6 : 00 P.M.

ABSENT None
Mayor Larson called the special meeting of the City
Council to order and extended sympathy to
Councilmember Cunningham for the loss of his brother
the previous day.
Mining Activities - Santa Ana River Wash - Mayor
Larson asked Councilmember Cunningham to review the
results of the six meetings held during the past two
weeks with the City Council sub-committees from the
Cities of Highland and Redlands . Councilmember
Cunningham reviewed the conceptual agreement
negotiated with the City of Highland and the two
mining companies and the compromises agreed upon. On
behalf of Robertson' s Ready Mix, Craig Phillips
indicated they were in concurrence with this
agreement . Messrs . Larson and Cunningham responded
to Councilmembers , questions . Councilmembers
concurred they would not approve the Memorandum of
Understanding at this time since the deal has not
been finalized; that if the City of Redlands receives
a FAX on February 17, 1995, confirming approval of
the City of Highland' s request for an extension from
OPR, that the City of Redlands will not file a
statement of contentions; that if this extension is
not received, the City Attorney will file a statement
of contentions to protect our place in line; and that
we will continue to negotiate with the City of
Highland to try to resolve this matter as quickly as
possible .

There being no further business, the City Council
meeting adjourned at 6 : 26 P.M. The next regular
meeting will be held on February 21, 1995 .
