Mayor Aguilar called the meeting to order and offered those present the
opportunity to provide public comment on any item on the agenda for the closed
session.

The meeting reconvened at 6:00 P.M. with an invocation by Mayor Aguilar
followed by the pledge of allegiance to the American flag.
CLOSED SESSION REPORT:
City Attorney McHugh announced that, in a unanimous vote, the City Council
approved two applications for industrial disability retirement of public safety
employees and disapproved one application.

PRESENTATIONS:
Redlands Animal Shelter — Animal Control Officer Bill Miller, introduced
"Oscar", an eighteen month old male Labrador retriever mix, who is available for
adoption along with fifty other dogs and a hundred and thirty-five cats at the
Redlands Animal Shelter. Officer Miller informed the Council twenty-six dogs
thirteen have been adopted since the last City Council meeting.
Water Poster Winners — Mayor Aguilar and Cecilia Griego, Redlands Water
Conservation Officer, presented certificates to Isaiah Sohn and Genevieve
McAllister in recognition of their winning the 2014 Water Conservation Poster
Contest.
PUBLIC COMMENT:
Redlands' Queens — Erlinda Armendariz introduced the many reigning queens
from various beauty contest competitions held throughout the Redlands area
community. The queens are available to non-profit organizations for charity work
and fundraiser opportunities.
Adult Literacy — Ted Parsons, of the Friends of the A.K. Smiley Library, and
Catherine Gifford and Jane Henry, of the Library's Adult Literacy Program,
reviewed the accomplishments of the Program and highlighted the need for a
funded coordinator position to qualify for certain grants necessary to the further
development of the Redlands program.
CONSENT CALENDAR:
Minutes - On motion of Mayor Pro Tem Foster, seconded by Councilmember
Gardner, the City Council unanimously approved the minutes of the regular
meeting of June 3, 2014 and the special meeting of June 9, 2014 as submitted.
Resolution No. 7409 — Regulations for Candidates — On motion of Mayor Pro
Tem Foster, seconded by Councilmember Gardner, the City Council unanimously
approved Resolution No. 7409 adopting regulations for candidates for elective
office pertaining to candidate statements submitted to the voters at the General
Municipal Election scheduled for November 4, 2014.
Proclamation - On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved a proclamation
declaring the City of Redlands to be a Veteran Business Friendly Community. At
a later point in time on the agenda, Mayor Aguilar presented the Proclamation to
two veterans in the audience, Daniel Gonzalez, a survivor of the Normandy
Invasion and the Battle of the Bulge, and Gregory Lincoln, a recent returnee from
Afghanistan.
Surplus Auctions - On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved an agreement
between the City of Redlands and Public Surplus Auctions for online auctioning
services.

Resolution No. 7401 — Emergency Management— On motion of Mayor Pro Tem
Foster, seconded by Councilmember Gardner, the City Council unanimously
approved Resolution No. 7401 approving the San Bernardino County Operational
Area Emergency Management Strategic Plan.
Tutoring Services - On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved an independent
contractor agreement between the City of Redlands and Racquel Stephens-
Hernandez to provide youth tutoring services at the Community Center for the
Recreation Division.
Resolution No. 7414— Traffic Re ulg ation— On motion of Mayor Pro Tem Foster,
seconded by Councilmember Gardner, the City Council unanimously approved
Resolution No. 7414 approving the installation of a four-way stop and crosswalks
on Dearborn Street at Brockton Avenue upon the limited stopping sight distance
warrant.
Police WAN Services — On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved a contract
between the City of Redlands and the County of San Bernardino for wide area
network(WAN) services for the Redlands Police Department.
Fire WAN Services — On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved an amendment
to an agreement between the City of Redlands and Verizon Business Network
Services, Inc. to extend the provision of wide area network (WAN) services to
include the Redlands Fire Department.
Redlands on Ice - On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved a sponsorship
in the amount of $2,000.00 for the Redlands on Ice holiday event hosted by the
Redlands Chamber of Commerce and proposed to be held from December 26,
2014 to January 1, 2015.
Tract Map Approval — On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved Final Tract
Map No. 16627 for a twenty unit planned residential development on
approximately 12.1 acres located at the southeast corner of Pioneer Avenue and
Judson Street.
Lease Amendment - On motion of Mayor Pro Tem Foster, seconded by
Councilmember Gardner, the City Council unanimously approved a second
amendment to a lease agreement between the City of Redlands and Dill Lumber
for the property located at 1740 West Redlands Boulevard to extend Redlands
Police Department use of the property to June 30, 2015.

COMMUNICATIONS:
Resolution No. 7417 - Passenger Rail Support — On motion of Mayor Pro Tem
Foster, seconded by Councilmember Gardner, the City Council unanimously
approved Resolution No. 7417 expressing City Council support for the Redlands
Passenger Rail Project.
CVP 365 Club — Police Chief Mark Garcia thanked the community for their
participation and support for the Civilian Volunteer Patrol (CVP) Program and
introduced members of the CVP management team. Mayor Aguilar added his
thanks and read from a list of donors, grouped by number of years of
participation, each of whom will receive certificates of appreciation for their
efforts as financial supporters.
Airport Activities — Mayor Pro Tem Foster introduced Dan Chapman, of Chapter
845 of the Experimental Aircraft Association, who presented an overview of the
organization's activities at the Redlands Municipal Airport. The "Young Eagles"
Program gives interested young people between the ages of 8 and 17 the
opportunity to go flying in a general aviation airplane in hopes of generating
interest and increasing participation in aviation.
Significant Project Presentation — John Schaefer, of Hillwood Investment
Properties presented an update on a planned development to construct two
warehouse/distribution centers consisting of a 600,727 square foot building and a
499,724 square foot building on approximately 50.67 acres located north of the
Interstate 10 Freeway, along the south side of Lugonia Avenue and the east side
of Bryn Mawr Avenue.
UNFINISHED BUSINESS:
FY 2014-2015 Budgets — Consideration and Possible Adoption — As a public
comment, Officer Andy Capps, representing the Redlands Police Officer
Association, spoke of the need and expressed support for the purchase of new
vehicles for the Redlands Police Department. Mayor Aguilar reviewed the
activities leading to the derivation of the FY 2014-2015 Budget documents,
thanked the staff and the budget subcommittee for their hard work and proposed
adding to the budget the position referenced in the A. K. Smiley Library public
comments. On motion of Councilmember Gilbreath, seconded by
Councilmember Gardner, the City Council unanimously approved the budget as
presented, with the addition to the library staff of a part time position to
coordinate the Adult Literacy Program.
NEW BUSINESS:
School House Renovation— Quality of Life Director Fred Cardenas presented the
funding plan to complete the renovation of the Barton School House. Discussion
ensued involving Ellen Weisser, representing the Grove School, as to which funds
raised by the Grove School would be used to meet the matching funds
requirement of the funding agreement. On motion of Councilmember Gilbreath,

seconded by Councilmember Gardner, the City Council unanimously approved an
agreement between the City of Redlands and The Grove School, in the amount of
$250,000.00 for the purpose of funding improvements to the Barton School
House. For the purpose of identifying matching funds raised by the Grove
School, the City Council recognizes $171,000.00 raised subsequent to the original
date of authorization and requires an additional $79,000.00 from the Grove
School to fulfill the matching funds requirement. The agreement requires that all
improvements be completed within two years.
Energy Efficiency Planning — Tabitha Kevari, of the Quality of Life Department,
introduced a need to establish an Ad Hoc Subcommittee for the Strategic Plan
Strategies for energy efficient programs. On motion of Mayor Pro Tem Foster,
seconded by Councilmember Gardner, the City Council approved the appointment
of Mayor Pro Tem Foster and Councilmember Harrison to an Ad Hoc
Subcommittee for the Strategic Plan Strategies for energy efficient programs.
Vehicle Maintenance— Quality of Life Director Fred Cardenas defined a need for
a new agreement for Solid Waste vehicle maintenance and repair. On motion of
Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council
unanimously approved an agreement between the City of Redlands and Southern
California Fleet Services, Inc., in an amount not to exceed $180,000.00 for the
provision of Solid Waste vehicle maintenance and repair services.
Resolution No. 7416 — Capital Improvement Program — Chris Diggs, of the
Municipal Utilities and Engineering Department, provided an executive summary
of changes to the City's Capital Improvement Program. On motion of Mayor Pro
Tem Foster, seconded by Councilmember Gardner, the City Council unanimously
approved Resolution No. 7416 to amend the Five-Year Measure "I" Capital
Improvement Program.
CONFIRE Participation — Fire Chief Jeff Frazier presented the benefits and costs
associated with the City's membership in the Consolidated Fire Agencies of the
East Valley Joint Powers Authority (CONFIRE JPA). On motion of
Councilmember Gardner, seconded by Mayor Pro Tem Foster, the City Council
unanimously approved participation as a member of the CONFIRE JPA for FY
2014-2015 and authorized payment of fees of up to $602,935.00
Use of City Facility— Quality of Life Director Fred Cardenas presented a request
from the University of Redlands to use computer lab facilities owned by the City.
On motion of Councilmember Gardner, seconded by Councilmember Gilbreath,
the City Council approved a facility use agreement between the City of Redlands
and the University of Redlands for use of the computer lab in the Redlands
Community Center. Mayor Aguilar recused himself from discussion and voting
on this item due to his source of income relationship with the university.

PUBLIC HEARINGS:
Resolution No. 7402 — Designation of Historic Property— Mayor Aguilar opened
the hearing and called upon Development Services Director Oscar Orci for
background on a request to designate historic property within the City of
Redlands. On motion of Mayor Pro Tem Foster, seconded by Councilmember
Gardner, the City Council unanimously approved Resolution No. 7402
designating a single family dwelling located at 649 Los Altos Drive as Historic
and Scenic Resource No. 119.
Resolution No. 7392 — Street Lighting Maintenance District Assessments - Mayor
Aguilar opened the public hearing and called upon Ross Wittman, of the
Municipal Utilities and Engineering Department, for details on a request to
implement assessments for Street Lighting Maintenance District No. 1. On
motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City
Council unanimously approved Resolution No. 7392 approving the Engineer's
Report for Street Lighting Maintenance District No. 1 and confirming the
assessments for FY 2014-2015.
Resolution No. 7388 — Landscape Maintenance District Assessments - Mayor
Aguilar opened the public hearing and called upon Ross Wittman, of the
Municipal Utilities and Engineering Department, for details on a request to
implement assessments for Landscape Maintenance District No. 1. On motion of
Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council
unanimously approved Resolution No. 7388 approving the Engineer's Report for
Landscape Maintenance District No.I and confirming the assessments for FY
2014-2015.
Resolution No. 7410 — CFD No. 2004-1 Annexation No. 11 - Mayor Aguilar
opened the public hearing and called upon Don Young, of the Municipal Utilities
and Engineering Department, for details on a request to implement assessments
for Community Facilities District (CFD) No. 2004-1. On motion of Mayor Pro
Tem Foster, seconded by Councilmember Gardner, the City Council unanimously
approved Resolution No. 7410 calling a special election and submitting to the
qualified electors of territory proposed to be annexed to CFD No. 2004-1 of the
City of Redlands the question of levying special taxes within that territory —
Annexation No. 11.
Resolution No. 7411 — CFD No. 2004-1 Annexation No. 12 - Mayor Aguilar
opened the public hearing and called upon Don Young, of the Municipal Utilities
and Engineering Department, for details on a request to implement assessments
for Community Facilities District (CFD) No. 2004-1. On motion of Mayor Pro
Tem Foster, seconded by Councilmember Harrison, the City Council
unanimously approved Resolution No. 7411 calling a special election and
submitting to the qualified electors of territory proposed to be annexed to CFD
No. 2004-1 of the City of Redlands the question of levying special taxes within
that territory—Annexation No. 12.

Resolution No. 7412 — CFD No. 2004-1 Annexation No. 13 - Mayor Aguilar
opened the public hearing and called upon Don Young, of the Municipal Utilities
and Engineering Department, for details on a request to implement assessments
for Community Facilities District (CFD) No. 2004-1. On motion of Mayor Pro
Tem Foster, seconded by Councilmember Gilbreath, the City Council approved
Resolution No. 7412 calling a special election and submitting to the qualified
electors of territory proposed to be annexed to CFD No. 2004-1 of the City of
Redlands the question of levying special taxes within that territory — Annexation
No. 13. Councilmember Gardner recused himself from discussion and voting on
this item due to the proximity of his residence to the annexation property.
COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES:
June is Jumpin' — Councilmember Gilbreath complimented Heather Smith for a
very successful series of events during the past weekend. Surfin' State Street Car
Cruise on Friday and the Art Walk and Crawfish Boil on Sunday were both well
attended events.
Healthy Redlands — Councilmember Gilbreath announced she has joined San
Bernardino County Healthy Cities on behalf of Redlands and will be working
closely with staff to coordinate the activities of that organization. The next
Healthy Redlands meeting will be held at 4:00 P.M., on Wednesday, July 16,
2014, in the Council Chambers.
River Wash — Councilmember Harrison announced the Santa Ana River Wash
Plan Group met on June 4, 2014 and a report will be forthcoming. Expect a draft
of the Plan in July 2014 for the staff and public review.
Last Shabbat — Mayor Pro Tem Foster represented the City Council at the final
Shabbat service to be conducted by Rabbi Douglas Kohn for the Redlands
Congregation Emanu El. Rabbi Kohn is leaving Redlands to take an interim rabbi
position in New York and will be missed.
Coffee - Mayor Aguilar announced the next Coffee with the Council will be held
at Augie's Coffee House from 9:00 A.M. to 10:30 A.M. on Saturday, June 21,
2014. The A. K. Smiley Library Days will also be on June 21, 2014 from 10:00
A.M. to 2:00 P.M. The next June is Jumpin' event will be "The Lego Movie" in
Ed Hales Park beginning at dusk and lasting until 9:00 P.M. on June 27, 2014.
ADJOURNMENT:
There being no further action required, Mayor Aguilar adjourned the meeting at
7:51 P.M. The next regular meeting of the City of Redlands City Council will be
held on July 1, 2014.
