DeMirjyn, Vice Mayor This special meeting of the City Council was necessitated by the lack of agreement on appointment of an appraiser for the Redevelopment Area. In calling the meeting to order, Mayor Cummings explained that in the personnel session held following the last special meeting, Council received the detailed reasons for City Manager Merritt 's recommenda- iser tion of Mr. Ray R. Hastings as appraiser. Mr. Cummings added that Slop- each Councilman had received by messenaer last evenina oresentations I "No, Licensed Real Estate Broker" . 2. "Have you had formally, or informally, business dealinc with either of the two men you recommend?" "Yes, extensively, and have attended courses given by I Morrison, Have sat in on hearings and meetings ; and how thorough they are in business . * However, not in t) last three years since they dissolved partnership. " 3. "Do you or any member of your family own property in tI Redevelopment Area?" "Yes , I am a member of a corporation which owns a pare( land in this area. 01 Council concurred that having made known an existing interest, i ber of the City staff, a Commission or the Council was then fret vote on a matter under consideration. 4. "There is no other property owned by you or members of family in the six-block area?" No. " Mayor Cummings then asked: "Have you had business dealings wit] Hastings?" Answering, Mr. Knudsen said: "Not directly, some tangentially. " Stating that he believed the city Manager had studied the mattes qualified appraisers very well, Councilman Sewall moved that Col accept the recommendation and approve Mr. Ray R. Hastings for tI service. motion was seconded by Councilman Miller and approved AYE votes, of all present. Mr. Knudsen stated that it was well that these questions were a4 and that he was not embarrassed by them. He suggested that if up" work were needed, the other men be used. On motion of Councilman Knudsen, seconded by Councilman Miller, City Manager was authorized to execute the certificate of accept Grant Deed in behalf of the City for the grant deed on the property at 11 ( 11 Grant Street. Purchase of this property was authorized at the meetii Street September 19, 1972. Motion carried by AYE votes of all present, This concluded the business scheduled for this time and place. Council discussed other matters informally. Council adjourned on motion at 7: 55 A.M. Next regular meeting, November 7, 1972. ATTEST:
