This special meeting of the City Council was called for the pui permitting Redlands High School students to take over the Punct the various departments of city government as a participation j Week. Seated at the Council table to represent the legislator., administrative offices of the city were: George Barich, Mayor Jeanne Dickerson, Vice Mayor Becky Arnall, Councilwoman Robin DeRieux, Councilwoman Jann Wagner, Councilwoman Werner Pyka, City Manager Mike Melia, City Attorney Lori Abele, city Clerk COMMUNICATIONS A proclamation declaring April 24, 1975 as CANCER CRUSADE BUCKI BRIGADE DAY was read in its entirety. on -motion of Councilman seconded by Councilman DeMirjyn, this proclamation was approvec unanimous vote. UNFINISHED BUSINESS The following items were listed as the potential cost for the j tion of a mini-park at Farview Lane and Fifth Avenue: Acquisition of Land (Gas Tax Fund Reimbursement) $3, 500.( Water Meter 250 .( Sprinkler System 720.( Mini-Park Turf and Trees and Installation Fees (including labor) 350.( Report TOTAL $4, 820.( The monthly maintenance was estimated as follows: Labor $ 30 .( Mower 40.( Jeep and Trailer 40 .( TOTAL MONTHLY $ 110.( TOTAL YEARLY MAINTENANCE $1, 320 .( This report, submitted by the Park Department, was approved on of Councilman DeMirjy-n, seconded by Councilwoman Grace. Counc, directed that a copy of this report be sent to Mrs . Larry D. R� 1426 Fifth Avenue. Debbie Holmes, acting as Director of Parks, gave a comprehensii of the work done by the City Park Department during the winter The Park Department was commended for its achievements. NEW BUSINESS which eighty percent of the students took part in cleaning up the down- i-In town and collecting trash, etc. , was reported briefly. This program .t was indeed a success and the dance following made $200 ,00 to be spent on an ecology project. A brief report was given on SB-277, which is a state law relating to the retention of heat during the winter and the eliminating of heat ?7 from out-of-doors in the summer. This law will limit the expanse of glass within a newly built house to twenty percent of the area. The state legislators are adopting this in an energy conservation move. ONAGER A master agreement for participation in FAU Funds was unanimously �ment adopted on motion of Councilman Miller, seconded by Councilman DeMirjyn 'unds Under this agreement, the Federal Government will participate in eighty two percent of certain engineering projects ; the City will then pay eighteen percent. This comes under Federal Aid - Urban. The Council briefly discussed the crossing at Citrus Avenue and the Is high school. This crossing was determined not to be eligible for the to - use of these funds . on motion of Councilman Miller, seconded by Coun- )I cilman Knudsen, the above-mentioned Citrus Avenue crossing at the high .ing school was sent for study by the Public Works Department and the Traffil:! Commission, by the following roll call vote: AYES : Councilmembers Miller, Knudsen, Grace, Mayor Cummings NOES: None ABSTAIN : Councilman DeMirjyn Recommendation came from the Department of Finance for the transfer of $300,000.00 from the Legal and Capital Fund to the Water Fund. There ii -fer is a deficit of $273, 000 .00 in the Water Fund. This was discussed briefly and tabled, by unanimous vote, on motion of Councilman Knudsen, seconded by Councilman DeMirjyn. 'TORNEY Transfer of an Option-B water contract was unanimously approved on mo- tion of Councilman Miller, seconded by Councilman DeMirjyn, following -act a brief explanation of the contract by the City Attorney. XRK The City Clerk presented a proclamation declaring the second week of it May as Municipal Clerks ' Week. This was in connection with resolutionsl,i -ama- introduced by the House of Representatives and the Senate to honor Professional Municipal Clerks .
