PRESENT: Paul Foster, Mayor Jon Harrison, Mayor Pro Tem Pat Gilbreath, Councilmember Paul Barich, Councilmember ABSENT: None STAFF: Enrique Martinez, City Manager; Dan McHugh, City Attorney; Sam Irwin, City Clerk; Robert Dawes, City Treasurer; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief, Mark Garcia, Police Chief, Danielle Garcia, Chief Innovation Officer; Chris Diggs, Interim Municipal Utilities and Engineering Director; Fred Cardenas, Quality of Life Director; Tina Kundig, Finance Director; Oscar Orci, Development Services Director; Amy Martin, Human Resources Director Mayor Foster called the regular meeting of the City Council to order with an invocation by Councilmember Barich followed by the pledge of allegiance to the American flag. The Mayor then provided an opportunity for the public to address the Council on any subject not on the scheduled agenda. PUBLIC COMMENTS: None forthcoming. INTERVIEWS: Process — Mayor Foster opened with an explanation of the process to be used to select an appointee to fill the vacancy on the Redlands City Council created by the resignation of Pete Aguilar. The public was given an opportunity to endorse individual candidates. Each speaker was given one minute to express his or her support. Each candidate was to be given three minutes for an opening statement. The City Council then had ten minutes to ask questions of the candidate. Finally the candidate would be given two more minutes to conclude his or her thoughts on why he or she is the best choice for the appointment. Public Endorsements — Several members of the community took advantage of the opportunity to relay their support for individual candidates. Steve Becker and Char Burgess expressed their support for Jane Dreher; Geoff Bonney, representing the Chamber of Commerce, for John James; and Eric Anderson for Michael Reiter. Mario Saucedo, representing the North Redlands Visioning Committee, spoke in support of any candidate who will work with neighboring communities and organizations to solve the important growth and economic development issues facing the City of Redlands. January 20,2015 Page 1 Interviews and Voting — The City Council interviewed thirteen candidates for the elective office of Member of the City Council: Judith Ashton, Robert Dawes, Jane Dreher, Luis Estrada, Steven Frasher, John James, Mike Layne, Ensen Mason, Michael Reiter, Mike Saifie, Colton Smith, Terry Vines, and Renea Wickman. Through a series of elimination exercises, the City Council arrived at their final choice for the appointment. On motion of Mayor Foster, seconded by Councilmember Barich, the City Council unanimously approved the appointment of John James to the elective office of Member of the City Council. Oath of Office — City Clerk Sam Irwin administered the oath of office to the newly appointed Councilmember James. Appointee Comments — Councilmember James thanked the City Council for the appointment and his wife for the support. He is looking forward to the job at hand. COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES: Coffee with the Congressman — Mayor Pro Tem Harrison and Councilmember Gilbreath said they had a surprise visitor at the Coffee with the Council on January 17, 2015. Congressman Pete Aguilar brought cookies for the house. Redlands Rail Project — Mayor Pro Tem Harrison attended a SANBAG committee meeting on the Redlands Rail Project at which the Request for Proposals for the design and construction of the project was recommended for review by the total board. He estimates we will see preliminary designs by the summer of this year. Councilmember Training—Councilmember Barich said he was very impressed by seminars, presented by the California League of Cities, which he recently attended in Sacramento. The orientation sessions are intended to familiarize newly elected City Councilmembers with the issues faced by communities throughout the state. He said he is glad to be home. Congratulations and Welcome — Mayor Foster welcomed Councilmember James to the Council and said he looks forward to a continued team effort atmosphere among his colleagues. ADJOURNMENT: There being no further action required, Mayor Foster adjourned the meeting at 8:55 P.M. The next regular meeting of the City of Redlands City Council will be held on February 3, 2015.
