Knudsen, Councilman The meeting was opened with the pledge of allegiance, followed h invocation by Mayor Jack B. Cummings. This special meeting of the City Council was called for the purr permitting Redlands High School students to take over the functi the various departments of city government in connection with Ci Week. Seated at the Council table to represent the legislative administrative offices of the city were: Craig Moreland, Mayor Scott Schofield, Vice Mayor Jim Roberts, Councilman Bev Bruins, Council-lady Dennis McNally, Councilman Denise Melia, City Manager Don Moore, City Attorney Julie Hart, City Clerk Mayor Cummings expressed Councilman Knudsen' s regret that he is to attend due to the sudden illness of his father which has call from the city. COMMISSION RECOMMENDATIONS - TRAFFIC At the meeting of March 1$, 1973, the Traffic Commission made tl lowing recommendations for consideration of the city council: SECTION ONE: Pursuant to Article 677, Section 67709 (a) of the Redlands Traffic Ordinance: 1. Establish No Parking zone on the north side of Park Avenue I Tennessee Street to a point 300 feet west of Tennessee Stree SECTION TWO: Pursuant to Article 678, Section 67801 (b) of the Redlands Traffic Ordinance; Resolution 1. Remove loading zone on Redlands Boulevard in front of Erik' -. No. 3038 tune Store. Traffic SECTION THREE: Pursuant to Article 621, Section 62102 of the Pa Meter Ordinance: 1 - Tnci-nll nAy-lrin" mat-Ar nn RPHIAnarz Rnii1t=-j;;rr1 in frnnf of Rri'k 1 . Establish 30 mile per hour speed limit on University Street between Colton Avenue and Brockton Avenue. 2. Establish 35 mile per hour speed limit on Garden Street between Hilton Avenue and Eucalyptus Drive. SECTION FIVE: Pursuant to Article 680, Section 68002 (a) of the Redlands Traffic Ordinance: 1. Establish 45 mile per hour speed limit on Citrus Avenue between Dearborn Street and Wabash Avenue. Following discussion of these:-,changes, on motion of Councilman DeMirjyn, seconded by Councilman Miller, Resolution No. 3036, a reso- lution of the City Council implementing the above changes, was adopted by AYE votes of all present. PS Council received reports from the Acting Director of Building and Safety, Kevin Gray, on current trends,- from the Acting Director of Parks, Barry Wallace, on the renovation of the Prosellis of the Redlands Bowl; and from the Acting Recreation Director, Sally McCall, on the renovation of Floral and -Sylvan Plunges . [SHED BUSINESS Ordinance No. 1511, an ordinance of the City Council approving an amendment to the contract between the Board of Administration of the Public Employees ! Retirement System and the City to initiate a 5% in- crease in retirement payments to City employees, was adopted, on motion of Councilman Miller seconded by Councilman Sewall, with waiver of reading of the ordinance in full, by the following roll call vote: AYES: Councilmen DeMirjyn, Miller, Sewall, Mayor Cummings NOES : None ABSENT: Councilman Knudsen ?ANAGEN The Acting Director of Public Works, JoAnn Van Leuven, brought to 'ty Council attention announcement of an award to the Public Works Divi- .d cion of the City for outstanding attainment in the 24th Annual Busi- ness and Industry Safety Contest sponsored by the Greater Los Angeles Chapter of the National Safety Council. On motion of Councilman DeMirjyn, seconded by Councilman Sewall, authol - it ization was given for the Mayor and City Clerk to sign four grant Is deeds in behalf of the City. These deeds return property vacated by .1 City Resolutions Nos. 3033, 3034, 3035, and 3036 to the owners of the ad- jacent property. This former street right-of-way is no longer needed for public use due to the realignment of Fifth and Highland Avenues. Mayor Cummings briefly explained the City Manager form of government to the students and described the city activities requiring coordina-1 tion during a recent busy and tragic evening which included a severe freeway accident, a death in a house fire, and a robbery which took C e rk �(/ 0-0-0-0-0-0-0-0-0-
