McHugh, City Attorney Beatrice Sanchez, Deputy City Clerk Eric Norris, Principal Planner John Andrews, Redlands Daily Facts Alisa Slaughter, San Bernardino County Sun ABSENT Gilberto Gil, Councilmember CLOSED SESSION The special City Council meeting continued from August 16, 1996, was called to order and immediately recessed to a closed session to hold a conference with its legal counsel as follows: 1. Existing litigation - Government Code Section 54956.9(a) - San Berdoo Books v. City of Redlands 2. Anticipated litigation- Government Code Section 54956.9(c) - One case The meeting reconvened at 9:10 A.M. Ordinance No. 2334 - Adult Uses - City Attorney McHugh presented an urgency ordinance regulating adult uses and establishing an application process for exceptions as to adult uses within the City of Redlands. In Federal Court it was determined that the City did not allow for enough uses within the M-2, General Industrial, District. The proposed ordinance allows such a use within the following zones as designated on the City's Official Zoning Map and as defined in Title 18 of the Redlands Municipal Code: C-M, Commercial Industrial, District; M-2, General Industrial, District; I-P, Industrial, District; or within the EV/IC land use designation of the East Valley Corridor Specific Plan. Councilmember Cunningham clarified that the City is doing the best we can to protect the community in light of current court decisions and at the advice of external counsel that has experience in this area. Deputy City Clerk Sanchez read the title of Ordinance No. 2334 and on motion of Councilmember Gilbreath, seconded by Councilmember Banda, further reading of the ordinance Special Meeting August 19, 1996 Page 1 text was unanimously waived, and Ordinance No. 2334 was adopted by the following vote: AYES: Councilmembers Gilbreath, Cunningham, Banda; Mayor Larson NOES: None ABSENT: Councilmember Gil ADJOURNMENT The City Council meeting adjourned at 9:16 A.M. to a regular meeting to be held on September 3, 1996, at 3:00 P.M. in the Council Chambers, Civic Center, 35 Cajon Street, Redlands, California.
