Agency of the City of Redlands, held in the Council Chambers, Safety

The special joint meeting of the City Council and the Redevelopment 'iti111}�li�,,
Agency of the City of Redlands was called to order at 5:15 P.M. Dr.
Roth welcomed Derrill Quaschnick, the new Redevelopment Director,
to Redlands.
As Chairman of the Redlands Senior Housing Corporation, Tim Johnson
disqualified himself from the actions required at this meeting,
Mr. Quaschnick reviewed the status of the application to HUD for
Section 8 rent subsidy and Section 202 loan program to develop a
senior citizen housing project in Redlands. Although HUD determined 4���;� , �1
Senior not to fund the project this year., it appears to be high on the
Citizen eligibility list for 1984. An option to purchase the property
Housing expires October 15, 1983, and it appears the sellers will nottr }},���Z
Project consider an extension on the option. The resolutions being considered

at this meeting are required because the property is not in the
Redevelopment Project Area boundaries, but will benefit the Project
Area.
Reverend Bob Wallace, Chairman of the Housing Commission, stated the
Commission met at noon this date and voted unanimously to support
the project and urged approval of this action. 1�� s
Mr. Ralph Belknap, Assistant Vice President of American Baptist Homes
of the West, reported that through meeetings with HUD, it was discovered ��
that HUD had made a scoring error in our application. Although funds
are not available retroactive, HUD has indicated that funds for our ,�,.`+
application will be available early in 1984.
Mr. Reed Flory, Shelter Ventures Corporation, a housing consultant,
stated that unprecedented moves were being made by HUD in this ��;` }J,
situation, and he felt assured the funds would be forthcoming next
year.
Councilmember DeMirjyn moved to approve Resolution No. 3925, a
resolution of the City Council. of the City of Redlands finding and
declaring that the provisions of low- and moderate-income housing
Citp Council outside the Redlands Redevelopment Project Area for senior citizen
Resolution housing is of benefit to the Project Area and authorized by CaliforniaAl
No. 3925 Health and Safety Code Section 33334.2. Motion seconded by Councilman
Roth, and carried by the following vote:

Member DeMirjyn moved to approve Resolution No. 164, a resolution ��1�s(�aUfi ��,
of the Redevelopment Agency of the City of Redlands finding and �ttit�ty4,rt1
R.D.A. declaring that the provision of low- and moderate-income housing ,,,
Resolution outside the Redlands Redevelopment Project Area for senior citizen
Vo. 164 housing is of benefit to the Project Area and authorized by California
Health and Safety Code Section 33334.2. Motion seconded by Member

Member DeMirjyn moved to authorize execution of the Assignment of
Option to Purchase Real Property which assigns to the Redevelopment
Agency of the City of Redlands all of the Redlands Senior Housing,

�j�l�; Option Inc. 's rights, title and interest under and to the Option Agreement
Assignment dated May 16, 1983. Motion seconded by Member Roth and carried by
Agreement the following vote:

There being no further business, the joint meeting of the City Council
and the Redevelopment Agency of the City of Redlands was adjourned
