. Use of Force Training - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved an agreement between the City of Redlands and the San Bernardino County Sheriff's Department to provide Trimester Use of Force Training 2014-2017 to the Redlands Police Department. Use of Firing Range - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved an agreement between the City of Redlands and the San Bernardino County Sheriff's Department for the use of their weapons firing range facilities. June 3,2014 Page 4 Property Tax Assessment - On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved an agreement between the City of Redlands and HdL Coren & Cone for property tax assessment preparation services. COMMUNICATIONS: 2014 Summer Music Festival — Tracy Massimiano, Program Director of the Redlands Community Music Association, presented an overview of the 2014 Summer Music Festival Program. FAST Program Public Opinion Research — Josh Williams, of Passantino Andersen, provided an executive summary of the results of the public opinion research conducted for two possible ballot measures as potential funding mechanisms for the Flood Control, ADA ramps, Sidewalks, Tress and parks (FAST) Critical Infrastructure Program. The conclusions drawn from surveys performed during the research recommended against moving forward with either revenue measure at this time. NEW BUSINESS: Resolution No. 7408 - Flood Control Master Plan — Municipal Utilities and Engineering Director Fred Mousavipour introduced John McCarthy who provided more detail on the methodology and findings of RBF Consultants, as presented at the May 20, 2014 City Council meeting, with reference to the City of Redlands Flood Control Master Plan. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7408 approving the City of Redlands Flood Control Master Plan. Veterinary Services — Lieutenant Travis Martinez, of the Redlands Police Department, provided a brief history of the provision of veterinary services, including spay/neutering, at the Redlands Animal Shelter. As a public comment, Tammy Walker, of the Highland Village Pet Hospital, appealed to the City Council to give greater priority to service providers in closer proximity to Redlands when evaluating bids. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council approved an agreement between the City of Redlands and General Dog & Cat Hospital to provide veterinary services, including spay/neutering, and medical supplies to the Redlands Animal Shelter. Councilmember Gilbreath voted No on this item suggesting the City should utilize more than one veterinary services provider. Staff was directed to explore returning to a rotating schedule of veterinary services providers for next year's agreement. Mayor's Departure — At this point in the agenda, Mayor Aguilar left the proceedings to attend another meeting on the results of the day's Primary Election. June 3,2014 Page 5 Crossing Guard Services — Commander Chris Catren, of the Redlands Police Department, provided background on crossing guard services in the City of Redlands. On motions of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved a contract between the City of Redlands and American Guard Services, Inc., in the amount of$114,777.00, for the provision of crossing guard personnel for FY 2014-2015 through FY 2016- 2017 and an agreement between the City and the Redlands Unified School District to share the costs of the crossing guard services contract. Firefighters Assistance Grant—Fire Chief Jeff Frazier presented an overview of a proposed grant funded firefighter wellness and fitness program. On motion of Councilmember Gilbreath, seconded by Councilmember Gardner, the City Council unanimously approved the Redlands Fire Department acceptance of 2013 Assistance to Firefighters Grant from the US Department of Homeland Security, Federal Emergency Management Agency, in the amount of$73,570.00, to fund a firefighter wellness and fitness program, and authorized an additional appropriation in the same amount. School House Renovation — At the request of the applicant, this item was removed from the agenda for consideration at a later date. Annual Purchase Orders — Quality of Life Director Fred Cardenas presented an overview of proposed new annual purchase orders. As a public comment, Andrew Hoder asked why West Coast Arborists is the only tree trimmer used by the City of Redlands. On motion of Councilmember Gilbreath, seconded by Councilmember Gardner, the City Council unanimously approved new annual purchase orders with One-Stop Landscaping Supply for $477,000.00, West Coast Arborists for $140,000.00, Applied LNG Technologies for $480,000.00 and Otto Environmental Systems for$225,000.00. COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES: American Legion AnniversarX — Councilmember Gilbreath attended the 60th Anniversary celebration of the American Legion Post 650. Summer Camp — Councilmember Gilbreath announced the press release for enrollment in the Healthy Redlands Summer Camp and encouraged parents to sign up their campers as soon as possible. Trails — Councilmember Harrison announced a report of the Santa River Trail Policy Advisory Group showed the San Bernardino County Regional Parks Office should begin work in early 2015 on phase 3 of the Trail which involves the section from Waterman Avenue to California Street. The River Wash Plan Group will meet on June 4, 2014 and a report will be forthcoming. Airport Orientation — Mayor Pro Tem Foster attended an orientation of the Redlands Municipal Airport last weekend and will continue his education next weekend. No airplane rides scheduled. June 3,2014 Page 6 Thrift Shop Expansion - Mayor Pro Tem Foster also announced his attendance at the opening of the new wing of the Assistance League Thrift Shop. ADJOURNMENT: There being no further action required, Mayor Aguilar adjourned the meeting at 7:32 P.M. The next regular meeting of the City of Redlands City Council will be held on June 17, 2014.
