McHugh Employee Organizations: Redlands Association of Fire Management Employees Redlands Professional Firefighters Association General Employees Association of Redlands Redlands Civilian Safety Employees Association Redlands Association of Management Employees Redlands Association of Mid-Management Employees Redlands Association of Department Directors The meeting reconvened at 6:00 P.M. with an invocation by Mayor Pro Tem Harrison followed by the pledge of allegiance to the American flag. CLOSED SESSION REPORT: City Attorney McHugh announced that no reportable action was taken by the City Council during the closed session. April 21,2015 Page 1 PRESENTATIONS: Redlands Animal Shelter — Animal Control Officer Bill Miller, introduced "Toby", a two year old, male Chihuahua/spaniel mix, who is available for adoption along with twenty-four other dogs and thirty-two cats at the Redlands Animal Shelter. Officer Miller informed the Council thirty-six dogs and ten cats have been adopted since the last City Council meeting. Exceptional Volunteerism — Mayor Foster listed the extraordinary fundraising accomplishments of Anant Pai, a senior at Redlands High School, and presented him with a proclamation recognizing his outstanding contributions to the Redlands community and the world. Pai was selected as one of California's top honorees in the Prudential Spirit of Community Awards program and received further recognition from the offices of Congressman Pete Aguilar, State Senator Mike Morrell, and Assemblyman Marc Steinorth. PUBLIC COMMENT: Dog Owner Responsibility — Gary Preciado described a problem with people failing to clean up after their dog when walking passed his property. He requested assistance through stronger ordinances to address this problem. Coffee with the Senator—David Matza announced an opportunity for residents to address State Senator Mike Morrell at a public coffee meeting from 8:00 to 9:00 A.M., Saturday, May 2, 2015. Redlands Train — Carolyn Hays and Greg Brittain expressed their opposition to San Bernardino Associated Governments (SANBAG) Redlands Passenger Rail Project and a proposal involving more dense "stack and pack" multi-use housing in the downtown Redlands area. Grey Water Use—Bill Cunningham reiterated his support for exploring the use of grey water for irrigation to address drought conditions in the Redlands area. Mayor Pro Tem Harrison asked staff to identify what steps would be necessary to implement the use of grey water. CONSENT CALENDAR: Minutes — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the minutes of the regular meeting of April 7, 2015 as submitted. Proclamation — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a proclamation declaring the week of May 11, 2015 as Blue Ribbon Week. April 21,2015 Page 2 Proclamation — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a proclamation recognizing the philanthropic accomplishments of Anant Pai for his outstanding contributions to the community. Commission Appointment — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the reappointment of Evelyn Maldonado to serve another term on the Human Relations Commission ending March 15, 2019. Resolution No. 7504 — Records Destruction — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7495 approving the destruction of certain records in the Finance Department. Financial Advice — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved an agreement between the City of Redlands and Fieldman, Rolapp & Associates to provide financial advisory services for a one year period. Lowes Grant Application— On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously authorized the application for a Lowes Community Partners Grant. Target Grant Application— On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously authorized the application for a Target Public Safety Grant. Resolution No. 7507 — Hazard Miti_a — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7507 adopting the Redlands Hazard Mitigation Plan. Internship Agreement — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved an agreement between the City of Redlands and the San Bernardino Community College District (Crafton Hills College) identifying the Redlands Fire Department as a paramedic clinical/field internship training site. Fire FAA Certification—Fire Chief Jeff Frazier summarized an offer, received by the Fire Department, to function as a pilot program for the use of drones to fight fires. On motion of Mayor Pro Tem Harrison, seconded by Councilmember James, the City Council unanimously approved an agreement between the City of Redlands and Atlanta Drone Consultants, LLC for consulting services in the acquisition of a Federal Aviation Administration (FAA) Certificate of Authorization to allow the capability to employ drones in Redlands firefighting efforts with the stipulation that a full discussion and City Council approval of policies associated with the utilization of drones is required prior to the deployment of these systems. April 21,2015 Page 3 Cancellation Notice — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the issuance of a 30 day notice of cancellation to allow termination after one year of an agreement between the City of Redlands and Holman Professional Counseling Centers. Development Agreement Review — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously agreed to accept a report for the annual review of approved development agreements, determined that Mountainview Power Company LLC, Robertson's Ready Mix, Redlands Community Hospital and Cal-Red Facility, LLC are in compliance with the terms of their respective development agreements, and directed staff to prepare certificates of compliance that can be recorded by the applicants. Ordinance No. 2813 — Residential Rooftop Solar Systems — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the adoption of Ordinance No. 2813 amending Chapter 18.172 to the Redlands Municipal Code to provide an expedited, streamlined permitting process for small residential rooftop solar systems. Final Tract Map — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Final Tract Map No.18969 to subdivide a 1.74 acre parcel into six parcels located north of Redlands Street, south of Highland Avenue and adjacent to Moore Middle School property, in the R-S (Suburban Residential) District. Fee Waiver — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a request from the Redlands Arts Festival Association for the waiver of all fees associated with the 3rd annual Redlands Festival of the Arts event to be held on May 23-24, 2015. Fee Waiver — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a request from the Redlands Professional Firefighters Association for the waiver of all fees associated with the 19th annual Redlands Firefighters Car Show event to be held on May 24, 2015. Fee Waiver — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a request from the Rotary Club of Redlands for the waiver of all fees associated with the Touch- A-Truck event to be held on May 30, 2015. Fee Waiver — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a request from the Redlands Optimist Club for the waiver of all fees associated with the 24th annual Car Show and Chili Cook-Off event to be held on May 30, 2015. April 21,2015 Page 4 Carriage House Lease — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a first amendment to a lease agreement between the City of Redlands and the Redlands Theatre Festival (RTF) for the use of the Carriage House in Prospect Park. The amendment authorizes the RTF to serve alcohol at events held at the Carriage House. Ordinance No. 2818 — Off-Road Vehicles — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the adoption of Ordinance No. 2818 adding Chapter 10.58 to the Redlands Municipal Code relating to off-road use of motor vehicles upon unimproved City property. Ordinance No. 2814 — Extraordinary Law Enforcement — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the adoption of Ordinance No. 2814 amending Chapter 9.32 of the Redlands Municipal Code relating to the costs associated with extraordinary law enforcement services. Utility Easement — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the granting of an easement to Southern California Edison Company for the placement and maintenance of certain electrical infrastructure north of San Bernardino Avenue and East of Harrison Lane within the area defined by Final Tract Map No. 16465. COMMUNICATIONS: Recognition Awards — Mayor Foster announced the 2015 State of the City event will be held on Thursday, June 25, 2015 at the Orton Center of the University of Redlands. The event will include the Mayor's State of the City address and Council Member presentations that will revolve around the theme of"Stewards of the Past, Investors in the Future." In addition, inaugural Beautification and Redlands Heroes Awards will be presented at this year's event. NEW BUSINESS: Bar_ag ining Unit MOUS — Mayor Foster summarized events leading to proposed Memoranda of Understanding (MOUS) between the City of Redlands and The Redlands Association of Department Directors (RADD), The Redlands Association of Management Employees (RAME), The Redlands Association of Mid-Management Employees (RAMME), The Redlands Professional Firefighters Association (RPFA), The Redlands Association of Fire Management Employees (RAFME), The General Employees Association of Redlands (GEAR), and The Redlands Civilian Safety Employees Association (RCSEA). He expressed the appreciation of the entire City Council for the significant contribution of the bargaining units and city employees towards the financial stability of the City of Redlands through the recent past years of economic recession. The term of all the MOUS is from July 1, 2015 to June 30, 2017 and each calls for a 3% base salary April 21,2015 Page 5 increase in year one and a 3% base salary increase in year two. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the MOU between the City of Redlands and RADD, RAME, RAMME, RPFA, RAFME, GEAR, and RCSEA and authorized the Mayor to execute the MOUS. Non-Potable Water Supply — Jason Montgomery, of the Municipal Utilities and Engineering Interim Department, provided details of the combination of two projects, the 2014 Capital Improvement Projects (CIP) Water, Non-Potable Water and Sewer Pipeline Project, Projects No. 71257 and 73412. As public comment, Ken Munoz, owner of MCC Pipeline, Inc., commended the staff for the city's efforts at infrastructure rehabilitation. On motions of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously agreed that approval of the contract and construction of Projects No. 71257 and 73412 is categorically exempt from environmental review pursuant to Sections 15282 and 15302 of the California Environmental Quality Act guidelines and awarded a contract between the City of Redlands and MCC Pipeline, Inc., in the amount of $3,239,037.52, for the work. Panorama Point Surveillance — Commander Chris Catren, of the Police Department, presented a proposal to purchase and install a surveillance camera system at Panorama Point. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously agreed that the project to install the camera is categorically exempt from environmental review pursuant to Sections 15061(b)(3) of the California Environmental Quality Act guidelines and approved the purchase and installation through Leverage Information Systems, in the amount of$19,618.00. Police Vehicles Purchase — Police Chief Mark Garcia explained the need for four new vehicles. On motion of Councilmember Gilbreath, seconded by Councilmember Barich, the City Council unanimously approved the purchase of one (1) 2016 Ford F-350 4 x 2 diesel truck for the Police Traffic Unit in the amount of$37,991.35, one (1) 2015 Ford Focus Sedan for Parking Control in the amount of $16,044.67, one (1) 2015 Ford Transit Connect Van for the Police Forensic Unit in the amount of $23,256.91, and one (1) 2016 Ford F-250 4 x 2 series truck with attached animal control truck body for Animal Control in the amount of$36,564.67 for a total amount of$113,857.60. Development Agreement Review — Development Services Director Oscar Orci explained the need to consider the Esri approved development agreement apart from the others reviewed in the consent calendar. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council agreed to accept a report for the annual review of this approved development agreement, determined that Esri is in compliance with the terms of their development agreement, and directed staff to prepare a certificate of compliance that can be recorded by the applicant. Mayor Pro Tem Harrison recused himself from April 21,2015 Page 6 discussion and voting on this item due to his source of income relationship with Esri. PUBLIC HEARINGS: Resolution No. 7501 — Fees Schedule — Mayor Foster opened the hearing and called upon Development Services Director Oscar Orci for a report of proposed fee schedule changes. As public comment, John Magness, of Hillwood, expressed support for the proposed changes and summarized difficulties with the City of Redlands fee schedule from a developer's perspective. On motions of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7501 relating to the amounts of fees and charges levied for the City's provision of regulations, products and services, specifically: establishing reduced fees for National Pollutant Discharge Elimination System (NPDES) inspections, increased fees for encroachment permits and engineering plan review, and new fees for expedited plan review and inspection services; amending the title of existing fees for trailers, mobile homes, and house cars (commercial coaches), and rescinding Resolution No. 7418. Staff was directed, as an interim measure, to charge building user fees based on the services provided for a given development project and to retain a consultant to review building user fees. COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES: Labor Agreements — Councilmember Barich reiterated his support for the Memoranda of Understanding signed with this evening's City Council action. He said he is confident the residents are getting their money's worth. State of the County — Councilmember Gilbreath attended the event in Ontario on April 15, 2015. She said the message was "interesting". Garden Show — Most of the City Councilmembers attended and had glowing remarks for the Redlands Horticultural and Improvement Society's 101St annual flower show and garden tour held on April 20-21, 2015. Bike Classic — Mayor Pro Tem Harrison and Councilmember Gilbreath highlighted the benefits to non-profit organizations of the annual Redlands Bicycle Classic. The Mayor Pro Tem sold beer for the Sister Cities Association and Councilmember Gilbreath sold beer for the Redlands Sunrise Rotary Club. Store Openings — The Redlands Chamber of Commerce held ribbon cutting ceremonies for two more new stores: Seven-Eleven and the Hobby Lobby. The events were well attended and encouraging signs of the economy's turn around. Seniors' Coffee— Councilmembers Gilbreath and James will host the first seniors session of Coffee with the Council on Wednesday, April 22, 2015, at Casa de la Vista. April 21,2015 Page 7 First Parklet— Mayor Pro Tem Harrison announced A La Minute ice cream store will be soon be unveiling their "parklet" which will be the first of its kind in Redlands. Day of Service — Mayor Foster reminded everyone of the community work day which will be held Saturday, April 25, 2015, starting at 8:00 A.M. Volunteers will be working in Community and Heritage Parks as well as Hillside Memorial Cemetery. Free Lunch will be served at the cemetery. Prayer Breakfast — Mayor Foster invited everyone to attend the Mayor's Prayer Breakfast at 7:00 A.M. on Thursday, May 7, 2015 at the University of Redlands Orton Center, sponsored by the Redlands Area Interfaith Council.
