This special meeting of the City Council was opened with the pledge
of allegiance followed by an invocation by Vice Mayor Johnson.

The Historic and Scenic Preservation Commission has recommended
Council approve an application which must be submitted no later
than January 31, 1984, for the National Preservation Grants-in-
z' t `�Vi Resolution Aid Assistance for completion of their historic resources survey.
No. 3945 Councilman Larsen questioned if the survey could also include
information which would be useful for future reference in relation
�zs�j�l,� Historic to the General Plan. It was explained this survey was basically
,tF Resources an inventory, and that the Historic Element Study being prepared
Survey by AEGIS would address Councilman Larsen's concerns. on motion
Grant of Councilman DeMirjyn, seconded by Councilman Larsen, Resolution
���yiit No. 3945, a resolution of the City Council approving the application
and project agreement for Historic Preservation Grants-in-Aid Funds
for expanding the City's Cultural Resources Inventory, was approved
by AYE votes of all present.
Planning and Community Development Administrator Schindler presented
mapping representing annexation study areas for Council's review
Annexation and prioritization. Councilman Larsen moved to consolidate Maps 1
Feasibility and 3, an area located in the northwest quadrant of Redlands' Sphere
Study Areas of Influence, and give this study area first priority for an annexation
feasibility study. Motion seconded by Councilman DeMirjyn and
carried by AYE votes of all present.
Councilman Larsen moved to give second priority for an annexation
feasibility study to Map 5, located to the southeast of Redlands
in the airport area. Motion seconded by Councilman DeMirjyn and
carried by the following voter

ABSTAIN: Councilman Johnson
ABSENT: Councilmembers Beswick and Martinez
Councilman Larsen moved to give third priority to Map 2 for the
area referred to as the Sunset Drive Loop. Although Councilman
DeMirjyn was not interested in annexing a residential area, he
seconded the motion to proceed with a report. Motion carried by
AYE votes of all present.
State law requires the Local Agency Formation Commission to notify
cities of all proposed Williamson Act Contracts within one mile
of city boundaries. Acceptance of a "protest" by LAFC gives the
City the option to continue the contract, impose penalties if the
County land use is changed, or cancel the contract without penalty to
Agricultural the property owner if annexation of the contract land occurs.
Preserve Therefore, Councilman DeMirjyn moved to file a protest with the
�t+ ir �tl IContract,s Local Agency Formation Commission for the approval of Agricultural
Preserve Contracts for lands which are within one mile of Redlands
and within our Sphere of Influence and to indicate this protest
does not relate to any specific contract which the County may be
considering, but is for the purpose of control of agricultural
Nts� C preserve contracts for lands which may later be annexed to the
City. Motion seconded by Councilman Larsen and carried by AYE
votes of all present.
City Manager Holmes distributed information regarding the formation
q "M of County Service Area 110 which would provide a mechanism for
; CSA 110 the financing of the East Valley Corridor Study and would provide
a means to facilitate implementation of the study. No Council

action was necessary at this time.
There being no further business, the meeting was adjourned, on
motion, at 7:25 P.M.
