Mayor Foster called the meeting to order and offered those present the
opportunity to provide public comment on any item on the agenda for the closed
session.

The meeting reconvened at 6:15 P.M. with an invocation by Mayor Pro Tem
Harrison followed by the pledge of allegiance to the American flag.
CLOSED SESSION REPORT:
City Attorney McHugh announced that no reportable action was taken by the City
Council during the closed session.
PRESENTATIONS:
Redlands Animal Shelter—Animal Control Officer Bill Miller introduced"Two',
an eleven month old female Chihuahua mix, who is available for adoption along
with fifty-six other dogs and seventy-five cats at the Redlands Animal Shelter.
Officer Miller informed those present that thirty-seven dogs and thirty-six cats
have been adopted since the last City Council meeting.
Command Center Donation — On behalf of the City of Redlands, Mayor Foster
received a donation check in the amount of $5,202.00, from Dayatree Patel of
Comfort Suites & Inn, representing the Hotel Owners Committee, for the
purchase of a mobile command center.
PUBLIC COMMENTS:
Solar Conversion Costs — Nancy Blastos expressed her disapproval of any fee to
be charged by the electric company to any household which has converted to
solar power.
Job Fair — Socorro Pantaleon, from the office of State Assemblyman Marc
Steinorth announced a Job Fair sponsored by the Assemblyman and to be held on
October 26, 2015 at California State University San Bernardino from 10:00 A.M.
to 3:00 P.M.
Traffic and Prospect Park — Arthur Anderson read from a series letters between
himself and San Bernardino Associated Governments (SANBAG) to illustrate the
lack of progress from SANBAG with respect to the traffic congestion problems at
the intersection of Interstate 10 and California Highway 210. He also made
several observations and suggestions with respect to the replanting of the citrus
grove at Prospect Park.
New Field Representative — Gayle Covey introduced herself as the new field
representative for the Chairman of the San Bernardino County Board of
Supervisors, 3rd District Supervisor James Ramos.
Increased Crime — Nine speakers from the neighborhood on Myrtle Street,
between Fern and Olive Avenues, highlighted a trend of increased crime in their
area. While they thanked the Redlands Police Department for prompt responses
to their calls, they said the trend continues in the wrong direction. They asked for

relief from criminal activities and individuals centered at two abandoned
residences, one located at 301 Fern Avenue and the other at 316 Clark Street.
Symptomatic of the crime in the area are incidents of discarded drug
paraphernalia, vagrancy, criminal trespassing, theft (ranging from petty to grand
theft auto), and assault.
Water Dilemma — Carolyn Kean expressed frustration with a dilemma she is
having with respect to water conservation efforts in the City of Redlands. She has
been cited for the condition of her lawn due to lack of watering. Personnel from
the City's Code Enforcement Division have offered her a period of time in which
to repair her lawn to avoid paying the accompanying fine, but she says she cannot
successfully replace her lawn with current drought amelioration watering
restrictions. She cited California Assembly Bill No. 1 which was passed by the
state legislature and prohibits a city from imposing a fine under any ordinance for
a failure to water a lawn or for having a brown lawn during a period for which the
Governor has issued a proclamation of a state of emergency based on drought
conditions.
Redlands Train — Greg Brittain spoke in opposition to the proposed Redlands
Passenger Rail Project. Olivia Crowley debated the points made in opposition
and offered to address others.
CONSENT CALENDAR:
Minutes — On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously approved the minutes of the regular meeting
of October 6, 2015.
Proclamation — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a proclamation
declaring October 25-31, 2015 to be Lead Poisoning Prevention Week.
Proclamation — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a proclamation
declaring October 17, 2015 as Lights on Aftersehool Day.
Settlement Agreement - On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council approved the public disclosure of details
of an Agreement of Settlement and General Release between the City of Redlands
and Joshua Egan. Under the terms of the agreement, the parties agree to settle
and dispose of disputes and controversies between the parties and that each party
shall bear their own attorneys' fees and costs incurred with respect to a civil
action pending in the San Bernardino County Superior Court and entitled Joshua
Egan v. City of Redlands, et al., Case No. CIVDS 1509814.

Resolution No. 7577 — Records Destruction — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7577 approving the destruction of certain public records
within the Redlands Police Department.
Police Vehicle Equipment — On motion of Councilmember Gilbreath, seconded
by Mayor Pro Tem Harrison, the City Council unanimously approved the
authorization, in an amount not to exceed $30,971.00, to purchase equipment to
outfit four police auxiliary units. The motion stipulated the source of funding for
the purchase would not be the Unreserved Fund Balance.
Bid Rejection — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved the rejection of
all bids received for Fleet Oil and Lubricants.
Bid Rejection — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved the rejection of
all bids received for a used heavy duty landfill compactor.
Resolution No. 7578 — Traffic Regulation — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7578 establishing loading and unloading zones at 14 and
24 East State Street and at 21 and 31 East Citrus Avenue.
Resolution No. 7579 — Traffic Re ulg ation — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7579 establishing a no parking zone in front of 301
Tennessee Street.
Resolution No. 7580 — Traffic Re ulg ation — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7580 extending the existing no parking zone on
University Street at the Interstate 10 freeway.
Resolution No. 7581 — Traffic Re ulg ation — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7581 installing crosswalks and a three-way stop at Olive
Avenue and Terracina Boulevard, and a crosswalk at the intersection of Laurel
Avenue and Terracina Boulevard.
Bid Rejection — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved the rejection of
all bids received for the Fire Stations No. 262, 263 and 264 Water Efficiency
Rehabilitation Project No. 71262.
River Wash Entry Permit— On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved payment to San
Bernardino Associated Governments, in the amount of $2,230.00, for a right of
entry permit fee for the Orange Blossom Trail Service Day.

Resolution No. 7582 — Note Cancellation — On motion of Councilmember
Gilbreath, seconded by Councilmember James, the City Council unanimously
approved Resolution No. 7582 authorizing a Substitution of Trustee and Full
Reconveyance to Jennifer Vannatter, and cancellation of a Promissory Note with
Sunset Funeral Care, LLC.
PUBLIC HEARINGS:
Resolution No. 7571 —Historic Resource Designation—Mayor Foster opened the
public hearing and called upon Sean Kelleher, of the Development Services
Department, to provide details on an application for designation as historic
resource. As the owner/applicant, Rick Ferguson thanked the City Council, the
Historic and Scenic Preservation Commission and staff for their assistance and
the process. On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved Resolution No.
7571 designating a single family dwelling located at 233 South Michigan Street,
within the R-2 (Multiple-Family Residential) District, as Historic Resource No.
123.
Resolution No. 7572 — Historic Resource Designation—Mayor Foster opened the
public hearing and called upon Sean Kelleher, of the Development Services
Department, to provide details on an application for designation as historic
resource. As the applicants, Amanda Frye and Kathleen Beall highlighted the
history and significance of the Redlands Lawn Bowling Club. On motion of
Councilmember Barich, seconded by Mayor Pro Tem Harrison, the City Council
unanimously approved Resolution No. 7572 designating the Redlands Lawn
Bowling Club located at 411 North University Street, within the O (Open Land)
District, as Historic Resource No. 124.
NEW BUSINESS:
Adult Literacy Coordinator — Library Director Don McCue summarized a
proposal to change the A.K. Smiley Public Library Adult Literacy Coordinator
position from part-time to full-time. As public comment, Trudy Waldron, Kim
Green, and Ana Alcantar reinforced their support for the Adult Literacy Program,
Waldron as volunteer administrator, Green as volunteer tutor, and Alcantar as
student beneficiary. On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a full-time Adult
Literacy Coordinator position by combining a $52,000.00 grant from the State of
California with the City of Redlands budgeted funding for a part-time Adult
Literacy Coordinator.
Electronic Document Management — Chief Innovation Officer Danielle Garcia
provided background on document imaging services provided to the City from
American Microimaging, Inc. and a proposal to add two more staff departments
to the service. a second amendment to the Agreement between the City of
Redlands and American Microimaging, Inc., in the amount of $56,281.00, to

provide additional services for the Human Resources Department and the City
Clerk's Office.
Redlands TV Upgrade — Chief Innovation Officer Danielle Garcia summarized a
proposal to upgrade the equipment used by the Redlands TV office. On motions
of Councilmember Gilbreath, seconded by Councilmember James, the City
Council unanimously agreed that approval of the contract and construction of the
Channel 3 Broadcast and Audio System Upgrade and Replacement Project is
categorically exempt from environmental review in accordance with Section
15301 of the California Environmental Quality Act guidelines; approved the
Project plans and specifications; awarded a contract to Pacific Video Productions,
in the amount of $113,199.88, for the work; and authorized an additional
appropriation of$31,359.00.
Ordinance 2825 — Camping and Storage on Public Property — Police Chief Mark
Garcia explained the need to expand the Redlands Municipal Code (RMC) to
address camping on public property. On motion of Councilmember Gilbreath,
seconded by Councilmember James, the City Council unanimously approved the
introduction of Ordinance No. 2825 adding Chapter 12.46 to the RMC, and
amending Chapters 12.44 of the RMC, relating to unlawful camping and storage
of personal property in public places.
Ordinance 2826 — Obstruction of Sidewalks — Police Chief Mark Garcia
explained the need to expand the Redlands Municipal Code (RMC) to address
congestion and blockage of sidewalks in the downtown commercial area of the
City. On motion of Councilmember James, seconded by Councilmember Barich,
the City Council unanimously approved the introduction of Ordinance No. 2826
adding Chapter 12.47 to the RMC relating to sitting or lying down on sidewalks
in the City's downtown commercial area, and amending Chapters 12.44 of the
RMC, relating to prohibited conduct in public parks.
Tree Trimming — Quality of Life Director Chris Boatman requested discussion
and voting on a proposed tree trimming contract be continued. On motion of
Councilmember James, seconded by Councilmember Barich, the City Council
unanimously agreed to continue this item until the November 3, 2015 regular City
Council meeting.
COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES:
Councilmember Gilbreath — Along with Councilmembers Barich and James, she
attended the Open House at Fire Station One on October 10, 2015 in celebration
of Fire Prevention Week. She attended Library Board and Omnitrans meetings
and the Citrograph Foundation Love of Food and Wine fundraiser for student
scholarships. She reminded everyone that Halloween is coming, so be safe.
Councilmember Barich — Along with Mayor Pro Tem Harrison, attended the
Coffee with the Council at Stell Coffee on October 17, 2015. He observed there
were seven to ten attendees and encouraged more participation in the future. He

attended a Street Tree Committee meeting and reminded everyone trees require
special watering consideration with the cutbacks in lawn irrigation.
Mayor Pro Tem Harrison — Attended a meeting of the Inland Empire Economic
Partnership and announced a summit of area leaders to be hosted by that
organization on November 12, 2015. He attended the Music Changing Lives
Awards Program and a meeting of the Santa Ana River Wash Plan Task Force.
We can expect a Wash Plan by the end of the year.
Councilmember James — Attended State Senator Mike Morrell's Women of
Distinction Program at which Redlanders Heidi Mayer, Jenny Wright, and
Kimberly Brickley were recognized for their contributions to the community.
Mayor Foster — Announced the Redlands Service Club Council will be having a
day of service on November 21, 2015. The mayor thanked the service clubs and
especially the City staff for all the organizing efforts for the landscaping of
portions of the Orange Blossom Trail on that date.

There being no further business to address, this meeting was adjourned at 7:41
P.M. The next regular meeting of the Redlands City Council is scheduled on
November 3, 2015.
