MINUTES of a special meeting of the City Council of the City of
Redlands held in the Council Chambers, Civic Center, 35
Cajon Street, on February 2 , 1996 , at 9 : 00 A.M.

Resolution No. 5259 - Traffic - The Environmental
Systems Research Institute, Inc . located at 380 New
York Street is currently in the design and approval
process to provide a traffic lighted crosswalk at
their facility. In order to accommodate a conference
scheduled for this coming weekend, Jack Dangermond,
President of ESRI, requested approval to install the
curb cut, removal and reinstallation of a portion of
the City sidewalk, and installation of a new red
walk/handicap ramp in the parkway. Councilmember
Gilbreath moved to reconsider the City Council action
taken on January 2 , 1996, denying the request for the
installation of a 10-foot wide pedestrian crosswalk
on New York Street at the ESRI facility located at
380 New York Street . Motion seconded by
Councilmember Gil and carried unanimously. Public
Works Director Mutter reported on events that have
transpired since that meeting. ESRI is willing to
pay for the installation and maintenance of a traffic
signal at that location, but Mr. Mutter expressed his
concern about allowing the curb cuts until the signal
is operational . Councilmember Cunningham moved to
adopt Resolution No. 5259, a resolution of the City
Council of the City of Redlands establishing the
following traffic regulations pursuant to Title 10 of
the Redlands Municipal Code : install a pedestrian
crosswalk on New York Street between Park Avenue and
State Street at 380 and 371 New York Street, with the

following conditions : that SSRI proceed
expeditiously with the installation of a traffic
signal ; that a permanent curb cut in accordance with
Public Works standards be allowed; that during the
interim when the crosswalk is utilized, a crossing
guard be on duty as approved by the Redlands Police
and Public Works Departments; that stanchions with
chains and signage be installed which would prohibit
the use of the crosswalk when a crossing guard is not
present; and that a hold harmless agreement be signed
by ESRI . Motion seconded by Councilmember Banda and
carried unanimously.
LATE BREAKING ITEM
Resolution No. 5260 - Hinckley Water Treatment Plant
- Municipal Utilities Director Phelps explained the
Hinckley Water Treatment Plant ' s electrical and
computer systems were damaged when lightning stuck at
or near the Plant on January 22 , 1996 . This has
resulted in a break-down of the Plant ' s record
keeping facilities and it has been necessary to
operate the Plant in an emergency manual mode .
Competitive solicitation of bids for these repairs
will delay undertaking the necessary corrective work
in a timely manner and staff requested authorization
to immediately proceed with the repairs . Noting that
the need to take action was immediate, Councilmember
Larson moved to add the following item to the agenda
which arose subsequent to the agenda being posted:
"Resolution No. 5260 - Hinckley Water Treatment Plant
Emergency Repairs . " Motion seconded by Councilmember
Banda and carried unanimously. Based upon the verbal
and written testimony of the Municipal Utilities
Director, Councilmember Gilbreath moved that
substantial evidence exists that the opposed project
is exempt from the requirements of CEQA in that the
project constitutes emergency repair work to public
services facilities necessary to maintain service,
and further directed staff to file and post a Notice
of Determination in accordance with the City' s
guidelines . Motion seconded by Councilmember Gil and
carried unanimously. In accordance with the
requirements of Public Contract Code Section 22050,
and based upon the testimony presented to the City
Council by the City' s Municipal Utilities Director,
Councilmember Gilbreath moved that the City Council
find that substantial evidence exists that the

Water Treatment Plant ' s electrical and computer
system will not permit a delay in undertaking repair
work from the competitive solicitation for bids; that
the City Council further finds that the expenditure
of public funds to repair the Hinckley Water
Treatment Plant is necessary to respond to the
emergency; and that this find shall be recorded in
the official minutes of the City Council . Motion
seconded by Councilmember Banda and carried
unanimously. Councilmember Gilbreath moved to adopt
Resolution No. 5260 , a resolution of the City Council
of the City of Redlands declaring that the public
interest and necessity demand the immediate
expenditure of public money to safeguard life, health
and property. Motion seconded by Councilmember Gil
and carried unanimously.
ADJOURNMENT
There being no further business, the City Council
meeting adjourned at 9 :24 A.M. The next regular
meeting will be held on February 6, 1996 .
