Palmer, Sari, Bernardino Sun AS EI4�`I" None Mayor Cummings at this time called the Council to order to rece, proposal from the Redevelopment Agency. Mr . Merritt re-stated the matter as follows : To direct the Pla: Commission to institute the zone change from M-1. to C-M for the orle ty outlined on the rendering between Alabama and Tennessee Stre, Chan�-je south of Interstate 10, and to make the necessary change in the �s ordinance to permit and control department stores and food mark i within designated limitations of size by conditional use permit Councilman Miller moved for adoption of this directive. Motion seconded by Mayor Cummings, and carried by the following roll c, AYES : Councilmembers Miller, Grace, Knudsen, Mayor Cummings NOES : None STAIN: Councilman DeMirjyn i" NBSENT: None City Manager Merritt then presented Resolution No. 3133, a. resp. Resolution of the City Council of the City of Redlands requesting the Boarc No. 31.33 Supervisors of the County of Sari Bernardino to place on the ball Election by the November 5 election a measure to establish municipal electi( Districts district in the City of Redlands . fF This map and request for a measure on the ballot to give the ci of Redlands the opportunity to elect Council members by distric �e to the Council at the meeting of May 21, 1974 and was presented Church Street totally between Districts 1 and 2, the use of Fifth andil Highland Avenues as the southerly border of District 2 and the north- erly border of District 3 ; and recommended that, in general, topography zoning, size of lot and land use be taken into consideration when districting. Mr. Knudsen then moved to amend the motion to change the map as he suggested. The motion died for lack of a second. Mrs . Preston and Mrs . Petersen spoke briefly from the floor . City Attorney Taylor explained that Ordinance No. 1550 provides for election; of members through the legislative body by districts , contains the map ,i as presented by the proponents and a legal description of the districtsil as proposed. Mr . Taylor further explained that this ordinance will not'' be adopted now, but will be adopted immediately if the ballot measure carries at the November 5 election. Certified copies of the resolution will be transmitted to the Registrar of Voters and the Board of Supervisors of San :Bernardino County. The vote was then called and carried by the following roll call AYES : Councilmembers Miller, Grace and DeMirjyn NOES : Councilman Knudsen, because he feels the map is grossly in error. Mayor Cummings, because he stated originally this natter was divisive and feels he has seen that already at this Council meeting. SENT: None On motion of Councilman DeMirjyn, seconded by Councilman Miller, 11 authorization was unanimously approved for the A,A.U.W. to sell fruit drinks at Prospect Park during the theatre performances from August 2 through 24, providing that the people sponsoring the selling take com plete responsibility for the clean-up in connection with this sale. On motion of Councilman Knudsen, seconded by Councilman Miller, cion approval was given for time extension of one year, to August Vii, 1975, 11 No. to Tract No. 5733 . Mr. Burkhart explained that. the Environmental Review had been made at the first approval.
