provide public comment on any item on the agenda for the closed session.

CLOSED SESSION REPORT:
City Attorney McHugh announced that, during the closed session, the City Council
voted unanimously to approve an industrial disability retirement application of a
public safety employee.
PRESENTATIONS:
Redlands Animal Shelter — Animal Control Officer Bill Miller introduced "Zeek", a
six year old male Spaniel mix, who is available for adoption, with thirty-four other
dogs and sixty cats, at the Redlands Animal Shelter. Officer Miller informed the
Council thirty-one dogs and twenty-three cats have been adopted since the last regular
City Council meeting.
Expression of Appreciation — For his four years of service as a Member of the City
Council, Bob Gardner received accolades from each of his fellow Councilmembers.
Appreciation was expressed for his attention to details of the budget process and his
ability to provide humor and light to some of the more contentious issues addressed by
the Council. Mr. Gardner thanked all those with whom he has worked over the years
and praised the City staff for their contributions. He challenged the City Council and
the residents to do better and to keep in mind that good governing is doing the most
good for the most people.
CERITIFICATION OF ELECTION:
Resolution No. 7476- Election Results - City Clerk Irwin presented Resolution No.
7476, a resolution of the City Council of the City of Redlands reciting the fact of the
general municipal election held on Tuesday, November 4, 2014, declaring the
following results and such other matters as provided by law:

On motion of Councilmember Gilbreath, seconded by Mayor Aguilar, the City
Council declared and determined that Jon Harrison, Paul Foster and Paul Barich were
elected as Members of the City Council for four year terms, unanimously adopted
Resolution No. 7476, and ordered that the complete text of the resolution be filed in
the Office of the City Clerk.

Oaths of Office — Certificates of election were presented by City Clerk Irwin to
Councilmembers-elect Harrison, Foster and Barich. City Clerk Irwin then
administered the oaths of office to the newly elected Councilmembers and all
inductees took their respective seats at the dais.
Election of May - City Clerk Irwin called for nominations for the office of Mayor
for a two-year term. Councilmember Harrison nominated Paul Foster. There being no
further nominations, Paul Foster was elected to the office of Mayor for a term of two
years.
Election of Mayor Pro Tempore - City Clerk Irwin called for nominations for the
office of Mayor Pro Tempore for a two year term. Mayor Foster nominated Jon
Harrison. There being no further nominations, Jon Harrison was elected to the office
of Mayor Pro Tempore for a term of two years.
The City Council recessed at 6:31 P.M. and reconvened at 6:46 P.M.

Mayor Foster called the meeting to order and offered those present the opportunity to
provide public comment on any item not on the agenda for the remaining session.
PUBLIC COMMENT:
God Speed — Mario Saucedo and Bill Cunningham thanked and complimented
Councilmember Gardner and Former Mayor Aguilar for their contributions to the
community and said they looked forward to working with the new City Council.
Spay and Neutering—Tammy Walker, of the Highland Village Pet Hospital, requested
City Council consideration of dividing the workload among more than one vendor
when the contract is awarded to provide spay and neutering to the Redlands Animal
Shelter.

Equitable Sports Programs — Stephen Biscotti and Carolyn Lentz Olson requested City
Council support in their effort to attain equitable facilities from the Redlands Unified
School District for sports programs at all three Redlands high schools. There are no
lights at the Redlands East Valley High School football stadium.
Public Safety — Sam Wong thanked the Redlands Police Department for their quick
response to an incident in his neighborhood on Clifton Avenue.
CONSENT CALENDAR
Minutes - On motion of Councilmember Aguilar, seconded by Councilmember
Gilbreath, the minutes of the regular meeting of November 18, 2014, were approved as
submitted.
Property Interest Disclosure — On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously agreed to receive and file a
disclosure of Councilmember Barich's ownership of property at 915 West State Street,
within the project area of the former Redevelopment Agency of the City of Redlands.
This disclosure is pursuant to California Redevelopment Law.
Settlement Details — On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously approved the disclosure of
details of a Settlement and Release Agreement between the City of Redlands and
William Sirowy. The agreement results from a civil action pending in the San
Bernardino County Superior Court and entitled William Silowy v. City of Redlands, et
al., Case No. CIVDS 1306246. The City has agreed to pay $10,000 to Mr. Sirowy for
the Settlement and Release Agreement.
Fee Waiver - On motion of Councilmember Aguilar, seconded by Councilmember
Gilbreath, the City Council unanimously approved a fee waiver request from Redlands
Kiwanis Club for all fees associated with the annual Redlands Christmas Parade to be
held on December 6, 2014.
Surrounding Jurisdictions - On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously agreed to receive and file a
report of a notice from the County of San Bernardino on the filing of a Planned
Residential Development in the Donut Hole area for an apartment complex containing
340 apartments and 6,333 square feet of retail uses on 9.1 acres; located at the
northeast corner of Lugonia Avenue and Nevada Street. The proposed apartment
complex includes four (4), four-story buildings and one, three-story building. The
retail component would be located on the ground floor of one of the four-story
buildings and consist of a 1,625 square foot cafe and a 4,708 square foot neighborhood
market. The facility will also contain a fitness center and library for the residents; as
well as other typical amenities such as several pools and a small dog park. The density
proposed by this project is 37.36 dwelling units per acre.

Resolution No. 7477 — Agent Desi ng ation — On motion of Councilmember Aguilar,
seconded by Councilmember Gilbreath, the City Council unanimously approved
Resolution No. 7477 designating the Fire Chief, any Fire Battalion Chief and the
Quality of Life Director as City of Redlands agents in matters dealing with the Office
of Emergency Services.
Performance Grant Acceptance — On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously approved the acceptance of a
2014 Emergency Management Performance Grant, in the amount of$19,570.00, and
authorized an additional appropriation in the same amount.
Walmart Grant Acceptance — On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously approved the acceptance of a
Walmart Community Giving Grant, in the amount of $2,500.00, and authorized an
additional appropriation in the same amount.
Solar Challenge — On motion of Councilmember Aguilar, seconded by
Councilmember Gilbreath, the City Council unanimously approved City staff
participation in the 2015 Inland Solar Challenge to promote water conservation.
COMMUNICATIONS
Designation of City Council Representatives — On motion of Councilmember Aguilar,
seconded by Councilmember Harrison, the City Council approved the designation of
Pat Gilbreath as primary representative to Omnitrans and Paul Foster as alternate
representative to that body. Mayor Foster and Councilmember Gilbreath recused
themselves from discussion and voting on the motion due to the per meeting stipend
involved with the Omnitrans representative duties. On motion of Councilmember
Aguilar, seconded by Councilmember Barich, the City Council approved the
designation of Jon Harrison as primary representative to San Bernardino Associated
Governments (SANBAG) and Pat Gilbreath as the alternate SANBAG representative.
Mayor Pro Tem Harrison and Councilmember Gilbreath recused themselves from
discussion and voting on the motion due to the per meeting stipend involved with the
SANBAG representative duties.
UNFINISHED BUSINESS:
Open Space Maintenance — Tabitha Kevari, of the Quality of Life Department,
introduced a proposal to consolidate agreements between the City of Redlands and the
Redlands Conservancy. Mayor Pro Tem Harrison expressed concerns and
recommended changes to a proposed open space maintenance management agreement
to protect an option for conservation easements in the future. Councilmember Barich
took issue with the amount of liability insurance required by the proposed agreement
and suggested increasing the amount of insurance to $3,000,000.00. Representing the
Conservancy, Executive Director Sherli Leonard said her organization was willing to
support Mayor Pro Tem Harrison's changes, but she would need time for her Board to
consider the increased insurance requirement. On motion of Mayor Pro Tem Harrison,
seconded by Councilmember Barich, the City Council unanimously agreed to continue

discussion and voting on this item until the next regular City Council meeting
scheduled for December 16, 2014.
NEW BUSINESS:
Resolution No. 7473 — Fees Report — Finance Director Tina Kundig provided an
overview of the Annual Report of Development Impact Fees for the year ended June
30, 2014. On a motion of Mayor Pro Tem Harrison, seconded by Councilmember, the
City Council unanimously approved Resolution No. 7473 adopting the report and
findings.
Computers and Monitors — Chief Innovation Officer Danielle Garcia presented a
proposal to purchase replacement computers and monitors. On a motion of
Councilmember Gilbreath, seconded by Mayor Pro Tem Harrison, the City Council
unanimously authorized the purchase of one hundred and thirty replacement desktop
computers and sixty-five monitors from Technology Innovation Group for a cost not-
to-exceed $97,346.60.
Joslyn Center Parking— Quality of Life Director Fred Cardenas provided an overview
of a project to repave the Joslyn Center parking lot. On motions of Councilmember
Gilbreath, seconded by Mayor Pro Tem Harrison, the City Council unanimously
agreed that approval of a contract for the Joslyn Senior Center Parking Lot Repaving
Project is categorically exempt from further environmental review in accordance with
Section 15301 of the California Environmental Quality Act guidelines, and awarded a
contract to NPG, Inc., in the amount of$56,157.00, for the work.
Cookbook — Janet Miller, of the Development Services Department, presented a
proposal to publish a book of recipes from local residents and restaurants as part of the
farmers' market promotion program. On a motion of Councilmember Gilbreath,
seconded by Mayor Pro Tem Harrison, the City Council unanimously approved an
agreement between the City of Redlands and Farm Fresh Books for the publication of
the Redlands Farmers' Market Cookbook.
COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES:
Airport Negotiations — Councilmember Gilbreath has been attending spirited
discussions at meetings of an ad hoc committee to the Airport Advisory Board.
Efforts are ongoing to accommodate the many concerns involved in the planning for
the next Redlands Airfest to be held in the spring of 2015.
Animal Shelter Donation — Mayor Foster attended an event highlighting the Redlands
Elks Lodge donation of isolation cages to the Redlands Animal Shelter.
CONFIRE Representation—Councilmember Gilbreath announced she would be filling
in for the departed Councilmember Bob Gardner as the liaison to the Consolidated
Fire Agencies (CONFIRE) Board of Directors.
